One of the most important rules governing American life isn’t a law, or a Constitutional amendment. It’s a wonky little parliamentary procedure called the filibuster. And it’s one of Washington’s favorite ways to turn campaign promises into broken dreams.

Democrats are mulling plans to reform the filibuster and maybe even someday kill it altogether — which would make big changes very possible. Maybe even *too* possible.
