Deportation flights are a big business. Typically these flights are managed by ICE Air Operations. The chain of responsibility runs like this: ICE’s office of Enforcement and Removal Operations is the entity responsible for deporting people. ERO oversees ICE Air Operations. ICE Air Operations owns none of its own planes. So, ICE signs a contract with a private vendor to coordinate removal flights.
