Australia’s plan to recruit from Papua New Guinea for its Defence Force raises “major ethical concerns”, according to the Australia Defence Association, while another expert thinks it is broadly a good idea.
The two nations are set to begin negotiating a new defence treaty that is expected to see Papua New Guineans join the Australian Defence Force (ADF).

“You can’t expect other people to defend your country if you’re not willing to do it and until this scheme actually addresses this in any detail, we’re not going to know whether it’s an idiot idea or it’s something that might be workable in the long run.”
However, an expert associate at the Australian National University’s National Security College, Jennifer Parker, believes it is a good idea.
“Australia having a closer relationship with Papua New Guinea through that cross pollination of people going and working in each other’s defence forces, that’s incredibly positive.”
Parker said recruiting from the Pacific has been an ongoing conversation, but the exact nature of what the recruitment might look like is unknown, including whether there is a pathway to citizenship or if there would be a separate PNG unit within the ADF.
Extreme scenario
When asked whether it was ethical for people from PNG to fight Australia’s wars, Parker said that would be an extreme scenario.
“We’re not talking about conscripting people from other countries or anything like that. We’re talking about offering the opportunity for people, if they choose to join,” she said.
“There are many defence forces around the world where people choose, people who are born in other countries, choose to join.”
However, James disagrees.
“Whether they’re volunteers or whether they’re conscripted, you’re still expecting foreigners to defend your society and with no link to that society.”
Both Parker and James brought up concerns surrounding brain drain.
James said in Timor-Leste, in the early 2000s, many New Zealanders in the army infantry who were serving alongside Australia joined the Australian Army, attracted by the higher pay, which was not in the interest of New Zealand or Australia in the long run.
Care needed
“You’ve got to be real careful that you don’t ruin the Papua New Guinea Defence Force by making it too easy for Papua New Guineans to serve in the Australian Defence Force.”
Parker said the policy needed to be crafted very clearly in conjunction with Papua New Guinea to make sure it strengthened the two nations relationship, not undermined it.
Australia aims to grow the number of ADF uniformed personnel to 80,000 by 2040. However, it is not on track to meet that target.
Parker said she did not think Australia was trying to fill the shortfall.
“There are a couple of challenges in the recruitment issues for the Australian Defence Force.
“But I don’t think the scoping of recruiting people from Papua New Guinea and the Pacific Islands, if it indeed goes ahead, is about addressing recruitment for the Australian Defence Force.
“I think it’s about increasing closer security ties between Papua New Guinea, the Pacific Islands, and Australia.”

When asked about who inspired her to pursue a career in media and journalism, she said, “My late father!” She mentions that she “always wanted to be an economist like her uncle Julius Longa”.
However, she states that “Maths was horrible . . . So, my late papa told me, I talk too much and should think about television — I ended up with newspaper reporting.”
Fast forward to 2024
Through her dedication and persistence, Kenneth is now a senior journalist within the company, specialising as a political editor. She commends the company for its commitment to well-researched investigative journalism, impartial reporting, comprehensive coverage, community involvement, thorough analysis, and informative content.
Starting off with Uni Tavur student journalist newspaper at the University of Papua New Guinea, Kenneth has amassed a wealth of experience as a profound writer and encountered different personalities over the years, noting numerous stories she covered during her tenure at the Post-Courier.
As a proud Bougainvillean, she highlights her interview with Francis Ona, the reclusive leader of her home province at the time. Reflecting on the experience, she remarks, “I was the first and last to interview him — the journey to get through to him was tough, despite my Bougainvillean heritage.”
Kenneth is known for her unique approach to investigative journalism. One memorable story she recalls, is about a scandalous love triangle between a former Secretary of Foreign Affairs and his secret lover, known as “Jolyne”.

Using a clever tactic, Kenneth assumed the identity of “Jolyne” and managed to reach the Secretary through a landline call, shedding light on the secretive affair. Amusingly, veteran journalists now refer to her as “Jolyne”, a nod to the character she ingeniously portrayed to deceive the unsuspecting Secretary.
In the early 2000s, she, alongside security reporter Robyn Sela, daringly stepped out of their comfort zone, orchestrating an audacious plan: deliberately getting themselves arrested and spending time in Boroko Jail.
Their goal? To delve into the conditions of a prison cell in Port Moresby and report on it firsthand. However, their scheme didn’t escape the notice of chief-of-staff Blaise Nangoi and editor Oseah Philemon, who, upon discovering their intentions, expressed concern.
“They almost sidelined us for getting bailed out with company money – BUT, we got our story,” she gladly remarked.
As one of Post-Courier’s prominent writers, Kenneth has faced numerous hurdles during her time as a journalist. She faced threats and legal disputes from unsatisfied readers and grappled with “ethical dilemmas” while covering sensitive topics — she has encountered her fair share of challenges.
Moreover, she has confronted issues surrounding gender and diversity during her career.

In addition to these personal and professional obstacles, Kenneth highlights the impact of “digital disruption” on the newspaper industry. The transition from traditional print media to digital platforms, including the widespread use of social media and streaming services, has significantly challenged newspaper companies like the Post-Courier in recent years.
Fortunately, Kenneth managed to power through these challenges with the support of training and supervision provided by Post-Courier. She applauds the company for its unwavering support during trying times.
Additionally, she took proactive steps to enhance her understanding of journalistic issues, demonstrating her commitment to growth and professional development.

Her career afforded her the opportunity to travel both locally and internationally, and she reported on stories rife with conflict and controversy. Furthermore, she finds fulfillment in the role of mentoring future journalists, cherishing the chance to impart her knowledge and experience onto the next generation.
When asked about what she is proud of, she says . . . “I am still 16 at heart – don’t tell me I’m old among my young journo colleagues.”
During her free time, she enjoys sipping on her whiskey and reading. She continues to support her family, friends, enemies and her community at a personal level and at a professional level as a senior journalist.

Samoa has dropped in its media and information freedom world ranking from 22 in 2024 to 44 in 2025 in the latest World Press Freedom Index compiled annually by the Paris-based Reporters Without Borders (RSF).
The 2025 World Press Freedom Index released in conjunction with the annual Media Freedom Day on May 3, says despite the vitality of some of its media groups, Samoa’s reputation as a regional model of press freedom has suffered in recent years due to “authoritarian pressure” from the previous prime minister and a political party that held power for four decades until 2021.
Media landscape
The report lists independent media outlets such as the Samoa Observer, “an independent daily founded in 1978, that has symbolised the fight for press freedom.”
It also lists state-owned Savali newspaper “that focuses on providing positive coverage of the government’s activities.”
TV1, is the product of the privatisation of the state-owned Samoa Broadcasting Corporation. The Talamua group operates Samoa FM and other media outlets, while the national radio station 2AP calls itself “the Voice of the Nation.”
Political context
Although Samoa is a parliamentary democracy with free elections, the Human Rights Protection Party (HRPP) held power for four decades until it was narrowly defeated in the April 2021 general election by Samoa United in Faith (Faʻatuatua i le Atua Samoa ua Tasi, or FAST).

The report says part of the reason for the HRPP’s defeat was its plan to overhaul Samoa’s constitutional and customary law framework, which would have threatened freedom of the press.
Championing media freedom
The Journalists Association of (Western) Samoa (JAWS) is the national media association and is press freedom’s leading champion. JAWS spearheaded a media journalism studies programme based at the National University of Samoa in the effort to train journalists and promote media freedom but the course is not producing the quality journalism students needed as its focus, time and resources have been given the course.
Meanwhile, the media standards continue to slide and there is fear that the standards will drop further in the face of rapid technological changes and misinformation via social media.
A new deal for journalism The 2025 World Press Freedom Index by RSF revealed the dire state of the news economy and how it severely threatens newsrooms’ editorial independence and media pluralism.
In light of this alarming situation, RSF has called on public authorities, private actors and regional institutions to commit to a “New Deal for Journalism” by following 11 key recommendations.
Strengthen media literacy and journalism training
Part of this deal is “supporting reliable information means that everyone should be trained from an early age to recognise trustworthy information and be involved in media education initiatives. University and higher education programmes in journalism must also be supported, on the condition that they are independent.”
Finland (5th) is recognised worldwide for its media education, with media literacy programmes starting in primary school, contributing to greater resilience against disinformation.
To mark the release of the 2025 World Press Freedom Index, Reporters Without Borders (RSF) partnered with the agency The Good Company to launch a new awareness campaign that puts an ironic twist on the glossy advertising of the tourism industry.
Three out of six countries featured in the exposé are from the Asia Pacific region — but none from the Pacific Islands.
The campaign shines a stark light on the press freedom violations in countries that seem perfect on postcards but are highly dangerous for journalists, says RSF.
Disguised as attractive travel guides, the campaign’s visuals use a cynical, impactful rhetoric to highlight the harsh realities journalists face in destinations renowned for their tourist appeal.
Along with Indonesia, Greece (89th), Cambodia (115), Egypt (170), Mexico (124) and the Philippines (116) are all visited by millions of tourists, yet they rank poorly in the 2025 World Press Freedom Index, reports RSF.
‘Chilling narrative’
“The attention-grabbing visuals juxtapose polished, enticing aesthetics with a chilling narrative of intimidation, censorship, violence, and even death.
“This deliberately unsettling approach by RSF aims to shift the viewer’s perspective, showing what the dreamlike imagery conceals: journalists imprisoned, attacked, or murdered behind idyllic landscapes.”

Indonesia is in the Pacific spotlight because of its Melanesian Papuan provinces bordering Pacific Islands Forum member country Papua New Guinea.
Despite outgoing President Joko Widodo’s 10 years in office and a reformist programme, his era has been marked by a series of broken promises, reports RSF.
“The media oligarchy linked to political interests has grown stronger, leading to increased control over critical media and manipulation of information through online trolls, paid influencers, and partisan outlets,” says the Index report.
“This climate has intensified self-censorship within media organisations and among journalists.
“Since October 2024, Indonesia has been led by a new president, former general Prabowo Subianto — implicated in several human rights violation allegations — and by Joko Widodo’s eldest son, Gibran Rakabuming Raka, as vice-president.
“Under this new administration, whose track record on press freedom offers little reassurance, concerns are mounting over the future of independent journalism.”
Fiji leads in Pacific
In the Pacific, Fiji has led the pack among island states by rising four places to 40th overall, making it the leading country in Oceania in 2025 in terms of press freedom.

Both Timor-Leste, which dropped 19 places to 39th after heading the region last year, and Samoa, which plunged 22 places to 44th, lost their impressive track record.
Of the only other two countries in Oceania surveyed by RSF, Tonga rose one place to 46th and Papua New Guinea jumped 13 places to 78th, a surprising result given the controversy over its plans to regulate the media.
RSF reports that the Fiji Media Association (FMA), which was often critical of the harassment of the media by the previous FijiFirst government, has since the repeal of the Media Act in 2023 “worked hard to restore independent journalism and public trust in the media”.
In March 2024, research published in Journalism Practice journal found that sexual harassment of women journalists was widespread and needed to be addressed to protect media freedom and quality journalism.
In Timor-Leste, “politicians regard the media with some mistrust, which has been evidenced in several proposed laws hostile to press freedom, including one in 2020 under which defaming representatives of the state or Catholic Church would have been punishable by up to three years in prison.
“Journalists’ associations and the Press Council often criticise politicisation of the public broadcaster and news agency.”
On the night of September 4, 2024, Timorese police arrested Antonieta Kartono Martins, a reporter for the news site Diligente Online, while covering a police operation to remove street vendors from a market in Dili, the capital. She was detained for several hours before being released.
Samoan harassment
Previously enjoying a good media freedom reputation, journalists and their families in Samoa were the target of online death threats, prompting the Samoan Alliance of Media Professionals for Development (SAMPOD) to condemn the harassment as “attacks on the fourth estate and democracy”.
In Tonga, RSF reports that journalists are not worried about being in any physical danger when on the job, and they are relatively unaffected by the possibility of prosecution.
“Nevertheless, self-censorship continues beneath the surface in a tight national community.”
In Papua New Guinea, RSF reports journalists are faced with intimidation, direct threats, censorship, lawsuits and bribery attempts, “making it a dangerous profession”.
“And direct interference often threatens the editorial freedom at leading media outlets. This was seen yet again at EMTV in February 2022, when the entire newsroom was fired after walking out” in protest over a management staffing decison.
“There has been ongoing controversy since February 2023 concerning a draft law on media development backed by Communications Minister Timothy Masiu. In January 2024, a 14-day state of emergency was declared in the capital, Port Moresby, following unprecedented protests by police forces and prison wardens.”
This impacted on government and media relations.
Australia and New Zealand
In Australia (29), the media market’s heavy concentration limits the diversity of voices represented in the news, while independent outlets struggle to find a sustainable economic model.
While New Zealand (16) leads in the Asia Pacific region, it is also facing a similar situation to Australia with a narrowing of media plurality, closure or merging of many newspaper titles, and a major retrenchment of journalists in the country raising concerns about democracy.

While Aotearoa New Zealand improved three places in the latest RSF World Press Freedom Index — up to 16th — and most other Pacific countries surveyed did well, it was a bad year generally for the Asia-Pacific region.
Fiji (40th — up four places) has done best out of island nations to edge Samoa (44 — slumping 22 places) out of its traditional perch.
In the region overall, press freedom and access to reliable news sources have been “severely compromised” by the predominance of regimes — often authoritarian — that strictly control information, often through economic means, reports RSF.
In many countries, the government has a tight grip on media ownership, allowing them to interfere in outlets’ editorial choices, says the regional report.
“It is highly telling that 20 of the region’s 32 countries and territories saw their economic indicators drop in the 2025 World Press Freedom Index,” said the RSF editors.
Authoritarian regimes’ systematic control
The region harbours some of the most advanced states in terms of media control.
In North Korea (179), the media are nothing more than propaganda tools entirely subordinate to the country’s totalitarian regime.
In China (178) and Vietnam (173), outlets are either state-owned or controlled by groups closely tied to the countries’ respective Communist parties, and the only independent reporting comes from freelance journalists who mainly operate underground.

Meanwhile, foreign outlets can find themselves blacklisted at any given moment.
Growing repression, increasing uncertainty
The crackdown on press freedom is spreading across the region and is increasingly inspired
by the Chinese method of controlling information, reports RSF.

Since the 2021 military coup in Myanmar (169), many of the country’s independent outlets have been dismantled. The few that remain are forced to work underground or from exile and can barely continue operations due to the lack of sustainable revenue.
Similarly, crackdowns on press freedom in Cambodia (161) and Hong Kong (140), where the press freedom situation has become “very serious,” have led to newsroom closures, journalists fleeing into exile — often with fragile finances — and pro-government outlets absorbing most media funding.
In Afghanistan (175), at least 12 new media outlets were forced to close in 2024 due to new directives imposed by the Taliban.
In the United States, the decision made in March by President Donald Trump led to the
suspension of Radio Free Asia’s (RFA) shortwave radio programmes in Mandarin, Tibetan
and Lao, and its affiliated BenarNews service, which had been building up Pacific news coverage.
Most US-based staff, including at-risk visa holders, along with staff in Australia, were axed with the budget cuts, potentially turning entire regions into “information blackouts”.
Media concentration and political collusion
In several countries, the concentration of media ownership in the hands of political magnates threatened media plurality, the RSF Asia-Pacific editors said.
In India (151), Indonesia (127) and Malaysia (88 ), a handful of politically connected conglomerates control most media groups.
In Thailand (85), the major media groups maintain close ties with the military or royal elite, who directly influence their content.
Similarly, in Mongolia (102), influential individuals from the business world, who are
often close to those in power, own a dominant share of the media landscape and use it to
promote their political and economic interests.
In Pakistan (158), the authorities threaten independant outlets with the cancellation of government advertising contracts.
Economic pressure even in democracies
Independent outlets in established democracies have also fallen prey to economic pressure.
In Taiwan (24), a rare case of government pressure affected the English-speaking public
broadcaster TaiwanPlus, whose funding was also significantly reduced by Parliament, which
is controlled by opposition parties.

While New Zealand (16) leads in the Asia Pacific region, it is also facing a similar situation to Australia with a narrowing of media plurality, closure or merging of many newspaper titles, and a major retrenchment of journalists in the country raising concerns about democracy.

Until four years ago, New Zealand had been regularly listed among the top 10 leading countries for press freedom — along with the Scandinavian countries — but last year dropped as far as 19th.

Don Wiseman: We’ve had five-and-a-half years since the Bougainville referendum, but very suddenly in the last couple of months, it would seem that Bougainville is picking up pace and trying to really make some progress with this march towards independence, as they see it.
Are they overplaying their hand?
Dr Thiago Oppermann: I do not believe that they are overplaying their hand. I think that the impression that is apparent of a sudden flurry of activity, arises partly because for the first two years after the referendum, there was a very slow pace.
One of the shortcomings of the Bougainville Peace Agreement (BPA) was that it did not set out a very clear post-referendum path. That part of the process was not as well designed as the parts leading to the referendum, and that left a great deal of uncertainty as to how to structure negotiations, how things should be conducted, and quite substantial differences in the views of the Papua New Guinean government and the ABG (Autonomous Bougainville Government), as to how the referendum result would be processed further.
For instance, how it would it need to be tabled in Parliament, what kind of vote would be required for it, would a negotiation between the parties lead to an agreement that then is presented to the Parliament, and how would that negotiation work? All these areas, they were not prescriptive in the BPA.
That led to a period of a good two years in which there was very slow process and then attempts to get some some movement. I would say that in that period, the views of the Bougainvilleans and the Papua New Guineans became quite entrenched in quite different camps, and something I think would have to give eventually.
Why the Bougainvilleans have moved towards this point now, I think that it bears pointing out that there has been a long process that has been unfolding, for more than two years now, of beginning the organic process of developing a Bougainvillean constitutional process with this constitutional development committees across the island doing a lot of work, and that has now borne fruit, is how I would describe it.
It happens at a point where the process has been unblocked by the appointment of Sir Jerry Mataparae, which I think sets a new vigour into the process. It looks now like it’s heading towards some form of outcome. And that being the case, the Bougainvilleans have made their position quite clear.

DW: Well, Bougainville, in fact, is saying it will be independent by 1st September 2027. How likely do you think that is?
TO: I think there’s a question that comes before that. When Bougainville says that they will be independent by such a date, what we need to first consider is that the process of mediation is still unfolding.
I think that the first thing to consider is, what would that independence look like, and what scope is there within the mediation for finding some compromise that still suits Papua New Guinea. I think that there’s a much greater range of outcomes than people realise within this sort of umbrella of independence, the Bougainvilleans themselves, have moved to a position of understanding independence in much more nuanced terms than previously.
You might imagine that in the aftermath of this fairly brutal and bitter civil conflict, the idea of independence at that time was quite a radical cut towards “full bruk loose” as they say.
But the reality is that for many post colonial and new states since World War Two, there are many different kinds of independence and the degree to which there remains a kind of attachment with or relationship with the so called parent colonial country is variable, I should add.
I do not want to digress too much, but this concept of the parent colonial country is something that I heard quite a lot of when I was studying the referendum itself. Many people would say that the relationship that they had to Papua New Guinea was not one of enmity or of like running away, it was more a question of there being a parent and Bougainville having now grown up to the point where the child, Bougainville, is ready to go off and set up its own house.
Many people thought of it in those terms. Now I think that in concrete terms that can be articulated in many different ways when we think about international law and the status of different sovereign nations around the world.
DW: If we can just look at some of the possibilities in terms of the way in which this independence might be interpreted. My understanding is, for Bougainville it’s vital that they have a degree of sovereignty that will allow them to join organisations like the United Nations, but they’re not necessarily looking to be fully independent of PNG.
TO: Yes, I think that there would be like a process underway in Bougainville for understanding what that would look like.
There are certainly people who would have a view that is still more firmly towards full independence. And there will be others who understand some type of free association arrangements or something that still retains a closer relationship with Papua New Guinea.
I do not think many people have illusions that Bougainville could, for instance, suddenly break loose of the very deep economic connections it has with Papua New Guinea, not only those of government funding, but the commercial connections which are very, very deep. So suddenly making that disappear is not something people believe it’s possible.
But there are many other options that are on the table. I think what Bougainville is doing by having the announcement of the Independence Day is setting for Papua New Guinea saying, like, “here is the terms of the debate that we are prepared to consider”. But within that there is still a great deal of giving and taking.
DW: Now within the parliament in PNG, I think Bougainville has felt for some time that there hasn’t been a great deal of understanding of what Bougainville has been through, or what it is Bougainville is trying to achieve. There’s a very different lineup of MPs to what they were at the turn of the century when the Bougainville Peace Agreement was finalised. So what are they thinking, the MPs from other parts of the country? Are they going to be supportive, or are they just thinking about the impact on their own patch?
TO: I am not entirely sure what the MPs think, and they are a very diverse bunch of people. The sort of concern I think that many have, certainly more senior ones, is that they do not want to be the people in charge when this large chunk of the country secedes.
I think that is something that is important, and we do not want to be patronising the Papua New Guineans, who have a great deal of national pride, and it is not an event of celebration to see what is going on.
For many, it is quite a tragic chain of events. I am not entirely sure what the bulk of MPs believes about this. We have conducted some research, which is non randomised, but it is quite large scale, probing attitudes towards Bougainvillean independence in 2022, around the time of the election.
What we found, which is quite surprising, is that while, of course, Bougainville has the highest support for independence of any place in Papua New Guinea, there are substantial numbers of people outside Bougainville that are sympathetic to Bougainvillean independence or sympathetic towards implementing the referendum.
I think that would be the wording, I would choose, quite large numbers of people. So, as well as, many people who are very much undecided on the issues. From a Papua New Guinean perspective, the views are much more subtle than you might think are the case. By comparison, if you did a survey in Madrid of how many people support Catalan independence, you would not see figures similar to the ones that we find for Papua New Guinea.
DW: Bougainville is due to go to elections later this year. The ABG has stated that it wants this matter sorted, I think, at the time that the election writs are issued sometime in June. Will it be able to do this do you think?
TO: It’s always difficult to predict anything, especially the future. That goes double in Papua New Guinea and Bougainville. I think the reality is that the nature of negotiations here and in Bougainville, there’s a great deal of personal connections and toing and froing that will be taking place.
It is very hard to fit that onto a clear timeline. I would describe that as perhaps aspirational, but it would be, it would be good. Whether this is, you know, a question of electoral politics within Bougainville, I think there would be, like, a more or less unanimous view in Bougainville that this needs to move forward as soon as possible. But I don’t know that a timeline is realistic.
The concerns that I would have about this, Don, would be not just about sort of questions of capacity and what happens in the negotiations in Bougainville, but we also need to think about what is happening in Papua New Guinea, and this goes for the entire process.
But here, in this case, PNG has its hands full with many other issues as well. There is a set of like LLG [Local Level Government] elections about to happen, so there are a great deal of things for the government to attend to. I wonder how viable it is to come up with a solution in a short time, but they are certainly capable of surprising everybody.
DW: The Prime Minister, James Marape, has said on a number of occasions that Bougainville is not economically ready or it hasn’t got the security situation under control. And my understanding is that when this was raised at the last meeting, there was quite a lot of giggling going on, because people were comparing what’s happened in Bougainville with what’s happening around the rest of the country, including in Southern Highlands, the province of Mr Marape.
TO: I think you know for me when I think about this, because I have worked with Bougainvilleans for a long time, and have worked with Papua New Guineans for a long time as well. The sense that I have is really one of quite sadness and a great missed opportunity.
Because if we wind the clock back to 1975, Bougainville declared independence, trying to pre-empt [the establishment of] Papua New Guinea. And that set in train a set of events that drastically reformed the Papua New Guinean political Constitution. Many of the sort of characteristic institutions we see now in Papua New Guinea, such as provinces, came about partly because of that.
That crisis, that first independence crisis, the first secession crisis, was resolved through deep changes to Papua New Guinea and to Bougainville, in which the country was able to grow and move forward.
What we see now, though, is this sort of view that Bougainville problems must all be solved in Bougainville, but in fact, many of the problems that are said to be Bougainville problems are Papua New Guinea problems, and that would include issues such as the economic difficulties that Bougainville finds itself in.
I mean, there are many ironies with this kind of criticism that Bougainville is not economically viable. One of them being that when Papua New Guinea became independent, it was largely dependent on Bougainville at that time. So Bougainvilleans are aware of this, and don’t really welcome that kind of idea.
But I think that more deeply there were some really important lessons I believe that could have been learned from the peace process that might have been very useful in other areas of Papua New Guinea, and because Bougainville has been kind of seen as this place apart, virtually as a foreign nation, those lessons have not, unfortunately, filtered back to Papua New Guinea in a way that might have been very helpful for everybody.

This week Cambodia marks the 50th anniversary of the fall of Phnom Penh to the murderous Khmer Rouge, and Vietnam celebrates the fall of Saigon to North Vietnamese forces in April 1975.
They are being commemorated very differently; after all, there’s nothing to celebrate in Cambodia. Its capital Phnom Penh was emptied, and its people had to then endure the “killing fields” and the darkest years of its modern existence under Khmer Rouge rule.
Over the border in Vietnam, however, there will be modest celebrations for their victory against US (and Australian) forces at the end of this month.
Yet, this week’s news of Indonesia considering a Russian request to base aircraft at the Biak airbase in West Papua throws in stark relief a troubling question I have long asked — did Australia back the wrong war 63 years ago? These different areas — and histories — of Southeast Asia may seem disconnected, but allow me to draw some links.
Through the 1950s until the early 1960s, it was official Australian policy under the Menzies government to support The Netherlands as it prepared West Papua for independence, knowing its people were ethnically and religiously different from the rest of Indonesia.
They are a Christian Melanesian people who look east to Papua New Guinea (PNG) and the Pacific, not west to Muslim Asia. Australia at the time was administering and beginning to prepare PNG for self-rule.
The Second World War had shown the importance of West Papua (then part of Dutch New Guinea) to Australian security, as it had been a base for Japanese air raids over northern Australia.
Japanese beeline to Sorong
Early in the war, Japanese forces made a beeline to Sorong on the Bird’s Head Peninsula of West Papua for its abundance of high-quality oil. Former Australian prime minister Gough Whitlam served in a RAAF unit briefly stationed in Merauke in West Papua.
By 1962, the US wanted Indonesia to annex West Papua as a way of splitting Chinese and Russian influence in the region, as well as getting at the biggest gold deposit on earth at the Grasberg mine, something which US company Freeport continues to mine, controversially, today.
Following the so-called Bunker Agreement signed in New York in 1962, The Netherlands reluctantly agreed to relinquish West Papua to Indonesia under US pressure. Australia, too, folded in line with US interests.
That would also be the year when Australia sent its first group of 30 military advisers to Vietnam. Instead of backing West Papuan nationhood, Australia joined the US in suppressing Vietnam’s.
As a result of US arm-twisting, Australia ceded its own strategic interests in allowing Indonesia to expand eastwards into Pacific territories by swallowing West Papua. Instead, Australians trooped off to fight the unwinnable wars of Indochina.
To me, it remains one of the great what-ifs of Australian strategic history — if Australia had held the line with the Dutch against US moves, then West Papua today would be free, the East Timor invasion of 1975 was unlikely to have ever happened and Australia might not have been dragged into the Vietnam War.
Instead, as Cambodia and Vietnam mark their anniversaries this month, Australia continues to be reminded of the potential threat Indonesian-controlled West Papua has posed to Australia and the Pacific since it gave way to US interests in 1962.
Russian space agency plans
Nor is this the first time Russia has deployed assets to West Papua. Last year, Russian media reported plans under way for the Russian space agency Roscosmos to help Indonesia build a space base on Biak island.
In 2017, RAAF Tindal was scrambled just before Christmas to monitor Russian Tu95 nuclear “Bear” bombers doing their first-ever sorties in the South Pacific, flying between Australia and Papua New Guinea. I wrote not long afterwards how Australia was becoming “caught in a pincer” between Indonesian and Russian interests on Indonesia’s side and Chinese moves coming through the Pacific on the other.
All because we have abandoned the West Papuans to endure their own “slow-motion genocide” under Indonesian rule. Church groups and NGOs estimate up to 500,000 Papuans have perished under 60 years of Indonesian military rule, while Jakarta refuses to allow international media and the UN High Commissioner for Human Rights to visit.
Alex Sobel, an MP in the UK Parliament, last week called on Indonesia to allow the UN High Commissioner to visit but it is exceedingly rare to hear any Australian MPs ask questions about our neighbour West Papua in the Australian Parliament.
Canberra continues to enhance security relations with Indonesia in a naive belief that the nation is our ally against an assertive China. This ignores Jakarta’s deepening relations with both Russia and China, and avoids any mention of ongoing atrocities in West Papua or the fact that jihadi groups are operating close to Australia’s border.
Indonesia’s militarisation of West Papua, jihadi infiltration and now the potential for Russia to use airbases or space bases on Biak should all be “red lines” for Australia, yet successive governments remain desperate not to criticise Indonesia.
Ignoring actual ‘hot war’
Australia’s national security establishment remains focused on grand global strategy and acquiring over-priced gear, while ignoring the only actual “hot war” in our region.
Our geography has not changed; the most important line of defence for Australia remains the islands of Melanesia to our north and the co-operation and friendship of its peoples.
Strong independence movements in West Papua, Bougainville and New Caledonia all materially affect Australian security but Canberra can always be relied on to defer to Indonesian, American and French interests in these places, rather than what is ultimately in Australian — and Pacific Islander — interests.
Australia needs to develop a defence policy centred on a “Melanesia First” strategy from Timor to Fiji, radiating outwards. Yet Australia keeps deferring to external interests, to our cost, as history continues to remind us.

Papua New Guinea Prime Minister James Marape has survived a motion of no confidence against him in Parliament.
During the proceedings, livestreamed on EMTV, Speaker Job Pomat announced the results of the vote as 16 votes in favour and 89 against.
In moving the motion, the member for Abau, Sir Puka Temu, nominated Sir Peter Ipatas as an alternative prime minister to Marape, and said the motion was moved on principle.
“This is not a vote of ambition, it is a vote of accountability, it is a vote of conscience. Mr Speaker what is the role of government if not to uplift its people,” Sir Puka said.
The seconder of the motion, Wabag Open MP Lino Tom acknowledged the government’s superior numbers, but said the opposition were acting in the interest of the people and challenged Marape to address them on the floor.
“He needs to tell the people because he is the chief accountable officer of this country,” Tom said.
“He can no longer blame his incompetent ministers. He can no longer blame any other person here on this floor.”
Speaker put question
The Speaker then went to immediately put the question, provoking the ire of the opposition bench with Madang MP Bryan Kramer accusing him of acting contrary to the Supreme Court order that had the House resume to hear the motion, which had initially been denied by the Parliament’s private business committee.
“Mr Speaker must be consistent with the privileges and the spirit and intent of the constitution that provide every member the opportunity to debate,” he said.
“This is a court order if you entertain this motion of ‘question be put’ then there will be contempt proceedings.”
Despite multiple points of order from the opposition calling for the motion to be debated, Pomat proceeded to put the question and the results were overwhelmingly Marape’s favour.
“Those in favour of this motion are 16 and those who are not in favour of this motion and who want the Honourable Member for Tari Pori, Honourable James Marape, to remain as prime minister are 89.”
After the vote, Marape moved a motion to address the movers of the motion, and spoke at length about the achievements of his government, while throwing jabs at the opposition MPs, many of who had served as ministers in his government at different times.
He finished by thanking all who supported him in today’s leadership challenge.

“I want to say thank you for members on both sides of the House for your participation today.
“A sincere thank you to the 89 on their feet, who stood up to vote and I want to say thank you as your chief servant.
“I will try my absolute best to continue on leaving no place and no one behind as the ultimate aim of this government and should be for any government going forward into the future.”
The nominated challenger, Sir Peter, also rose to thank the opposition for nominating him, and to all the people of Papua New Guinea who reached out to him with messages of support.
He said he only accepted the nomination because so many MPs had complained about the prime minister’s performance.
Sir Ipatas challenged government MPs to stop bickering and gossiping about James Marape behind his back.
“As he rightly said, he is putting his time and effort into trying to make this country great,” he said.
Call to ‘not gossip’
“It is about our ministers and leaders and leaders of coalition partners not gossiping, but be open with the prime minister and talk about issues that we have for the country and for the people.
“This country belongs to all of us. Our people.”
Parliament is now adjourned until May 27.
Under new laws passed last month, Marape now has an 18-month reprieve from votes of no confidence.
With only two years left until the next election, RNZ Pacific understands this effectively gives him a clear run to the 2027 National General Election.
Several opposition MPs in Parliament on Tuesday urged Marape to make the most of the upcoming period of stability, and deliver some real results for Papua New Guineans.

Autonomous Bougainville Government President Ishmael Toroama has condemned the circulation of an artificial intelligence (AI)-generated video depicting a physical confrontation between him and Papua New Guinea Prime Minister James Marape.
The clip, first shared on Facebook last week, is generated from the above picture of Toroama and Marape taken at a news conference in September 2024, where the two leaders announced the appointment of former New Zealand Governor-General Sir Jerry Mateparae as the independent moderator for the Bougainville peace talks.
It shows Toroama punching Marape from a sitting position as both fall down. The post has amassed almost 190,000 views on Facebook and more than 360 comments.
In a statement today, President Toroama said such content could have a negative impact on Bougainville’s efforts toward independence.
He said the “reckless misuse of artificial intelligence and social media platforms has the potential to damage the hard-earned trust and mutual respect” between the two nations.
“This video is not only false and malicious — it is dangerous,” the ABG leader said.
“It threatens to undermine the ongoing spirit of dialogue, peace, and cooperation that both our governments have worked tirelessly to build.”
Toroama calls for identifying of source
Toroama wants the National Information and Communications Technology Authority (NICTA) of PNG to find the source of the video.
He said that while freedom of expression was a democratic value, it was also a privilege that carried responsibilities.
He said freedom of expression should not be twisted through misinformation.
“These freedoms must be exercised with respect for the truth. Misusing AI tools to spread falsehoods not only discredits individuals but can destabilise entire communities.”
He has urged the content creators to reflect on the ethical implications of their digital actions.
Toroama also called on social media platforms and regulatory bodies to play a bigger role in stopping the spread of misleading AI-generated content.
“As we move further into the digital age, we must develop a collective moral compass to guide the use of powerful technologies like artificial intelligence,” he said.
“Truth must remain the foundation of all communication, both online and offline.”

Residents of an informal Port Moresby settlement that was razed following the gang rape and murder of a woman by 20 men say they are being unfairly punished by Papua New Guinea authorities over alleged links to the crime.
Human rights advocates and the UN have condemned the killing but warned the eviction by police has raised serious concerns about collective punishment, violations of national law, police misconduct and governance failures.
A community spokesman said more than 500 people living at the settlement at the capital’s Baruni rubbish dump were forcibly evicted by the police in response to the killing of 32-year-old Margaret Gabriel on February 15.

Authorities accuse the settlement residents, who are primarily migrants from the Goilala district in Central Province, of harboring some of the men involved in her murder.
Prime Minister James Marape condemned Gabriel’s death as “inhuman, barbaric” and a “defining moment for our nation to unite against crime, to take a stand against violence”, the day after the attack.
He assured every effort would be made to prosecute those responsible and his “unwavering support” for the removal of settlements like Baruni, calling them “breeding grounds for criminal elements who terrorise innocent people.”
Gabriel was one of three women killed in the capital that week.
Charged with rape, murder
Four men from Goilala district and two from Enga province, all aged between 18 and 29, appeared in a Port Moresby court on Monday on charges of her rape and murder.
The case has again put a spotlight again on gender-based violence in PNG and renewed calls for the government to find a long-term solution to Port Moresby’s impoverished settlements.
Dozens of families, some of whom have lived in the Baruni settlement for more than 40 years, were forced out of their homes on February 22 and are now sleeping under blue tarpaulins at a school sports oval on the outskirts of the capital.

“My people are innocent,” Peter Laiam, a community spokesman and school caretaker, told BenarNews, adding that police continued to harass the community at their new location.
“They told me I had to move these people out in two weeks’ time or they will shoot us.”
Laiam said a further six men from the settlement were suspected of involvement in Gabriel’s death, but had not been charged, and the community has fully cooperated with police on the matter, including naming the suspects.
Authorities however were treating the entire population as “trouble makers,” Laiam added.
“They also took cash and building materials like corrugated iron roofing for themselves” he said.
No police response
Senior police in Port Moresby did not respond to ongoing requests from BenarNews for reaction to the allegations.
Assistant Commissioner Benjamin Turi last week thanked the evicted settlers for information that led to the arrest of six suspects, The National newspaper reported.
Police Minister Peter Tsiamalili Junior defended the eviction at Baruni last month, telling EMTV News it was lawful and the settlement was on state-owned land.

Police used excavators and other heavy machinery to tear down houses at the Baruni settlement, with images showing some buildings on fire.
Residents say the resettlement site in Laloki lacks adequate water, sanitation and other facilities.
“They are running out of food,” Laiam said. “Last weekend they were washed out by the rain and their food supplies were finished.”
Separated from their gardens and unable to sell firewood, the families are surviving on food donations from local authorities, he said.
Human rights critics
The evictions have been criticised by human rights advocates, including Peterson Magoola, the UN Women Representative for PNG.
“We strongly condemn all acts of sexual and gender-based violence and call for justice for the victim,” he said in a statement last month.
“At the same time, collective punishment, forced evictions, and destruction of homes violate fundamental human rights and disproportionately harm vulnerable members of the community.”

Melanesian Solidarity, a local nonprofit, called on the government to ensure justice for both the murder victim and displaced families.
It said the evictions might have contravened international treaties and domestic laws that protect against unlawful property deprivation and mandate proper legal procedures for relocation.
The Baruni settlement, which is home primarily to migrants from Goilala district, was established with consent on the customary land of the Baruni people during the colonial era, according to Laiam.
Central Province Governor Rufina Peter defended the evicted settlers on national broadcaster NBC on February 20, and their contribution to the national capital.
“The Goilala people were here during pre-independence time. They are the ones who were the bucket carriers,” she said.
‘Knee jerk’ response
She also criticised the eviction by police as “knee jerk” and raised human rights concerns.
The Goilala community in Central Province, 60 miles (100 kilometers) from the capital, was the center of controversy in January when a trophy video of butchered body parts being displayed by a gang went viral, attracted erroneous ‘cannibalism’ reportage by the local media and sparked national and international condemnation.
The evictions at Baruni have touched off again a complex debate about crime and housing in PNG, the Pacific’s most populous nation.
Informal settlements have mushroomed in Port Moresby as thousands of people from the countryside migrate to the city in search of employment.
Critics say the impoverished settlements are unfit for habitation, contribute to the city’s frequent utility shortages, and harbour criminals.
Mass evictions have been ordered before, but the government has failed to enact any meaningful policies to address their rapid growth across the city.
While accurate population data is hard to find in PNG, the United Nations Population Fund estimates that the number of people living in Port Moresby is about 513,000.
Lack basic infrastructure
At least half of them are thought to live in informal settlements, which lack basic infrastructure like water, electricity and sewerage, according to 2022 research by the PNG National Research Institute.
A shortage of affordable housing and high rental prices have caused a mismatch between demand and supply.
Melanesian Solidarity said the government needed to develop a national housing strategy to prevent the rise of informal settlements.
“This eviction is a wake-up call for the government to implement sustainable urban planning and housing reforms rather than resorting to forced removals,” it said in a statement.
“We stand with the affected families and demand justice, accountability, and humane solutions for all Papua New Guineans.”

The prime ministers of New Zealand and Papua New Guinea have signed a new statement of partnership marking 50 years of bilateral relations between the two countries.
The document — which focuses on education, trade, security, agriculture and fisheries — was signed by Christopher Luxon and James Marape at the Beehive in Wellington last night.
It will govern the relationship between the two countries through until 2029 and replaces the last agreement signed by Marape in 2021 with then-Prime Minister Jacinda Ardern.
Marking the signing, Luxon announced $1 million would be allocated in response to Papua New Guinea’s aspirations to strengthen public sector institutions.
“That funding will be able to support initiatives like strengthen cooperation between disaster preparedness institutions and also exchanging expertise in the governance of state owned enterprises in particular,” Luxon said.
In his response Marape acknowledged the long enduring relationship between the government and peoples of New Zealand and Papua New Guinea.
He said the new statement of partnership was an important blueprint on how the two countries would progress their relationship into the future.
“Papua New Guinea brings to the table, as far as our relationship is concerned, our close proximity to Asia. We straddle the Pacific and Southeast Asia, we have an affinity to as much as our own affinity with our relations in the Pacific,” Marape said.
“Our dual presence at APEC continues to ring [sic] home the fact that we belong to a family of nations and we work back to back on many fronts.”
Meeting Peters
Today, Marape will meet with Foreign Affairs Minister Winston Peters and leader of the opposition Chris Hipkins.
Later in the week, Marape is scheduled to travel to Hamilton where he will meet with the NZ Papua New Guinea Business Council and with Papua New Guinea scholarship recipients at Waikato University.
James Marape is accompanied by his spouse Rachael Marape and a ministerial delegation including Foreign Minister Justin Tkatchenko, Trade Minister Richard Maru, Minister for Livestock Seki Agisa and Higher Education Minister Kinoka Feo.
This is Marape’s first official visit to New Zealand following his re-election as prime minister in the last national elections in 2022.
According to the PNG government, the visit signals a growing relationship between the two countries, especially in trade and investment, cultural exchange, and the newly-added Recognised Seasonal Employer (RSE) scheme that New Zealand has extended to Papua New Guineans to work in Aotearoa.

The Papua New Guinea government has admitted to using a technology that it says was “successfully tested” to block social media platforms, particularly Facebook, for much of the day yesterday.
Police Minister Peter Tsiamalili Jr said the “test” was done under the framework of the Anti-Terrorism Act 2024, and sought to address the growing concerns over hate speech, misinformation, and other harmful content online.
Tsiamalili did not specify what kind of tech was used, but said it was carried out in collaboration with the Royal Papua New Guinea Constabulary (RPNGC), the National Information and Communications Technology Authority (NICTA), and various internet service providers.
“We are not attempting to suppress free speech or restrict our citizens from expressing their viewpoints,” Tsiamalili said.
“However, the unchecked proliferation of fake news, hate speech, pornography, child exploitation, and incitement to violence on platforms such as Facebook is unacceptable.
“These challenges increasingly threaten the safety, dignity, and well-being of our populace.”
However, government agencies responsible for communications and ICT, including NICTA, said they were not aware.
‘Confidence relies on transparency’
“Public confidence in our digital governance relies on transparency and consistency in how we approach online regulation,” NICTA chief executive Kilakupa Gulo-Vui said.
“It is essential that all key stakeholders, including NICTA, law enforcement, telecommunications providers, and government agencies, collaborate closely to ensure that any actions taken are well-understood and properly executed.”
He said that while maintaining national security was a priority, the balance between safety and digital freedom must be carefully managed.
Gulo-Vui said NICTA would be addressing this matter with the Minister for ICT to ensure NICTA’s role continued to align with the government’s broader policy objectives, while fostering a cohesive and united approach to digital regulation.
The Department of Information Communication and Technology (DICT) Secretary, Steven Matainaho, also stated his department was not aware of the test but added that the police have powers under the new domestic terrorism laws.
Papua New Guinea’s recently introduced anti-terror laws are aimed at curbing both internal and external security threats.
Critics warn of dictatorial control
However, critics of the move say the test borders on dictatorial control.
An observer of Monday’s events, Lucas Kiap, said the goal of combating hate speech and exploitation was commendable, but the approach risks paving way for authoritarian overreach.
“Where is PNG headed? If the government continues down this path, it risks trading democracy for control,” he said.
Many social media users, however, appeared to outdo the government, with many downloading and sharing Virtual Area Network (VPN) apps and continuing to post on Facebook.
“Hello from Poland,” one user said.
East Sepik Governor Allan Bird said today that the country’s anti-terrorism law could target anyone because “the definition of a terrorist is left to the Police Minister to decide”.
‘Designed to take away our freedoms’
“During the debate on the anti-terrorism bill in Parliament, I pointed out that the law was too broad and it could be used against innocent people,” he wrote on Facebook.
He said government MPs laughed at him and used their numbers to pass the bill.
“Yesterday, the Police Minister used the Anti-terrorism Act to shut down Facebook. That was just a test, that was step one,” Governor Bird said.
“There is no limit to the powers the Minister of Police can exercise under this new law. It is draconian law designed to take away our freedoms.
“We are now heading into dangerous territory and everyone is powerless to stop this tyranny,” he added.

Southern Cross, a French-hosted regional military exercise, is moving to Wallis and Futuna Islands this year.
The exercise, which includes participating regional armed and law enforcement forces from Australia, Fiji, New Zealand, Papua New Guinea and Tonga every two years, is scheduled to take place April 22-May 3.
Since its inception in 2002, the war games have traditionally been hosted in New Caledonia.
However, New Caledonia was the scene last year of serious riots, causing 14 deaths, hundreds injured, and an estimated cost of 2.2 billion euros (NZ$4.2 billion)
Southern Cross focuses on the notion of “interoperability” between regional forces, with a joint multinational command following a predefined but realistic scenario, usually in a fictitious island state affected by a natural disaster and/or political unrest.
This is the first time the regional French exercise will be hosted on Wallis Island, in the French Pacific territory of Wallis and Futuna, near Fiji and Samoa.
Earlier this month (March 3-5), the Nouméa-based French Armed Forces in New Caledonia (FANC) hosted a “Final Coordination Conference” (FCC) with its regional counterparts after a series of on-site reconnaissance visits to Wallis and Futuna Islands ahead of the Southern Cross 2025 manoeuvres.
Humanitarian, disaster relief
FANC also confirmed this year, again in Wallis-and-Futuna, the exercise scenario would mainly focus on Humanitarian Assistance and Disaster Relief (HADR) and that it would involve, apart from the French forces, the deployment of some 19 other participating countries, with an estimated 2000 personnel, including 600 regional.

Last week, still in preparation mode, a group of FANC officers travelled again to Wallis for three days to finalise preparations ahead of the exercise.
In an interview with public broadcaster Wallis and Futuna la 1ère, FANC inter-army chief-of-staff Colonel Frédéric Puchois said the group of officers met local chiefly and royal authorities, as well as the Speaker of the local territorial assembly.
In 2023, the previous Southern Cross exercise held in New Caledonia involved the participation of about 18 regional countries.
“It’s all about activating and practising quick and efficient scenarios to respond mainly to a large-scale natural disaster,” Colonel Puchois said.
“Southern Cross until now took place in New Caledonia, but it was decided for 2025 to choose Wallis and Futuna to work specifically on long-distance projection.
“So, the Americans will position some of their forces in Pago-Pago in American Samoa to test their capacity to project forces from a rear base located 2000 kms away [from Wallis].
“And for the French part, the rear base will be New Caledonia,” he added.
Port Vila earthquake
He said one of the latest real-life illustrations of this kind of deployment was the recent relief operation from Nouméa following Port Vila’s devastating earthquake in mid-December 2024.
“We brought essential relief supplies, in coordination with NGOs like the Red Cross. And during Southern Cross 2025, we will again work with them and other NGOs”.
However, Colonel Puchois said not all personnel would be deployed at the same time.
“We will project small groups at a time. There will be several phases,” he said.
“First to secure the airport to ensure it is fit for landing of large aircraft. This could involve parachute personnel and supplies.
“Then assistance to the population, involving other components such as civil security, fire brigades, gendarmes. It would conclude with evacuating people in need of further assistance.
“So we won’t project all of the 2000 participants at the same time, but groups of 250 to 300 personnel”.
Cooperation with Vanuatu Mobile Force FANC Commander General Yann Latil was in Vanuatu two weeks ago, where he held meetings with Vanuatu Mobile Forces (VMF) Commander Colonel Ben Nicholson and Vanuatu Internal Affairs minister Andrew Napuat to discuss cooperation, as well as handling and maintenance of the French-supplied FAMAS rifles.
For two weeks, two FANC instructors were in Port Vila to train a group of about 15 VMF on handling and maintenance of the FAMAS used by the island state’s paramilitary force.
The VMF were also handed over more ammunition for the standard issue FAMAS (the French equivalent of the US-issued M-16).

During his visit, General Latil also held talks with Vanuatu Internal Affairs Minister Andrew Napuat, who is in charge of the VMF and police.
FANC and Vanuatu security forces are “working on a regular basis”, Vanuatu-based French Ambassador Jean-Baptiste Jeangène Vilmer said.
The three-star general (equivalent of a lieutenant-general) flew back to Nouméa about 500 km away on March 8.
French vessel on fishing policing mission At the same time, still in Vanuatu, Nouméa-based overseas support and assistance vessel (BSAOM) the D’Entrecasteaux and its crew were on a courtesy call in Luganville (Espiritu Santo island, North Vanuatu) for three days.
After hosting local officials and school students for visits, the patrol boat embarked on a surveillance policing mission in high seas off the archipelago.
One ni-Vanuatu officer also joined the French crew inspecting foreign fishing vessels and checking if they comply with current regulations under the Forum Fisheries Agency (FFA).
On a regular basis, similar monitoring operations are also carried out by navies from other regional countries such as Australia and New Zealand in order to assist neighbouring Pacific States in protecting their respective Exclusive Economic Zones (EEZ) from what is usually termed Illegal Unregulated and Unreported (IUU) fishing from foreign vessels.
Last month, the D’Entrecasteaux was engaged in a series of naval exercises off Papua New Guinea.
Further north in the Pacific, French aircraft carrier Charles de Gaulle and its strike group wrapped up an unprecedented two-month deployment in a series of multinational exercises with Australia, Indonesia, Malaysia, Philippines, Singapore and Vietnam), where “one third of the world’s maritime trade transits every day”.
This included its own Exercises Clémenceau25 and La Pérouse (with eight neighbouring forces), but also interoperability-focused manoeuvres with the US and Japan (Pacific Steller).
“The deployment of this military capacity underlines France’s attachment to maritime and aerial freedom of action and movement on all seas and oceans of the world”, the Tahiti-based Pacific Maritime Command (ALPACI) said this week in a release.
US Navy in Western Pacific activity Also in western Pacific waters, the US Navy’s activity has been intense over the past few weeks, and continues.
The Virginia-class fast-attack submarine USS Vermont (SSN 792) returned on 18 March to Joint Base Pearl Harbour-Hickam, following a seven-month deployment, the submarine’s first deployment to the Western Pacific, the US Third Fleet command stated.
On Friday, the USS Nimitz (CVN 68) Carrier Strike Group (NIMCSG) left Naval Base Kitsap in Bremerton, Washington, for a regularly scheduled deployment to the Western Pacific.
The US Third Fleet command said the strike group’s deployment will focus on “demonstrating the US Navy’s unwavering commitment to a free and open Indo-Pacific in which all nations are secure in their sovereignty and free from coercion”.

The Pacific’s peak diplomatic bodies have signalled they are ready to engage with Papua New Guinea’s Autonomous Government of Bougainville as mediation begins on the delayed ratification of its successful 2019 independence referendum.
PNG and Bougainville’s leaders met in the capital Port Moresby this week with a moderator to start negotiations on the implementation of the UN-supervised Bougainville Peace Agreement and referendum.
Ahead of the talks, ABG’s President Ishmael Toroama moved to sideline a key sticking point over PNG parliamentary ratification of the vote, with the announcement last week that Bougainville would unilaterally declare independence on September 1, 2027.
The region’s two leading intergovernmental organisations — Pacific Islands Forum (PIF) and Melanesian Spearhead Group (MSG) — have traditionally deferred to member state PNG on discussion of Bougainville independence as an internal matter.
But as a declaration of nationhood becomes increasingly likely and near, there has been a subtle shift.
“It’s their [PNG’s] prerogative but if this matter were raised formally, even by Bougainville themselves, we can start discussion on that,” PIF Secretary-General Baron Waqa told a press briefing at its headquarters in Fiji on Monday.
“Whatever happens, I think the issue would have to be decided by our leaders later this year,” he said of the annual PIF meeting to be held in Solomon Islands in September.
Marked peace deal
The last time the Pacific’s leaders included discussion of Bougainville in their official communique was in 2004 to mark the disarmament of the island under the peace deal.
Waqa said Bougainville had made no formal approach to PIF — a grouping of 18 Pacific states and territories — but it was closely monitoring developments on what could eventually lead to the creation of a new member state.

In 2024, Toroama told BenarNews he would be seeking observer status at the subregional MSG — grouping PNG, Fiji, Solomon Islands, Vanuatu and New Caledonia’s FLNKS — as Bougainville’s first diplomatic foray.
No application has been made yet but MSG acting Director-General Ilan Kiloe told BenarNews they were also keeping a close watch.
“Our rules and regulations require that we engage through PNG and we will take our cue from them,” Kiloe said, adding while the MSG respects the sovereignty of its members, “if requested, we will provide assistance” to Bougainville.
“The purpose and reason the MSG was established initially was to advance the collective interests of the Melanesian countries, in particular, to assist those yet to attain independence,” he said. “And to provide support towards their aim of becoming independent countries.”

The 2001 peace agreement ended more than a decade of bloody conflict known as the Bougainville crisis, that resulted in the deaths of up to 15,000 people, and laid out a roadmap for disarmament and the referendum in 2019.
‘We need support’
Under the agreement, PNG retains responsibility for foreign affairs but allows for the ABG to engage externally for trade and with “regional organisations.”
“We need countries to support us, we need to talk to those countries [ahead of independence],” Toroama told BenarNews last September.
The referendum on independence was supported by 97.7 percent of Bougainvillians and the outcome was due to be ratified by PNG’s Parliament in 2020, but was deferred because of the covid-19 pandemic.
Discussions by the two parties since on whether a simple or two-thirds majority vote by parliamentarians was required has further delayed the process.
Toroama stood firm on the issue of ratification on the first day of discussions moderated by New Zealand’s Sir Jerry Mataparae, saying his people voted for independence and the talks were to define the “new relationship” between two independent states.
Last week, the 15 members of the Bougainville Leaders Independence Consultation Forum issued a statement declaring PNG had no authority to veto the referendum result and recommended September 1, 2027 as the declaration date.

“As far as I am concerned, the process of negotiating independence was concluded with the referendum,” Toroama said.
Implementation moderation
“My understanding is that this moderation is about reaching agreement on implementing the referendum result of independence.”
He told Marape “to take ownership and endorse independence in this 11th Parliament.”
PNG’s prime minister responded by praising the 25 years of peace “without a single bullet fired” but warned Bougainville was not ready for independence.
“Economic independence must precede political independence,” Marape said. “The long-term sustainability of Bougainville must be factored into these discussions.”
“About 95 percent of Bougainville’s budget is currently reliant on external support, including funding from the PNG government and international donors.”

Marape also suggested people may be secretly harbouring weapons in breach of the peace agreement and called on the UN to clarify the outcome of the disarmament process it supervised.
“Headlines have come out that guns remain in Bougainville. United Nations, how come guns remain in Bougainville?” Marape asked on Monday.
“You need to tell me. This is something you know. I thought all guns were removed from Bougainville.”
PNG relies on aid
By comparison, PNG has heavily relied on foreign financial assistance since independence, currently receiving at about US$320 million (1.3 billion kina) a year in budgetary support from Australia, and suffers regular tribal violence and massacres involving firearms including assault rifles.
Bougainville Vice-President Patrick Nisira rejected Marape’s concerns about weapons, the Post-Courier newspaper reported.
“The usage of those guns, there is no evidence of that and if you look at the data on Bougainville where [there are] incidents of guns, it is actually very low,” he said.
Further talks are planned and are due to produce a report for the national Parliament by mid-2025, ahead of elections in Bougainville and PNG’s 50th anniversary celebrations in September.
The parties involved in talks aimed at resolving an impasse over Bougainville’s push for independence are planning to meet several more times before a deadline in June.
The leaders of Papua New Guinea and Bougainville have been meeting all week in Port Moresby, with former New Zealand Governor-General Sir Jerry Mateparae serving as moderator.
The question before them hinges on the conditions for tabling the results of the 2019 Bougainville referendum in the PNG Parliament, in which there was overwhelming support for independence.
Sources at the talks say that, with the parties having now stated their positions, several more meetings are planned where decisions will be reached on the way forward.
Burnham key to civil war end One of those meetings is expected to take place at Burnham, New Zealand.
It was preliminary talks at Burnham in 1997 that led to the end of the bloody 10-year-long civil war in Bougainville.

Bougainville is holding elections in September, and the writs are being issued in June, hence the desire that the process to determine its political future is in place by then.
Last week, Bougainville leaders declared they wanted independence in place by 1 September 2027.

Papua New Guinea being declared a Christian nation may offer the impression that the country will improve, but it is only “an illusion”, according to a Catholic priest in the country.
Last week, the PNG Parliament amended the nation’s constitution, introducing a declaration in its preamble: “(We) acknowledge and declare God, the Father; Jesus Christ, the Son; and Holy Spirit, as our Creator and Sustainer of the entire universe and the source of our powers and authorities, delegated to the people and all persons within the geographical jurisdiction of Papua New Guinea.”
In addition, Christianity will now be reflected in the Fifth Goal of the Constitution, and the Bible will be recognised as a national symbol.
Father Giorgio Licini of Caritas PNG said that the Catholic Church would have preferred no constitutional change.
“To create, nowadays, in the 21st century a Christian confessional state seems a little bit anachronistic,” Father Licini said.
He believes it is a “cosmetic” change that “will not have a real impact” on the lives of the people.
“PNG society will remain basically what it is,” he said.
An ‘illusion that things will improve’
“This manoeuvre may offer the impression or the illusion that things will improve for the country, that the way of behaving, the economic situation, the culture may become more solid. But that is an illusion.”
He said the preamble of the 1975 Constitution already acknowledged the Christian heritage.
Father Licini said secular cultures and values were scaring many in PNG, including the recognition and increasing acceptance of the rainbow community.
“They see themselves as next to Indonesia, which is Muslim, they see themselves next to Australia and New Zealand, which are increasingly secular countries, the Pacific heritage is fading, so the question is, who are we?” he said.
“It looks like a Christian heritage and tradition and values and the churches, they offer an opportunity to ground on them a cultural identity.”

Prime Minister James Marape, a vocal advocate for the amendment, is happy about the outcome.
He said it “reflects, in the highest form” the role Christian churches had played in the development of the country.
Not an operational law
RNZ Pacific’s PNG correspondent Scott Waide said that Marape had maintained it was not an operational law.
“It is something that is rather symbolic and something that will hopefully unite Papua New Guinea under a common goal of sorts. That’s been the narrative that’s come out from the Prime Minister’s Office,” Waide said.
He said the vast majority of people in the country had identified as Christian, but it was not written into the constitution.
Waide said the founding fathers were aware of the negative implications of declaring the nation a Christian state during the decolonisation period.
“I think in their wisdom they chose to very carefully state that Papua New Guineans are spiritual people but stopped short of actually declaring Papua New Guinea a Christian country.”
He said that, unlike Fiji, which has had a 200-year experience with different religions, the first mosque in PNG opened in the 1980s.
“It is not as diverse as you would see in other countries. Personally, I have seen instances of religious violence largely based on ignorance.
“Not because they are politically driven, but because people are not educated enough to understand the differences in religions and the need to coexist.”

For nearly half a century, Papua New Guinea has been more than just a home for Laurence “Rocky” Roe — it has been his canvas, his inspiration, and his great love.
A master behind the lens, Rocky has captured the soul of the nation through his photography, preserving moments of history, culture, and progress.
He bid farewell to the country he has called home since 1976 in June 2021 and is now retired and living in Australia. We reflect on the extraordinary journey of a man whose work has become an indelible part of PNG’s visual history.
A journey born of adventure
Rocky Roe’s story began in Adelaide, Australia, where he was born in 1947. His adventure in Papua New Guinea started in 1976 when he arrived as a mechanical fitter for Bougainville Copper. But his heart sought more than the structured life of a mining camp.
In 1979, he took a leap of faith, moving to Port Moresby and trading a higher salary for a passion — photography. What he lost in pay, he gained in purpose.
“I wanted to see Papua New Guinea,” Rocky recalls. “And I got an opportunity to get paid to see it.”
Capturing the essence of a nation
From corporate photography to historic events, Rocky’s lens has documented the evolution of Papua New Guinea. He was there when leaders rose to prominence, capturing moments that would later adorn national currency — his photograph of Grand Chief Sir Michael Somare graces the K50 note.
His work went beyond the formal; he ventured deep into the Highlands, the islands, and bustling townships, preserving the heart and spirit of the people.
With each shot, he chronicled the changing landscape of Port Moresby. From a city of well-kept roads and modest housing in the 1970s to its present-day urban sprawl, Rocky witnessed and documented it all.
The evolution of photography Rocky’s career spanned a transformative era in photography — from the meticulous world of slide film, where exposure errors were unforgiving, to the digital revolution, where technology made photography more accessible.
“Autofocus hadn’t been invented,” he recalls. “Half the world couldn’t focus a camera back then.” Yet, through skill and patience, he mastered the art, adapting as the industry evolved.
His assignments took him to mine sites, oil fields, and remote locations where only helicopters could reach.
“I spent many hours flying with the door off, capturing PNG from above. Looking through the camera made it all feel natural. Without it, I might have been scared.”
The man behind the camera
Despite the grandeur of his work, Rocky remains humble. A storyteller at heart, his greatest joy has been the connections he forged—whether photographing Miss PNG contestants over the years or engaging with young photographers eager to learn.
He speaks fondly of his colleagues, the friendships he built, and the country that embraced him as one of its own.
His time in Papua New Guinea was not without challenges. He encountered moments of danger, faced armed hold-ups, and saw the country grapple with law and order issues. Yet, his love for PNG never wavered.
“It’s the greatest place on earth,” he says, reflecting on his journey.
A fond farewell, but not goodbye Now, as Rocky returns to Australia to tend to his health, he leaves behind a legacy that will live on in the countless images he captured. Papua New Guinea will always be home to him, and its people, his extended family.
“I may come back if someone brings me back,” he says with a knowing smile.

The Marshall Islands has become the 14th Pacific Islands Forum (PIF) member state to join the South Pacific’s nuclear non-proliferation and disarmament treaty.
“By becoming a signatory to the Treaty of Rarotonga, the Marshall Islands has indicated its intention to be bound with a view to future ratification,” the PIF said.
“This reinforces the region’s collective stand towards a nuclear-free Pacific as envisaged by the Rarotonga Treaty and the 2050 Strategy for the Blue Pacific Continent.”
PIF Secretary-General Baron Waqa, who is in Majuro, welcomed the move.
“This step demonstrates the nation’s unwavering commitment to nuclear disarmament,” he said.
‘Marshall Islands bears brunt of nuclear testing’
“Marshall Islands continues to bear the brunt of nuclear testing, and this signing is a testament to Forum nations’ ongoing advocacy for a safe, secure, and nuclear-weapon-free region.”
The Rarotonga Treaty was opened for signature on 6 August 1985 and entered into force on 11 December 1986.
It represents a key regional commitment to nuclear non-proliferation and disarmament, contributing to global efforts to eliminate the threat of nuclear proliferation.
The decision by the Marshall Islands to sign the Rarotonga Treaty carries profound importance given its history and ongoing advocacy for nuclear justice, the PIF said.
Current member states of the treaty are Australia, Cook Islands, Fiji, Kiribati, Nauru, New Zealand, Niue, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu and Vanuatu.
‘We are committed’, says Heine “In our commitment to a world free of the dangers of nuclear weapons and for a safe and secure Pacific, today, we take a historic step by signing our accession to the South Pacific Nuclear Free Zone Treaty, also known as the Rarotonga Treaty,” President Hilda Heine said.
“We recognise that the Marshall Islands has yet to sign onto several key nuclear-related treaties, including the Treaty on the Prohibition of Nuclear Weapons (TPNW), largely due to our unique historical and geopolitical circumstances.
“However, we are committed to reviewing our positions and where it is in the best interest of the RMI and its people, we will take the necessary steps toward accession.
“In the spirit of unity and collaboration, we look forward to the results of an independent study of nuclear contamination in the Pacific,” she added.

The arrests, announced by Police Commissioner David Manning, follow a two-week investigation supported by forensic experts from the Australian Federal Police (AFP).
Margaret Gabriel, 32, was abducted from her home at Port Moresby’s Watermark Estate by more than 20 armed men. She was was later raped and murdered.
The attack sparked nationwide outrage, with calls for stronger protections for women and faster justice in gender-based violence cases.
Commissioner Manning confirmed the suspects were apprehended on February 27 and subjected to DNA and fingerprint testing.
“DNA evidence and fingerprints are conclusive forensic evidence and afford irrefutable evidence to ensure convictions in a court of law,” he said.
The nine men join three others already in custody, though police have not clarified their specific roles in the crime.
Forensic analysis
AFP forensic specialists from Canberra assisted PNG’s Royal Papua New Guinea Constabulary (RPNGC) in analysing evidence.
Manning praised the collaboration, saying it underscored the integration of these advanced investigative techniques into PNG’s investigations is strengthening the cases put before the court.
Gender-based violence remains pervasive in PNG, with a 2023 UN report noting that more than two-thirds of women experience physical or sexual abuse in their lifetimes.
Limited forensic resources and slow judicial processes have historically hampered prosecutions.
Police increasingly rely on international partnerships, including a longstanding forensics programme with Australia, to address these gaps.

The family of a Papua New Guinea police constable, killed in an ambush last month, has blocked a section of the Highlands Highway in Goroka, Eastern Highlands Province, demanding justice for his death.
Constable Harry Gorano succumbed to his injuries in intensive care two weeks ago after spending three weeks in a coma.
He was attacked alongside colleagues in the Southern Highlands in January, during which fellow officer Constable Noel Biape was fatally shot.
The Papua New Guinea government wants to have everyone on their National Identity (NID) card system by the country’s 50th anniversary on 16 September 2025.
While the government has been struggling to set up the NID programme for more than 10 years, in January the Prime Minister, James Marape, announced they aimed to have 100 percent of Papua New Guineans signed up by September 16.
However, an academic with the University of PNG, working in conjunction with the Australian National University, Andrew Anton Mako, said there was no chance the government could achieve this goal.
Anton Mako spoke with RNZ Pacific senior journalist Don Wiseman:
ANDREW ANTON MAKO: The NID programme was established in November 2014, so it’s 10 years now. I wouldn’t know the mechanics of the delay, why it has taken this long for the project to not deliver on the outcomes, but I can say a lot of money has been invested into the programme.
By the end of this year, the national government would have spent about 500 million kina (over NZ$211 million). That’s a lot of money to be spent on a particular project, and then it would have only registered about 30 to 40 percent of the total population. So there’s a serious issue there. The project has failed to deliver.
DON WISEMAN: Come back to that in a moment. But why does the government think that a national ID card is so important?
AAM: It’s got some usefulness to achieve. If it was well established and well implemented, it would address a number of issues. For example, on doing business and a form of identity that will help people to do business, to apply for jobs in Papua New Guinea or elsewhere, and all that. I believe it has got merit towards it, but I think just that it has not been implemented properly.
DW: Does the population like the idea?
AAM: I think generally when it started, people were on board. But when it got delayed, you see a lot of people venting frustration on the NID Facebook page. I think [it’s] popularity has actually fallen over the years.
DW: It’s money that could go into a whole lot of other, perhaps, more important things?
AAM: Exactly, there’s pressing issues for the country, in terms of law and order, health and education. Those important sectors have actually fallen over the years. So that 500 million kina would have been better spent.
DW: So now the government wants the entire country within this system by September 16, and they’re not going to get anywhere near it. They must have realised they wouldn’t get anywhere near it when the Prime Minister made that statement. Surely?
AAM: It’s not possible. The numbers do not add up. They’ve spent more than 460 million kina over the last 10 years or so, and they’ve only registered 36 percent of the total — 3.3 million people. And then of the 3.3 million people, they’ve only issued an ID card to about 30 to 40 perCent of them . . .
DW: 30 to 40 percent of those who have already signed up. So it’s what, 10 percent of the country?
AAM: That’s right, about 1.2 million people have been issued an ID card, including a duplicate card. It is not possible to register the entire country, the rest of the country, in just six, seven or eight months.
DW: It’s not the first time that the government has come out with what is effectively like a wish list without fully backing it, financially?
AAM: That’s right. The ambitions that the government and the Prime Minister, their intentions are good, but there is no effective strategy how to get there.
The resources that are needed to be allocated. It’s just not possible to realise the the end results. For example, the Prime Minister and his government promised that by this year, we would stop importing rice. That was a promise that was made in 2019, so the thing is that the government has not clearly laid out a plan as to how the country will realise that outcome by this year.
If you are going to promise something, then you have to deliver on it. You have to deliver on the ambitions. Then you have to set up a proper game plan and proper indicators and things like this.
I think that’s the issue, that you have promised something [and] you must deliver. But you must chart out a proper pathway to deliver that.

Marape also called for the nation to rise in consciousness to preserve the values and achievements of their fathers and mothers who fought for independence 50 years ago.
“We want to give a special recognition to the fathers and mothers of our country, a generation and people of our country to be proud to be here today,” he said.
He expressed his pain at seeing the continued cycle of abuse and disrespect towards women and children in the country.
Marape’s message was clear: violence and abuse towards women and children would not be tolerated, and the nation must come together to ensure the safety and well-being of all its citizens.
‘Don’t do it to our sisters’
“These are not two things that we want to take on. For every young boy out there, if you have an issue in society, I don’t mind you taking it upon me. But please don’t do it to the girls in the neighbourhood,” he said.
“Don’t do it to our sisters in the neighbourhood. Don’t do it to our mothers and aunties in the neighbourhood.
“In a time when our nation is facing a 50th anniversary, I call for our nation to rise in a consciousness to preserve what our fathers and mothers did 50 years ago.
“Lawlessness, disrespect for each other, especially women and children amongst us. This is something that I speak at great lengths and speak from the depth of my heart.
“It pains me to see girls, women, and children continue to face a vicious cycle of abuse and total abhorrence, abuse of children, rape,” he said.
“I just thought these are important activities coming up. I want to conclude by asking our country through the media.
“We are in another state of our 50th anniversary year.
‘Let us take responsibility’
“We have many challenges in our country. But all of us, we take responsibility of our country. As government, we are trying our absolute best.
“Citizens, public servants, private sector, all of us have responsibility to our country. Unless you have another country to go and live in, if property is your country in the first instance, I call out to all citizens, take responsibility in your corner of property.
“Privacy alone cannot be able to do everything that you expect it to do.
“I’m not omnipotent. I’m not omniscient. I’m not omnipresent.
“I’m but only one person coordinating at the top level. Call for every citizen of our country.
“As we face our 49th year and as we welcome our 50th of September 16,) we call this on every one of us.”

Fijian Prime Minister Sitiveni Rabuka’s announcement this week that the island nation will open a diplomatic mission in Jerusalem has been labelled “an act of aggression” by Palestine.
On Tuesday, the Fiji government revealed that Cabinet had decided to locate its consulate in Jerusalem, which remains at the centre of the Palestine-Israel decades-long conflict.
According to an overwhelming United Nations General Assembly Resolution ES‑10/19 on 21 December 2017 (128-9), Israel’s claim to Jerusalem as capital of Israel is “null and void”.
Previous UN Security Council resolutions demarcated Jerusalem as the capital of the future state of Palestine.
The Fijian government said in a statement: “Necessary risk assessments will be undertaken by the Ministry of Foreign Affairs and the Ministry of Defence, in consultation with relevant agencies, prior to and during the establishment process.”
Fiji and Israel established diplomatic relations in 1970 and have partnerships in security and peacekeeping, agriculture, and climate change.
In a Facebook post on Wednesday, Rabuka said he “received a phone call from my friend Prime Minister Benjamin Netanyahu, expressing his gratitude for Fiji’s decision to open a diplomatic mission in Jerusalem.”
“Even though very brief, we reaffirmed our commitment to strengthening Fiji-Israel ties,” he said.

‘Violating international law’
“With this decision, Fiji becomes the seventh country to violate international law and UN resolutions regarding the city’s legal and political status and the rights of the Palestinian people,” it said in a statement.
The seven countries include Papua New Guinea.

“This decision is an act of aggression against the Palestinian people and their rights.
“It places Fiji on the wrong side of history, harms the chances of achieving peace based on the two-state solution, and represents unacceptable support for the occupation and its crimes.”
The statement added that Fiji’s move “blatantly defies UN resolutions at a time when the occupying power is escalating its attacks against Palestinians across all of the Palestinian Territory, attempting to displace them from their homeland.”
The ministry said that it would continue to take political, diplomatic, and legal action against countries that opened or moved their embassies to Jerusalem.
“It will work to hold them accountable for their unjustified actions against the Palestinian people and their rights.”
In September 2024, Fiji was one of seven Pacific Island nations that voted against a United Nations resolution to end Israel’s occupation of Palestine.

Palestine has strongly condemned Fiji’s decision to open a Fiji embassy in Jerusalem, calling it a violation of international law and relevant United Nations resolutions.
The Palestinian Foreign Ministry and the Hamas resistance group that governs the besieged enclave of Gaza issued separate statements, urging the Fiji government to reverse its decision.
According to the Palestinian Foreign Ministry, the Fijian decision is “an act of aggression against the Palestinian people and their inalienable rights”.
The Palestinian group Hamas said in a statement that the decision was “a blatant assault on the rights of our Palestinian people to their land and a clear violation of international law and UN resolutions, which recognise Jerusalem as occupied Palestinian territory”.
Fiji will become the seventh country to have an embassy in Jerusalem after the US, Guatemala, Honduras, Kosovo, Papua New Guinea, and Paraguay.
Papua New Guinea’s civic space has been rated as “obstructed” by the Civicus Monitor and the country has been criticised for pushing forward with a controversial media law in spite of strong opposition.
Among concerns previously documented by the civil rights watchdog are harassment and threats against human rights defenders, particularly those working on land and environmental rights, use of the cybercrime law to criminalise online expression, intimidation and restrictions against journalists, and excessive force during protests.
In recent months, the authorities have used the cybercrime law to target a human rights defender for raising questions online on forest enforcement, while a journalist and gender-based violence survivor is also facing charges under the law, said the Civicus Monitor in its latest report.
The court halted a logging company’s lawsuit against a civil society group while the government is pushing forward with the controversial National Media Development law.
Human rights defender charged under cybercrime law
On 9 December 2024, human rights defender and ACT NOW! campaign manager Eddie Tanago was arrested and charged by police under section 21(2) of the Cybercrime Act 2016 for allegedly publishing defamatory remarks on social media about the managing director of the PNG Forest Authority.
Tanago was taken to the Boroko Police Station Holding cell and released on bail the same afternoon. If convicted he could face a maximum sentence of 15 years’ imprisonment.
ACT NOW is a prominent human rights organisation seeking to halt illegal logging and related human rights violations in Papua New Guinea (PNG).
According to reports, ACT NOW had reshared a Facebook post from a radio station advertising an interview with PNG Forest Authority (PNGFA) staff members, which included a photo of the managing director.
The repost included a comment raising questions about PNGFA forest enforcement.
Following Tanago’s arrest, ACT NOW said: “it believes that the arrest and charging of Tanago is a massive overreach and is a blatant and unwarranted attempt to intimidate and silence public debate on a critical issue of national and international importance.”
It added that “there was nothing defamatory in the social media post it shared and there is nothing remotely criminal in republishing a poster which includes the image of a public figure which can be found all over the internet.”
On 24 January 2025, when Tanago appeared at the Waigani Committal Court, he was instead charged under section 15, subparagraph (b) of the Cybercrime Act for “identity theft”. The next hearing has been scheduled for February 25.
The 2016 Cybercrime Act has been used to silence criticism and creates a chilling effect, said Civicus Monitor.
The law has been criticised by the opposition, journalists and activists for its impact on freedom of expression and political discourse.

Journalist and gender activist charged with defamation Journalist and gender activist Hennah Joku was detained and charged under the Cybercrime Act on 23 November 2024, following defamation complaints filed by her former partner Robert Agen.
Joku was charged with two counts of breaching the Cybercrimes Act 2016 and detained in Boroko Prison. She was freed on the same day after bail was posted.
Joku, a survivor of a 2018 assault by Agen, had documented and shared her six-year journey through the PNG justice system, which had resulted in his conviction and jailing in 2023.
On 2 September 2024, the PNG Supreme Court overturned two of three criminal convictions, and Agen was released from prison.
Section 21(2) of the Cybercrimes Act 2016, which has an electronic defamation clause, carries a maximum penalty of up to 25 years’ imprisonment or a fine of up to one million kina (NZ$442,000).
The Pacific Freedom Forum (PFF) expressed “grave concerns” over the charges, saying: “We encourage the government and judiciary to review the use of defamation legislation to silence and gag the universal right to freedom of speech.
“Citizens must be informed. They must be protected.”
Court stays logging company lawsuit against civil society group In January 2025, an injunction issued against community advocacy group ACT NOW! to prevent publication of reports on illegal logging has been stayed by the National Court.
In July 2024, two Malaysian owned logging companies obtained an order from the District Court in Vanimo preventing ACT NOW! from issuing publications about their activities and from contacting their clients and service providers.
That order has now been effectively lifted after the National Court agreed to stay the whole District court proceedings while it considers an application from ACT NOW! to have the case permanently stayed and transferred to the National Court.
ACT NOW! said the action by Global Elite Limited and Wewak Agriculture Development Limited, which are part of the Giant Kingdom group, is an example of Strategic Litigation Against Public Participation (SLAPP).
“SLAPPs are illegitimate and abusive lawsuits designed to intimidate, harass and silence legitimate criticism and close down public scrutiny of the logging industry,” said Civicus Monitor.
SLAPP lawsuits have been outlawed in many countries and lawyers involved in supporting them can be sanctioned, but those protections do not yet exist in PNG.
The District Court action is not the first time the Malaysian-owned Giant Kingdom group has tried to use the legal system in an attempt to silence ACT NOW!
In March 2024, the court rejected a similar SLAPP style application by the Global Elite for an injunction against ACT NOW! As a result, the company discontinued its legal action and the court ordered it to pay ACT NOW!’s legal costs.
Government pushes forward with controversial media legislation The government is reportedly ready to pass legislation to regulate its media, which journalism advocates have said could have serious implications for democracy and freedom of speech in the country.
National Broadcasting Corporation (NBC) of PNG reported in January 2025 that the policy has received the “green light” from cabinet to be presented in Parliament.
The state broadcaster reported that Communications Minister Timothy Masiu said: “This policy will address the ongoing concerns about sensationalism, ethical standards, and the portrayal of violence in the media.”
In July 2024, it was reported that the proposed media policy was now in its fifth draft but it is unclear if this version has been updated.
As previously documented, journalists have raised concerns that the media development policy could lead to more government control over the country’s relatively free media.
The bill includes sections that give the government the “power to investigate complaints against media outlets, issue guidelines for ethical reporting, and enforce sanctions or penalties for violations of professional standards”.
There are also concerns that the law will punish journalists who create content that is against the country’s development objectives.
The former Papua New Guinea Defence Force (PNGDF) commander who defied a government decision to send mercenaries to Bougainville during the civil war in the late 1990s has paid tribute to Sir Julius Chan, prime minister at the time.
Retired Major-General Jerry Singirok, who effectively ended the Bougainville War and caused Sir Julius to step aside as Prime Minister in 1997, expressed his condolences, saying he had the highest respect for Sir Julius — who died on Thursday aged 85 — for upholding the constitution when the people demanded it.
“Today, I mourn with his family, the people of New Ireland and the nation for his loss. We are for ever grateful for such a selfless servant as Sir Julius Chan,” he said.

As a captain, Jerry Singirok had served on the PNGDF’s first-ever overseas combat deployment in Vanuatu to quell an independence rebellion.
The decision to send PNGDF forces to Vanuatu was made when Sir Julius was prime minister in 1980.
Seventeen years later, again under Sir Julius’ leadership, the 38-year-old Singirok was elevated to be the PNGDF commander as the government struggled to put an end to the decade-long Bougainville War.
Under the arrangement, 44 British, South African and Australian mercenaries supported by the PNGDF, would be sent in to Bougainville to end the conflict.
Singirok disagreed with the decision, disarmed and arrested the mercenaries during the night of 16 March 1997, and with the backing of the army he called for Sir Julius to step aside as prime minster. Sir Julius’ defiance triggered violent protests.
“Yes, I disagreed with him and opposed the use of mercenaries on Bougainville and the nation mobilised and expelled Sandline mercenaries,” he said.
“But it did not once dampen my respect for him.”
Under immense public pressure, Sir Julius stepped aside.
Throughout the period of unrest, Singirok maintained that the military operation called “Opareisen Rausim Kwik” (Tok Pisin for “Get rid of them quickly”), was aimed at expelling mercenaries and was not a coup against the government.
His book about the so-called Sandline affair, A Matter of Conscience, was published in 2023.

Papua New Guineans have launched an outpouring of grief and appreciation for the life of one of their national founding fathers — Sir Julius Chan.
Sir Julius, 85, died in his home province of New Ireland just after midday yesterday, marking an end to a long political career spanning half a century.
Papua New Guineans dubbed him the “Last Man Standing,” as he was last of the founding members of Parliament from the Independence era.
Papua New Guinea’s Prime Minister James Marape informed members of cabinet of Sir Julius Chan’s passing.
“It is with great sadness that I announce the passing of the Last Man Standing. While Sir Michael Somare was the father of our country, the late Sir Julius was the father of our modern economy,” he said.
“He conceived the kina and toea. He was our country’s first finance minister and our second Prime Minister.”
Marape has declared a week of national mourning to honour the life and legacy Sir Julius Chan, and announced plans for a state funeral and low key celebrations for the country’s 50th independence anniversary in September.
In the annals of Papua New Guinea’s political history, few figures loom as large — or as controversially — as Sir Julius Chan. A statesman whose career spans five decades, his legacy is etched with bold decisions that sparked both admiration and outrage.
From deploying troops to a Pacific neighbour to facing global criticism for being the Prime Minister who hired foreign mercenaries in a bid to end a civil war, his leadership tested the boundaries of convention and reshaped the nation’s trajectory.

Start of a long political career He entered politics in the twilight of colonial rule. He was elected to the House of Assembly in 1968. By 1976, as PNG’s first finance minister, he navigated the economic turbulence of independence, advocating for foreign investment and resource development.
Within PNG politics, Sir Julius was seen as a tactician, weaving through the complexities of tribal and national politics and seizing opportunities when available.
In 1980, he initiated the first-ever vote of no confidence motion against close friend and Prime Minister Michael Somare, ousting him on the floor of Parliament.
His first term as prime minister from 1980 to 1982, solidified his reputation as a pragmatist.
Facing fiscal strain, he championed austerity, infrastructure projects and devalued the PNG currency.
But it was a foreign policy move that drew regional attention.

Vanuatu 1980: A controversial intervention In 1980, he authorised the deployment of PNG troops on its first international deployment: Vanuatu.
The mission was aimed at quelling a rebellion against Vanuatu’s newly independent government.
In Parliament, he argued that the deployment was necessary for regional stability and stamped PNG’s role as an important player in the Pacific.
Critics called it overreach as PNG was not even past its first decade as an independent country. However, the deployment earned PNG the respect from Vanuatu and its Pacific neighbours — for the first time in a young nation’s budding history, that standing up for a Pacific brother when no one else would, was enough for a new regional respect for PNG.
The operation ended swiftly, but the precedent set by PNG’s military would reverberate for decades.
The Bougainville crisis and the mercenary gamble His second term as prime minister from 1994 to 1997, collided with PNG’s most protracted conflict: the Bougainville Civil War.
By 1996, the crisis had claimed 20,000 lives, crippled the economy, and exposed the PNG Defence Force’s limitations.
Desperate to break the stalemate, his government signed a secretive $36 million contract with Sandline International, a UK-based private mercenary group, to crush the Bougainville Revolutionary Army (BRA).
When the deal leaked in 1997, public fury erupted.
The PNGDF, led by Brigadier-General Jerry Singirok, arrested the mercenaries and demanded Chan’s resignation.
Sir Julius stood defiant. Critics, however, saw betrayal with many saying hiring outsiders was an affront to sovereignty.
Under pressure, he stepped aside pending an inquiry. Though exonerated of corruption, his political capital evaporated. The Sandline Affair became a cautionary tale of desperation and overreach.
Resilience and redemption His career, however, refused to end in scandal. After a decade in the political wilderness, he returned as New Ireland Governor in 2007, championing provincial autonomy and education reforms.
In 2015, he published his memoir, confronting the Sandline chapter head-on.
His peers acknowledged his tenacity with founding Prime Minister Sir Michael Somare, before his passing, pointing out how both men had separated politics from their personal friendship for over 50 years.
Culture as foundation Despite rising to political leadership at the national level, and having a strong hand in the formation of our country’s economic and financial stability, and using its young military force to nurture Pacific solidarity, Sir Julius will always be remembered for his respect of culture and tradition.
His elevation and acknowledgment of the MaiMai, New Ireland’s Chieftan System as a recognised decision-making body within the New Ireland Provincial Government and the Provincial Assembly, was testament to Sir Julius’ own devotion and respect for traditional New Ireland culture.
His creation of a pension for the wisened population of his home province, not only assured him continuous support from New Ireland’s older population at every election, but it set an example of the importance of traditional systems of governance and decision-making.
To the world, he was a new country’s financial whiz kid, growing up in an environment rooted in traditional culture, and navigating a young Papua New Guinea as a mixed race leader saw him become one of PNG’s finest leaders.
To the country, he will always be remembered as the “Last Man Standing”.
But to his people of New Ireland, he will, over the coming weeks, be accorded the highest of traditional and customary acknowledgements that only the people of New Ireland will be able to bestow on such a Great Man. A Great Chief. A Great Leader.
They will say for one last time: ‘Lapun i go nau. Wok bilong em i pinis.’ (The old man has left, his work here is done).

In a fervent appeal to the global community, Prime Minister James Marape of Papua New Guinea has called on US President Donald Trump to “rethink” his decision to withdraw from the Paris Agreement and current global climate initiatives.
Marape’s plea came during the World Economic Forum Annual Meeting held in Davos, Switzerland, on 23 January 2025.
Expressing deep concern for the impacts of climate change on Papua New Guinea and other vulnerable Pacific Island nations, Marape highlighted the dire consequences these nations face due to rising sea levels and increasingly severe weather patterns.
“The effects of climate change are not just theoretical for us; they have real, devastating impacts on our fragile economies and our way of life,” he said.
The Prime Minister emphasised that while it was within President Trump’s prerogative to prioritise American interests, withdrawing the United States — the second-largest emitter of carbon dioxide– from the Paris Agreement without implementing measures to curtail coal power production was “totally irresponsible”, Marape said.
“As a leader of a major forest and ocean nation in the Pacific region, I urge President Trump to reconsider his decision.”
He went on to point out the contradiction in the US stance.

“The United States is not shutting down any of its coal power plants yet has chosen to withdraw from critical climate efforts. This is fundamentally irresponsible.
“The science regarding our warming planet is clear — it does not lie,” he said.
Marape further articulated that as the “Leader of the Free World,” Trump had a moral obligation to engage with global climate issues.

“It is morally wrong for President Trump to disregard the pressing challenges of climate change.
He must articulate how he intends to address this critical issue,” he added, stressing that effective global leaders had a responsibility not only to their own nations but also to the planet as a whole.
In a bid to advocate for small island nations that are bearing the brunt of climate impacts, PM Marape announced plans to bring this issue to the upcoming Pacific Islands Forum (PIF).
He hopes to unify the voices of PIF member countries in a collective statement regarding the US withdrawal from climate negotiations.

“The United States has recently revitalised its relations with the Pacific. It is discouraging to see it retreating from climate discussions that significantly affect our region’s efforts to mitigate climate change,” he said.
Prime Minister Marape reminded the international community that while larger nations might have the capacity to withstand extreme weather events such as typhoons, wildfires, and tornadoes, smaller nations like Papua New Guinea could not endure such impacts.
“For us, every storm and rising tide represents a potential crisis. Big nations can afford to navigate these challenges, but for us, the stakes are incredibly high,” he said.
Marape’s appeal underscores the urgent need for collaborative and sustained global action to combat climate change, particularly for nations like Papua New Guinea, which are disproportionately affected by environmental change.
Papua New Guinea’s cabinet has officially given the green light to the PNG media policy, which will soon be presented to Parliament for formal enactment.
Minster for Information and Communication Technology (ICT) Timothy Masiu believes this policy will address ongoing concerns about sensationalism, ethical standards, and the portrayal of violence in the media.
In an interview with NBC News in Port Moresby, Masiu outlined the urgent need for a shift in the nation’s media practices.
“We must be more responsible in how we report and portray the issues that matter most to our country. It’s time for Papua New Guinea’s media to evolve and reflect the values that truly define us,” he said.
“Sensational headlines, graphic images of violence, and depictions of suffering do nothing to build our national identity. They only hurt our reputation globally.”
Minister Masiu said the policy aimed to regulate sensitive contents and shift towards “more constructive and informative” coverage.
According to Masiu, the policy’s long-term goal was to protect the public from harmful content while empowering journalists to play a positive role in nation-building.
“This policy isn’t about stifling press freedom. It’s about ensuring that media in Papua New Guinea serves the public good by upholding the highest standards of integrity and professionalism,” Masiu said.
Meanwhile, the policy also acknowledged the media’s significant influence on public opinion and its role in national development.
Masiu added that once the policy was passed into law, it would become a guiding framework for media institutions across the nation, laying the foundation for a new era of journalism in Papua New Guinea.
