    17 August 2022, Bangkok

    Reflecting on one year takeover of Afghanistan by the Taliban on 15 August 2021, the Asian Forum for Human Rights and Development (FORUM-ASIA), Safety and Risk Mitigation Organization (SRMO), and Afghanistan Human Rights Coordination Mechanism (AHRCM) organised a webinar to discuss the situation of human rights and human rights defenders in Afghanistan under Taliban’s de facto rule. The event convened United Nations special rapporteurs, Afghan human rights defenders, and civil society representatives.

    With Taliban’s harsh restrictions on human rights, press freedom and access to information in Afghanistan, the support from the international community is vital for Afghan human rights defenders and civil society organisations.

    Richard Bennet, UN Special Rapporteur on the situation of human rights in Afghanistan said, ‘it is key to keep the light shining, to develop Afghanistan human rights movements.’ Mary Lawlor, UN Special Rapporteur on the situation of human rights defenders added, ‘Afghan defenders both inside and outside the country are going to need allies as they attempt to hold the de facto authority to their obligations under international human rights law.’

    Supporting Afghan defenders allows the Special Rapporteurs to better monitor, document and report violations of human rights in Afghanistan. It is also crucial that members of international community should support Afghans at risk.

    Following the Taliban takeover of Afghanistan in August 2021, the human rights situation in the country has deteriorated rapidly and the civic space has almost completely shrunk. Afghan women are banned from education and travel, while peaceful protesters, defenders, journalists, bloggers, artists, and activists are highly suppressed. Members of the former government employees such as judges are killed or forcibly disappeared. In just the first six months of Taliban rule, around 500 former Afghan security forces and government officials were killed or forcibly disappeared.[1]

    Forced displacements, and mass murder of ethno-religious groups especially the Shias, Hazaras, Sikhs and Hindus as well as Tajiks in Panjshir, Baghlan and Balkhab have happened on several occasions. Aziz Rafiee, Managing Director of Afghan Civil Society Forum, shared that in the past year, a total of 10,165 families were reportedly displaced. Moreover, Iran and Turkey have been forcibly deporting former Afghan government employees, defenders and other Afghans at risk, subjecting them to Taliban’s persecution.

    Lack of accountability, false promises of amnesty and absence of the rule of law have worsened the already dire humanitarian crisis in Afghanistan. ‘Almost all legal frameworks and institutions to protect and monitor human rights in Afghanistan have been dissolved,’ said Horia Mosadiq, Founder of Safety and Risk Mitigation Organization.

    Taliban have not fulfilled their commitment to the international human rights conventions and treaties, to which Afghanistan is a member or signatory. With no independent institutions existing, ‘[A Talib], individual member of Taliban, can act as police, prosecutor and judge at the same time,’ said Rafiee.

    The event ended with a heartfelt account by a women’s rights defender and protester Nayera Kohistani on her arrest by the Taliban for her participation in protests, and how it impacted her and her family. Even in face of challenges and abuse, she did not stop to raise her voice and implore the international community to stand up in solidarity with the people of Afghanistan. ’It is our job to raise our voice to stand up against the Taliban and push for people to stand up, and fight for their rights, said Kohistani.

    Farishta Sakhi, Senior Program Manager of Freedom House and representative from Afghanistan Human Rights Coordination Mechanism, added ’we mourned yesterday, we are still in the mourning phase. We lost so many things, so I hope you could do anything to console all the people who are currently in this dismal and dark situation.’

    Recommendations

    • Taliban should be pressured and held accountable to respect rights and freedoms of people of Afghanistan.
    • International community should support Afghan human rights defenders and civil society organisations to continue working on human rights issues in Afghanistan.
    • Members of the international community should open their borders for Afghans at risk seeking safety.
    • Iran and Turkey should stop deporting Afghans at risk as they could be subject to persecution in Afghanistan.
    • UN and other I/NGOs should continue their humanitarian support towards Afghans at risk

  • In response to the declaration of a state of emergency in Sri Lanka following President Gotabaya Rajapaksa’s escape to the Maldives, Omer Dawoodjee, FORUM-ASIA Interim Executive Director said:

    President Gotabaya Rajapaksa’s decision to flee the country amidst the ongoing crisis is clearly an attempt to escape accountability for grave crimes he is credibly implicated in including war crimes and corruption.

    Actions of those who are aiding President Rajapaksa evade justice by providing sanctuary amount to betrayal of the struggles for justice by the people of Sri Lanka.

    In particular, we condemn the authorities of the Maldives for aiding Gotabaya Rajapaksa to escape justice by providing him with safe passage and harbour. The Maldives has a special responsibility to stand in solidarity with the people of Sri Lanka at this unprecedented time, especially as the people of Sri Lanka had sheltered Maldivian activists and human rights defenders, which played an important role in Maldives’ democratic transition.

    The pervasive impunity and persistent violations of human rights and principles of rule of law lie at the root of the current crisis, and Gotabaya Rajapaksa should be held accountable for crimes he is accused of. The international community, especially Sri Lanka’s neighbouring countries, should assist and stand in solidarity with people of Sri Lanka in their struggle for justice and democracy.

  • Sri Lanka: Facilitate peoples’ right to dissent at 9 July mass protest

    Ahead of the anticipated mass protest on 9 July in Colombo demanding the resignation of President Gotabaya Rajapaksa and his Government as the country goes through its worst economic crisis on record, FORUM-ASIA says:

    As Sri Lanka faces its worst economic crisis in history and fuel shortages are worsening, people are voicing their dissent and opinions, and calling for mass protests in Colombo on 9 July.

    FORUM-ASIA urges the Government of Sri Lanka to ensure, respect and protect the freedom of peaceful assembly of protestors. Authorities must facilitate peoples’ constitutional right to the freedom of expression and refrain from the use of force.

    When authorities used lethal force against demonstrators protesting against soaring fuel prices in April, one person was killed and more than a dozen protestors injured. It is imperative for the government to uphold its legal obligations to protect the right to protest and prevent a repetition of the use of excessive force.

  • The Real News Network and Just Media are partnering to launch a new fellowship program that empowers Baltimore writers that are passionate about reporting on criminal justice issues from their communities’ lived experiences. 

    Baltimore, Maryland — June 28, 2022. The Baltimore Pipeline of Working and Emerging Reporters (P.O.W.E.R.) Fellowship, catalyzed by The Real News Network and Just Media, is a pilot program aimed at supporting emerging talent from communities most affected by mass incarceration and over-policing in Baltimore. The six-month fellowship provides up-and-coming journalists with media training and sustained mentorship to build critical investigative reporting skills that amplify stories grounded in their communities, expose broken systems, and challenge existing narratives about race and mass incarceration.

    Baltimore spends more per capita on policing than every large city in the country. Despite ballooning police budgets, public safety has not improved. Worse still, the journalists reporting on these issues are often community outsiders that don’t reflect the diversity, values, or perspectives of Baltimoreans. Despite community advocates sounding the alarm about issues related to police violence and mass incarceration, and demanding decarceration, just reentry, harm reduction, and abolition, persistent structural barriers in media have prevented young writers, especially writers of color, from accessing the platforms and opportunities that allow them to tell stories from the frontlines of these fights and offer alternative solutions to unjust systems. 

    Together, The Real News and Just Media Project will train and mentor the cohort. The Real News has deep experience providing critical reporting on policing and mass incarceration in Baltimore, as well as a digital broadcast studio that amplifies this reporting. Just Media has supported more than 40 writing fellows, over 90 percent Black and brown folks ages 18-24, from 27 cities across the country. 

    Through this partnership, The Real News and Just Media will also give these aspiring journalists a chance to rethink journalistic objectivity without the assumption that their identities need to be buried to adequately cover the policing and prison landscape in this country. 

    With planning currently underway, The Real News and Just Media are reaching out to both community and funding partners for their guidance and support in shaping this pilot program. Targeted recruitment of emerging journalists (18-24 years old) will begin later this summer and fellows will begin their work in Fall 2022.

    According to The Real News Executive Director John Duda, “The kind of journalists covering policing and mass incarceration that Baltimore needs are exactly the kind of journalists the status quo is designed to exclude, because they come from the communities this carceral system harms the most. With P.O.W.E.R., we are flipping this script.”

    Just Media’s past fellowship programs have had a meaningful impact on a growing network of young movement journalists. “I enjoyed being able to talk about something that is barely addressed,” a former Just Media fellow said. “I also loved interviewing people who are actually making a change within my community.”

    “Young journalists of color need a space that encourages them to grow, learn, and expose the truth — and that’s exactly what we’re trying to build here,” said Clarissa Brooks, program director at Just Media. 

    The program is actively seeking funds and supporters. A $250 donation hosts a fellow for one week of the program. A $1,000 donation hosts a fellow for one month. And a $5,000 donation secures a fellow’s complete six-month participation in the program.
