U.S. Sen. Cory Booker of New Jersey is urging an investigation into the continued federal funding of the Washington National Primate Research Center (WaNPRC).

In a powerful letter sent today to U.S. Health and Human Services Secretary Xavier Becerra, Sen. Booker outlines the litany of disturbing issues that plague the WaNPRC and its monkey-breeding facility in Arizona. He notes that despite damning evidence of incompetence and legal violations, the National Institutes of Health recently saw fit to award the WaNPRC a nearly $13 million infrastructure grant on top of the tens of millions it already receives to torment monkeys in useless experiments:

It has come to my attention that the National Institutes of Health Office of the Director has renewed the base operational funding grant, called the P51, to the Washington National Primate Research Center (WaNPRC) at the University of Washington. This grant was renewed despite documentation of multiple unresolved, serious issues, including failure to maintain biosecurity—which threatens not only public safety but has also compromised the health of the monkeys and data from studies using them—repeated animal welfare violations, financial issues with taxpayer funds, and failure to comply with both state and federal laws.

Sen. Booker goes on to detail his many concerns about the WaNPRC. PETA shares these concerns, which include the rampant and unintended diseases affecting the monkeys—such as valley fever and tuberculosis—which threaten public health and render the results of any experiment these animals are subjected to compromised, if not worthless. The senator adds that the WaNPRC has sold or transferred hundreds of monkeys—including those with unintended infections—to research facilities across the U.S.

Sen. Booker goes on to point out the following issues:

• Disease among monkeys at both WaNPRC in Seattle and at its breeding facility in Arizona.
• The WaNPRC’s shamefully long list of violations of the federal Animal Welfare Act and the many horrible ways monkeys have died at the facility, including by choking on their own vomit, strangulation, starvation, and dehydration
• The WaNPRC’s violations of Washington state laws by failing to comply with importation and testing requirements for wild animals and by failing to report diseases in animals—resulting in the unlawful importation of monkeys with diseases
• The WaNPRC’s destruction of public records—to which WaNPRC staff admitted under oath—in apparent violation of the state’s records retention law
• The WaNPRC’s financial disarray and staffing shortages, including a lack of veterinarians

In light of this cruelty, incompetence, negligence, and disregard for state and federal laws, Sen. Booker has requested that Becerra investigate how, exactly, this funding ever got approved, concluding, “An investigation into the oversight and approval process would shed much-needed light on why this deeply troubled facility continues to receive federal funding.”
