According to CBS News, New York Mayor Eric Adams is looking to tighten the city’s budget again.

For one, he’s ordered a partial hiring freeze as he warns of an “economic tsunami” coming toward New York City.

As CBS2’s Alice Gainer reports, this builds on what he already asked of these agencies back in September. He cites the local and national economies, financial markets, rising healthcare costs, high energy prices, and inflation as the reasoning.

In a letter to commissioners of city agencies, the mayor’s budget director said 50% of open city government jobs will not be filled – about 4,700 jobs.

“We’re going to do everything we can to find those efficiencies, to find the best cost savings as possible, then we’re going to move to plan b and plan c,” Adams said.

This doesn’t apply to uniformed members of the FDNY, NYPD or teachers, or positions that generate revenue.

“No one is escaping. We’re going to do it in levels that are not going to hurt the delivery of services and safety of the city,” Adams said.

Back in September, city agencies were told to cut their budgets by 3% this fiscal year and nearly 5% the next.

  • New York: Mayor Eric Adams feels the pain of thousands of homeless New Yorkers and those living in streets and shelter homes, as he has announced a mega package of new housing reforms to provide them permanent yet affordable housing, even in higher-income neighborhoods.

The announcement came, a couple of days back. The package of major new housing reforms will help New Yorkers exit the shelter system – or avoid it entirely – and move more quickly into permanent housing even in the posh localities of the city.

As per details available at the official Website of the City of New York, the reforms include significant improvements to the City Family Homelessness and Eviction Prevention Supplement (CityFHEPS) housing voucher program that will ensure more New Yorkers are eligible for the program and make the voucher more flexible and easier to use; a groundbreaking pilot program – “Street to Housing” – that will place New Yorkers experiencing unsheltered homelessness directly into supportive housing; and a major expansion of the city’s housing mobility program, which helps families with federal housing vouchers access apartments in more neighborhoods across the five boroughs.

Together, these reforms deliver on key commitments in Mayor Adams’ “Housing Our Neighbors: A Blueprint for Housing and Homelessness,” which reoriented the city’s approach to homelessness, treating it as a housing problem. This package also complements other key initiatives in the housing blueprint, including efforts to accelerate the creation of supportive housing, expand overall housing supply, and eliminate unnecessary obstacles New Yorkers face to obtain housing.

“Our administration is tackling this crisis head-on by focusing on moving New Yorkers into stable, high-quality, affordable housing. That’s what will define success for this administration, and that’s what these reforms are about,” said Mayor Adams. “Like our housing blueprint, these changes were informed by those with lived experience of homelessness and on the front lines of this crisis. And today, we’re starting a major effort to fast-track New Yorkers in need to permanent housing and getting stuff done for those who need help the most.”

“When we released the Adams administration blueprint, Housing Our Neighbors, we promised to put people over paperwork, and that’s what you’re seeing today,” said Chief Housing Officer Jessica Katz. “By streamlining access to CityFHEPS and supportive housing and expanding the power of our Housing Choice Vouchers, more New Yorkers will be able to remain stably housed, avoid the shelter system, and raise their families affordably. This is only the beginning of the work we have to do, but we made a promise to our neighbors to improve housing in this city, and we are following through on that effort.”

“These reforms give us new flexibility and additional tools to shorten the pathway for families and individuals experiencing homelessness to move into safe, stable, and affordable housing,” said Deputy Mayor for Health and Human Services Anne Williams-Isom. “Thank you to our interagency partners and to our nonprofit partners for continuing to find new ways that we can work together to work toward our goal of finding every New Yorker a permanent home.”

The Adams administration will implement a package of reforms to the CityFHEPS city-funded housing voucher program that will make vouchers more widely accessible and easier to use more quickly. As part of this package, the administration is:

Expanding CityFHEPS eligibility to include single adults working full-time on minimum wage, even if their income is slightly higher than 200 percent of the federal poverty level

Putting money back in New Yorkers’ pockets by reducing the monthly contribution by CityFHEPS tenants who move into single-room occupancy units from 30 percent of their income to a maximum of $50 per month,

Supporting working families by reducing the number of hours families are required to work to become eligible for CityFHEPS from 30 to 14 hours per week,

Covering the cost of apartment application fees for New Yorkers living in New York City Department of Homeless Services shelters,

Creating an option for CityFHEPS voucher-holders who choose to secure an apartment that rents above the CityFHEPS maximum to utilize a voucher by paying up to 40 percent of their income,

Expanding Supplemental Security Income eligibility for CityFHEPS families from an adult in the household to any household member, such as a child,

Piloting a limited bonus equal to one month’s rent for landlords renting to CityFHEPS voucher-holders in high-cost neighborhoods,

Significantly increasing staffing at the New York City Department of Social Services (DSS) to speed up voucher processing and increase placements,

Significantly increasing New York City Human Resources Administration staff presence in Housing Court to ensure eligible clients get quick access to financial assistance that will allow them to stay in their homes, and

Creating consistency across CityFHEPS, Emergency Housing Vouchers (EHV), and the Special One-Time Assistance (SOTA) program by providing a “unit hold” incentive payment equal to one month’s rent for landlords who agree to hold an apartment while an EHV holder or SOTA participant’s materials are processed.

The implementation process for the benefit enhancements and pilot programs listed above will begin immediately. For the reforms that must be implemented through DSS rulemaking, the process will begin immediately and include legally mandated public hearings.

The Adams administration’s Street to Housing pilot program creates a direct pathway for New Yorkers experiencing unsheltered homelessness to access permanent supportive housing without having to go through the shelter system.

This initial pilot will connect up to 80 single adult clients with supportive housing. Once placed in housing, clients will be supported by experienced not-for-profit provider-partner Volunteers of America Greater New York (VOA-GNY) as they complete the application from the very unit that can become their permanent home.

  • GUJRANWALA: Former Pakistani Prime Minister and Chairman of Pakistan Tehreek-e-Insaf Imran Khan was shot and wounded in the leg, in an attack on his protest march in Gujranwala, in the country’s Punjab province.

One of Khan’s supporters was killed in the shooting in Wazirabad, officials said. Several leaders of PTI were also injured.

Imran Khan was leading his party’s anti-government long march toward Islamabad from Lahore for the country’s “real independence”

Khan is actively mobilizing the masses since his government was ousted through a parliamentary no-confidence move a few months back. However, he has adopted a clear stance and alleged that his government was toppled through an international conspiracy, facilitated by local players. According to Khan, the incumbent PML-N-led coalition government of the Pakistan Democratic Movement (PDM) was installed under the same international conspiracy.

PTI senior leader Senator Faisal Javed, who was injured when a bullet grazed his face, said that a party worker was killed during the attack, while another was severely injured. No group has claimed responsibility for the attack on 70-year-old cricketer-turned-politician.

Police released a video confession of a man they arrested who they say had attempted to kill the former prime minister. It was unclear under what conditions the interview was carried out but in it the man is asked by police why he opened fire, and replies: “He was misguiding the people. I wanted to kill him. I tried to kill him.”

The head of Shaukat Khanum Memorial Hospital has said Khan is in stable conditions and conscious. Speaking to reporters, Faisal Sultan said there were bullet fragments in the PTI leader’s leg and his tibia bone was chipped. “This is only the initial assessment, and we are taking him to the operation theatre for detailed evaluation,” he said. Sultan added that a four-member medical board had been formed to monitor and evaluate Khan’s health.

Pakistan’s President Arif Alvi called the attack on Imran Khan a “heinous assassination attempt”. “I thank Allah that he is safe but injured with few bullets in his leg & hopefully non-critical,” he tweeted.

Pakistan Prime Minister Shehbaz Sharif also condemned the attack and said: “I strongly condemn the firing at Imran Khan’s rally. An immediate report of the incident has been sought from the Interior Minister. We pray for the speedy recovery of Imran and other injured. The Federation will provide all possible support to the Punjab government in the security/investigation of the incident. Violence should have no place in national politics,”

Foreign Minister and Pakistan Peoples Party chairman Bilawal Bhutto Zardari “strongly condemned” the attack on Imran Khan and prayed for his swift recovery.

Canadian Prime Minister Justin Trudeau has said the attack on Khan and his supporters was “completely unacceptable.” “I strongly condemn this violence. It has no place in politics, in any democracy, or in our society,” he said. “I’m wishing a speedy recovery to Imran and all who were injured today.”

  • New York: New York City Election is going to take place on Tuesday, November 8th. This election is dubbed as ‘critical’ and the ‘last’ chance to join millions of New Yorkers in making their voices heard and cast their ballots. The outcome of these elections will affect the future of New Yorkers, their economy, education, healthcare, and more.

The polls will be open from 6:00 am to9:00 pm. People who can’t vote on Tuesday can also vote early in person! Early voting polls will be open through Sunday, November 6th, as per the NYC government. Your poll site may have changed, so it’s important to check your poll site location and its hours before you vote at nycvotes.org.

This year, voting is more important than ever. In every single race, your vote matters – from the Governor and Attorney General to your Congress people and state representatives. We’re deciding who will lead the state into the future, and what kind of future New Yorkers want for our state. Also, four ballot proposals are on the back of your ballot, so remember to flip yours over. All U.S. citizens aged 18 and older who have registered are eligible to vote. Millions of New Yorkers in going to the polls and getting the change they want to see done. Those who are not currently registered to vote can register for next year’s election on that website as well. All New Yorkers have the right to vote in their language. You may bring an interpreter to the voting booth—it can be a friend, a family member or a poll worker, but it can’t be your employer or union representative.

The Civic Engagement Commission has said that it will be providing interpretation services in select languages and poll sites on Saturday, November 5th, and Sunday, November 6th, and on Election Day, Tuesday, November 8th. Our democracy relies on individuals with different opinions coming together to find solutions. Voting is one crucial way we do this, and having discussions with each other is another. Recently, the Administration held a summit on criminal justice. It brought experienced defense lawyers, judges, district attorneys, advocates, and law enforcement officials together in search of solutions to a goal we all share: keeping New Yorkers safe and ensuring justice for all. There is a lot that this group disagrees on, and each individual groups will keep pursuing their individual goals.

But there is also much we agree on. Both public safety and justice are prerequisites to prosperity, and we need to do a better job on both. No one should be afraid of crime on the subway, and no one accused of committing a crime should have to wait for months to get a hearing. The discussion helped participants find common ground on important improvements to the system, and over the coming weeks and months, more conversations and turning are expected for actionable solutions that will make New York a safer city. Working toward a more perfect city and country is never easy. It takes all of us engaging in good faith conversation, expressing our views, and casting our ballots. See you at the polls on Tuesday.

  • New York: New York City has established a Racial Justice Commission to eliminate racial discrimination (if any) and ensure the provision of equal rights to all.

Voters in the community eligible to cast votes will have to respond to three questions mentioned on the back of the ballot paper in next month’s New York City General elections so that the NYC charter could be amended in the larger interest of its dwellers. The amendment will remain effective for a period of two years.

The New York City government wants the diverse communities living in the City to be given equal importance in all government departments and sectors, and the law needs to be amended to implement the same.

The city government has recently set up a Commission for Racial Justice which will collate the opinions, suggestions, and recommendations of various communities and provide them to the government for amending the law.

The commission has asked each voter three questions on the back of the ballot paper in the election to be held on November 8.

The 1st Ballot Question will be: Add a Statement of Values to Guide Government. This proposal would amend the New York City Charter: Add a preamble, which would be an introductory statement of values and vision aspiring toward “a just and equitable city for all” New Yorkers; and Include in the preamble a statement that the City must strive to remedy “past and continuing harms and to reconstruct, revise, and reimagine our foundations, structures, institutions, and laws to promote justice and equity for all New Yorkers.”The preamble is intended to guide City government in fulfilling its duties. Shall this proposal be adopted?

The question No-2 will be about  the establishment of a Racial Equity Office, Plan, and Commission. This proposal would amend the City Charter to: Require citywide and agency-specific Racial Equity Plans every two years. The plans would include intended strategies and goals to improve racial equity and to reduce or eliminate racial disparities; Establish an Office of Racial Equity and appoint a Chief Equity Officer to advance racial equity and coordinate the City’s racial equity planning process. The Office would support City agencies in improving access to City services and programs for those people and communities who have been negatively affected by previous policies or actions, and collect and report data related to equity; and Establish a Commission on Racial Equity, appointed by City elected officials. In making appointments to this Commission, elected officials would be required to consider appointees who are representative of or have experience advocating for a diverse range of communities. The Commission would identify and propose priorities to inform the racial equity planning process and review agency and citywide Racial Equity Plans. Shall this proposal be adopted?

The question No-3 will be about Measuring the True Cost of Living. This proposal would amend the City Charter to: Require the City to create a “true cost of living” measure to track the actual cost in New York City of meeting essential needs, including housing, food, childcare, transportation, and other necessary costs, and without considering public, private, or informal assistance, in order to inform programmatic and policy decisions; and Require the City government to report annually on the “true cost of living” measure. Shall this proposal be adopted?

Meanwhile the Apna community center is organizing various sessions to guide the Pakistani community living in New York in this regard, where registered voters from the community are being told how to answer the questions asked on the back of the ballot paper on polling day.

If Pakistani American voters want to take any help, they can visit the link provided by Apna Community Center and assure the city government that they, as Pakistani American voters, will give better suggestions to amend the law on polling day.
