Cornelius Bennet lives in Centreville, a small, majority-Black town in Southern Illinois located in a low lying area of the Mississippi Basin that’s prone to flooding. It’s drainage and sanitation systems are outdated and constantly overflowing. Even a couple inches of rain can cause raw sewage to pump out into people’s homes.
