It means that the Government has decided not to proceed with the Bill – either for now or permanently. It doesn’t mean the Bill definitely won’t go ahead because the Government could simply put it off temporarily and pick it up again later. It could also mean that different aspects of the Bill could be made into separate proposals and introduced into parliament again, seeking to make lots of changes across a number of Bills.
