    A West Papuan independence leader has called on the Dutch Parliament to support a United Nations visit to the Melanesian region ruled by Indonesia and says the recent election of Prabowo Subianto as the next President is a “frightening” prospect due to his notorious human rights record.

    Addressing the Dutch Parliament’s Foreign Affairs Committee last week, United Liberation Movement for West Papua (ULMWP) president Benny Wenda said that more than 100 separate countries had now demanded that Indonesia allow the UN High Commissioner for Human Rights to investigate in West Papua.

    “Indonesia’s continued refusal to obey this demand is why we are here today,” Wenda said.

    “As our former coloniser, it is very important that you understand the situation in West Papua and show support for our struggle,” he said, thanking the Parliament for the opportunity to speak.

    Addressing last month’s presidential election in Indonesia, Wenda strongly condemned the election of Prabowo Subianto, describing this as a “concerning and frightening” development for West Papua.

    “Let’s be clear: Prabowo is a war criminal. He is complicit in crimes against humanity and in genocide in East Timor and West Papua.,” Wenda said.

    ‘Never held accountable’
    “He has never apologised or been held accountable for the many atrocities he has been involved in. This is a man who was considered too brutal even for the Indonesian army.”

    Prabowo was the only presidential candidate who did not comply with a human rights record questionnaire from Human Rights Watch prior to the election.

    Last month, Wenda publicly called for an international arrest warrant against Prabowo.

    “Because of his past, his ideology, and because of statements he made during his election campaign, we have good reason to fear that Prabowo will further escalate the militarisation of West Papua,” Wenda told the Dutch parliamentarians.

    “We are already suffering ecocide and genocide. The situation will only get worse under this murderer.

    Wenda said they had already seen the first atrocity of the new Prabowo era.

    Last month, the Indonesian military arrested and tortured two Papuan teenagers in Yahukimo.

    Torture ‘trophy photos’
    “They then took photos with these two innocent children as trophies. Indonesia has repeatedly shown they will target children — the new generation of West Papuans,” Wenda said.

    Torture in West Papua had become so common that it was being described as a “mode of governance”.

    “With Prabowo as President, there must be a renewed campaign for a UN fact-finding mission in my country. The world must pay attention to our plight.

    “Human rights do not exist in West Papua.”

    In six years since Indonesia had first invited the UN to West Papua more than 100,000 Papuans had been displaced from their homes and made refugees in their own land, said Wenda.

    “Over 75,000 of my people remain displaced to this day. Over 1400 have been killed. It is no coincidence that this violence has happened while Indonesia has sent 25,000-30,000 extra troops to occupied West Papua.”

    Indonesia refused aid
    Indonesia had also consistently refused to let aid reach displaced people, meaning that many had died of hunger or thirst in the bush.

    “No UN visit, no aid workers, no journalists allowed. West Papua is becoming the North Korea of the Pacific,” Wenda said.

    In West Papua, there were two crimes — genocide and ecocide, he said.

    While the UN had not been allowed in, Indonesia had increased its destruction of West Papuan ancestral land – “our mountains, rivers and forests”.

    A new gold mine – “the size of Jakarta” — was now being built called Wabu Block, while BP had completed its expansion of the Tangguh gas field, which would provide 35 percent of Indonesia’s gas.

    Indonesia had also rejected a tribal land claim in Boven Digoel.

    Negotiations for the release of New Zealand pilot Phillip Mark Mehrtens, who has been held captive by the West Papua National Liberation Army (TPNPB) for more than a year, has been hindered by customary issues and “interference of other parties”, say the Indonesian police.

    Senior Commander Faizal Ramadhani, head of the Cartenz Peace Operation, made this statement following a visit from New Zealand’s Police Attaché for Indonesia, Paul Borrel, at the operation’s command post in Timika, Mimika Regency, Central Papua Province, last Tuesday.

    Mehrtens has been held by the pro-independence group since he was seized on February 7 last year.

    The armed group led by Egianus Kogoya seized Mehrtens after he landed his aircraft at Paro Airport and the militant group also set fire to the plane.

    The senior commander told local journalists he had conveyed this information to Borrel.

    “The negotiation process is still ongoing, led by the Acting Regent of Nduga, Edison Gwijangge,” said Senior Commander Faizal.

    “However, the negotiation process is hindered by various factors, including the interference of other parties and customary issues.”

    The commander was not specific about the “other parties”, but it is believed that he may be referring to some calls from pro-independence groups for an intervention by the United Nations.

    Negotiations ongoing
    The chief of Nduga Police, Adjutant Senior Commmander VJ Parapaga, said that efforts to free the Air Susi pilot were still ongoing. He said the Nduga District Coordinating Forum (Forkopimda) was committed to resolving this case through a “family approach”.

    “We bring food supplies and open dialogue regarding the release of the pilot,” said Parapaga when contacted by phone on Tuesday. He said efforts to release Phillip Mehrtens remained a top priority.

    New Zealand’s Police Attaché Borrel commended the efforts made by the Cartenz Peace Operation Task Force, saying he hoped Mehrtens would be released safely soon.

    “We express our condolences for the loss of the Indonesian Military (TNI) and police members during the pilot’s liberation operation,” Borrel said.

    “We hope that the Cartenz Peace Operation can resolve the case as soon as possible.”

    Medication delivered
    Meanwhile, Papua police chief Inspector-General Mathius Fakhiri said several items requested by Merhtens had been delivered to him — including asthma medication, aromatherapy candles and disinfectants.

    The armed group led by Egianus Kogoya seized Mehrtens after he landed his aircraft at Paro Airport and the militant group also set fire to the plane.

    Inspector-General Fakhiri said the police always provided assistance to anyone who could deliver logistical needs or requests made by Mehrtens.

    He added that the security forces were ready to help if the New Zealand pilot fell ill or needed medicine, shoes or food.

    “We hope that he continues to receive logistical support so that he remains adequately supplied with food. This may also include other necessities for his well-being, including medication,” said the inspector-general.

    ‘Free Papua’ issue
    Inspector-General Fakhiri said it had been hoped to reach an agreement in November and January.

    But he said there were other parties “deliberately obstructing and hindering” the negotiations, resulting in stalled operation.

    “From our perspective, they are exploiting the issue of the abduction of the Susi Air pilot as a Free Papua issue,” he said.

    The inspector-general said he hoped that the New Zealand government would trust Indonesia to work towards the release of Mehrtens.

    “There is a third party that always tries to approach the New Zealand government to use the hostage issue to bring in a third party. We hope that [this request] will not be entertained,” he said.

    As women and children seek hope of a future without tribal fighting, the cycle of killing continues in Papua New Guinea’s remote Highlands.

    Tribal warfare dating back generations is being said to show no signs of easing and considered a complicated issue due to PNG’s complex colonial history.

    Following the recent massacre of more than 70 people, community leaders in Wabag held mediation talks in an effort to draw up a permanent solution on Tuesday, with formal peace negotiations set down for yesterday between the warring factions.

    A woman, who walked 20 hours on foot with seven children to flee the violence in the remote highlands, was at the meeting and told RNZ Pacific she wants the fighting to stop so she can return home.

    In 2019, the then police minister said killings of more than two dozen women and children “changed everything”.

    But a tribesman, who has asked to remain anonymous, told RNZ Pacific the only thing that had changed was it was easier to get guns.

    Multiple sources have told RNZ Pacific the government appears to be powerless in such remote areas, saying police and security forces are sent in by the government when conflict breaks out, there is a temporary pause to the fighting, then the forces leave, and the fighting starts again.

    There are also concerns about a lack of political will at the national level to enforce the law using police and military due to tribal and political allegiances of local MPs, as recommendations made decades ago by former PNG Defence Force commander Major-General Jerry Singirok are yet to be fully implemented.

    While the government, police and community groups look at peaceful solutions, mercenaries are collecting munitions for the next retaliatory fight, multiple sources on the ground, including a mercenary, told us.

    Killing pays
    After “Bloody Sunday”, which left dozens dead in revenge killings, the men with guns were out of bullets.

    Tribal fighting in Papua New Gunea’s Enga Province reached boiling point on February 18, fuelled by a long-standing feud between different clans, which resulted in a mass massacre.

    The tribesman who spoke to RNZ Pacific said they did not want to fight anymore but believed there was no other option when someone from the “enemy” turned up on their land wanting to burn down their village.

    “Prime Minister [James Marape] — we want development in our villages,” he said, speaking from a remote area in the Highlands after his village was burnt to the ground.

    There is no employment, no infrastructure, no support, he said, adding that those were the things that would keep people busy and away from engaging in tribal conflict.

    At the moment killing people paid, he said.

    ‘Hundreds of lives lost’
    “Businessmen, leaders and educated elites are supplying guns, bullets and financing the engagement of gunmen,” Wapenamanda Open MP Miki Kaeok said.

    The MP is worried about the influence of money and guns, saying they have taken over people’s lives especially with the increase in engagement of local mercenaries and availability of military issued firearms.

    “Hundreds of lives have been lost. Properties worth millions of kina have been ransacked and destroyed. I don’t want this to continue. It must stop now,” Kaeok pleaded.

    Meanwhile, men in the Highlands are paid anything between K3000 (NZ$1300) to K10,000 (NZ$4,400) to kill, the tribesman claimed during the interview.

    Then, he called over one of the men involved in that fight, an alleged killer, to join the video interview.

    “Um this is the hire man,” he introduced him. “If they put K2000 (NZ$880) for him and say go burn down this village — he goes in groups — they clear the village, they give him money and he goes to his village . . . ”

    The “hire man”, standing slouched over holding a machete, looked at the camera and claimed 64 people were killed on one side and eight on another pushing the total death toll to more than 70.

    Wabag police told RNZ Pacific on Tuesday that 63 bodies had been recovered so far.

    “A lot of people died,” an inspector from Wabag told RNZ Pacific.

    The killings have not stopped there; a video has been circulating on social media platforms of what appears to be a young boy pleading for his life before he was killed.

    The video, seen by RNZ Pacific, shows the child being hit by a machete until he falls to the ground.

    The man who allegedly carried out the brutality was introduced to RNZ Pacific by the tribesman via video chat.

    “They recognise that this person was an enemy,” the tribesman — translating for the killer, who was standing in a line with other men holding machetes — told RNZ Pacific.

    “This small guy (referring to the dead child) came out of the bush to save his life. But he ended up in the hands of enemies.

    “And then they chopped him with a bush knife and he was dead.”

    “In revenge, he killed that small boy” because the killer’s three family members were killed about five months ago.

    Asked whether they were saddened that children have died in the violence, the killer said: “No one can spare their lives because he was included in the fight and he’s coming as a warrior in order to kill people,” our source translated.

    Killing people — “that’s the only way”, they said.

    Exporting guns
    The source explained military guns are a fairly recent addition to tribal fighting.

    He said that while fighting had been going on most of his life, military style weapons had only been in the mix for the last decade or so.

    He said getting a gun was relatively easy and all they had to do was wait in the bush for five days near the border with Indonesia.

    “We are using high-powered rifle guns that we are getting exported from West Papuans.”

    He added the change from tribe-on-tribe to clan-to-clan fighting has exacerbated the issue, with a larger number of people involved in any one incident.

    Mediation underway
    A Wapenamanda community leader in Enga Province Aquila Kunza said mediation was underway between the warring factions in the remote Highlands to prevent further violence.

    “The policemen are facilitating and meditating the peace mediation and they are listening,” Kunza said.

    Revenge killings had been ongoing for years and there was no sign of gunmen stopping anytime soon, Kunza said.

    “This fight has lasted about four years now and I know it will continue. It occurs intermittently, it comes and goes,” he said.

    “When there’s somebody around (such as the military), they go into hiding, when the army is gone because the government cannot support them anymore, the fighting erupts again.”

    Kunza has been housing women and children who fled the violence and after years of violence and watching police come and go, he is calling for a community-led approach.

    At a large community gathering in Wabag the main town of Enga on Tuesday people voiced their concerns.

    “The government must be prepared to give money to every family [impacted] and assist them to resettle back to their villages to make new gardens to build new houses,” Kunza said.

    He said formal peace negotiations are taking place today as residents from across the Enga Province are travelling to Wabag today for peace talks between the warring factions.

    ‘Value life’
    Many Engans have lamented that the traditional rules of war have been ignored as children have not been spared in the conflict and societal norms that governed their society have been broken.

    A woman who was kidnapped last year in Hela in the Bosavi region — a different area to where the recent massacre took place — and held for ransom said PNG was on the verge of being a failed state.

    “I’ve gone through this,” Cathy Alex told RNZ Pacific.

    “People told us who gave them their guns in Hela, people told us who supplied them munitions. People told us the solutions. People told us why tribal fights started, why violence is happening,” Alex shared.

    She said they managed to find out that killers got paid K2000 (NZ$880) for killing one person, that was in 2017.

    “For a property that’s worth K200/300,000 [up to NZ$130,000] that’s destroyed, the full amount goes to the person who caused the tribal fight,” she said.

    “How can you not value the life of a person?”

    Government help
    With retaliations continuing the “hire man” who claims to have killed more than 20 people from warring tribes, said he is staring down death.

    “He would have to die on his land because…when they come they will fight…we have to shoot in order to protect my village,” the tribesman explained.

    “He said he’s not scared about it. He is not afraid of dying. He got a gun in order to shoot, they shoot him, and that’s finished.”

    “He’s really worried about his village not to burn down.”

    The tribesman said that without government committing financial support for infrastructure, jobs and community initiatives the fighting will continue.

    He also wants to see a drastic change in police numbers and a more permanent military presence on the ground.

    “We don’t have a proper government to protect us from enemies in order to protect ourselves, our houses . . . and to protect assets we have to buy guns in order to protect them.”

    Parliament urged to act
    Last week, the PNG Parliament discussed the issue of gun violence.

    East Sepik Governor Allan Bird, who is on the opposition benches, has called on the government “to respond”.

    He said the “terrorists in the upper Highlands” needed their guns to be stripped from them.

    “We are a government for goodness sake — let’s act like one,” Bird said.

    Deputy Prime Minister John Rosso agreed with Bird’s sentiments and acknowledged that the situation was serious.

    He called on the whole of Parliament to unite to fix the issue together.

    An Australian-based West Papua advocacy group has condemned the arrest and “humiliation” of two teenagers by Indonesian security forces last week.

    The head of Cartenz 2024 Peace Operations, Kombes Faizal Ramadhani, said in a statement on Friday that the 15-year-olds had been arrested after a clash with the West Papua National Liberation Army (TPNPB) in Kali Brasa on Thursday, February 22.

    During the shootout, a TPNPB member named as Otniel Giban (alias Bolong Giban) had been killed.

    The Sydney-based Australia West Papua Association (AWPA) today condemned the arrest of the teenagers, only identified by the Indonesian authorities by their initials MH and BGE and who were initially seized as “suspects” but later described as “witnesses”.

    Faizal said that the teenagers had been arrested because they were suspected of being members of the TPNPB group and that they were currently being detained at the Damai Cartenz military post.

    However, the TPNPB declared that the two teenagers were not members of the TPNPB and were ordinary civilians.

    The teenagers were arrested when they were crossing the Brasa River in the Yahukimo Regency.

    Aircraft shot at
    The clash between security forces and the TNPB occurred while the Cartenz Peacekeeping Operation-2024 searched for those responsible for shooting at an aircraft in Yahukimo in which a military member had been wounded.

    Meanwhile, also in Jakarta last Friday the Australian Deputy Prime Minister and Defence Minister, Richard Marles, met with Indonesian Defence Minister Prabowo Subianto — who is poised to win this month’s Indonesian presidential election.

    Marles stressed at a media conference at the Defence Ministry that Australia did not support the Free Papua Movement, saying the country “fully recognise[d] Indonesia’s territorial sovereignty”.

    “We do not endorse any independence movement,” he told a media conference.

    However, in Sydney AWPA’s Joe Collins said in a statement: “I was at first surprised that West Papua even got a mention at the meeting as usually Australia tries to ignore the issue but even our Defence Minister can hardly ignore a media question on it.”

    ‘No support for any independence movements’
    An extract from the media conference says:

    Subianto: “Thank you very much. I don’t think there is any need for questions. Questions?”

    Journalist:Thank you very much Mr Deputy Prime Minister. Regarding the huge amount of [the] Australian defence budget, how should the Indonesian people see it? Is it going to be a trap or an opportunity for our national interest?

    “And my second question is what is Australia’s standpoint regarding the separatist [pro-independence] movement in Papua because there are some voices from Australia concern[ed] about human rights violations?”

    Marles: “Thank you for the question. Let me do the second issue first. We, Australia utterly recognise the territorial sovereignty of Indonesia, full stop. And there is no support for any independence movements.

    “We support the territorial sovereignty of Indonesia. And that includes those provinces being part of Indonesia. No ifs, no buts. And I want to be very clear about that.”

    Collins said there was no shortage of comments during the delegation’s visit to Indonesian around how important the relationship was.

    “West Papua will remain the elephant in the room in the Australia-Indonesian relationship,” Collins said. “We can expect many hiccups in the relationship over West Papua in the coming years “.

    A West Papuan pro-independence leader has accused Indonesia of new human rights atrocities this week while the republic has apparently elected a new president with a past record of violations in Timor-Leste and West Papua.

    Indonesian Defence Minister Prabowo Subianto has declared victory in the presidential election on Wednesday after unofficial vote counts showed him with a significant lead over his rivals, reports Al Jazeera.

    The 72-year-old former Kopassus special forces commander, who had run unsuccessfully for president twice before, was given a dishonourable discharge in 1998 after claims that his force kidnapped and tortured political opponents of Soeharto as his regime crumbled.

    He has also been accused of human rights abuses in East Timor, which won independence from Indonesia amid the collapse of the Soeharto regime, and also in West West Papua.

    On the day that Indonesia went to the polls — Valentine’s Day, February 14 — Benny Wenda, president of the United Liberation Movement for West Papua (ULMWP), accused Jakarta’s military of continuing its “reign of terror” in rural West Papua.

    “The latest tragedy they have inflicted on my people occurred in the Puncak regency,” Wenda said in a statement.

    Military raids on the February 3 and 4 devastated a number of highland villages.

    ‘Villagers tortured, houses burnt’
    “Numerous houses were burnt to the ground, villagers were tortured, and at least one Papuan died from his wounds — though Indonesian control of information makes it difficult to know whether others were also killed.”

    Wenda said that “as always”, the military had claimed the victims were TPNPB resistance fighters — “a grotesque lie, immediately denied by the villagers and their relatives”.

    Wenda also accused Indonesia of “hypocrisy” over Israel’s war on Gaza.

    “We have complete sympathy with [Palestinians over their suffering] in what is happening in Gaza,” he said.

    “But Indonesian hypocrisy on Palestine cannot be ignored. They are bringing a legal case to the International Court of Justice (ICJ) about Israel’s occupation of Palestine while intensifying their own brutal and bloody military occupation of West Papua.

    “They are supporting South Africa’s genocide case against Israel at the ICJ while conducting their own genocide in West Papua.

    Denying West Papuan rights
    “They are crying about Palestinians’ right to self-determination while continuing to deny West Papuans that same right.”

    More than 500,000 West Papuans have been killed since the occupation began in 1963, says the ULMWP.

    In the past six years, more than 100,000 Papuans were estimated to have been displaced, made refugees in their own land as a result of Indonesian military operations.

    “Genocide, ecocide, and ethnic cleansing — West Papuans are victims of all three. The world must pay attention to our plight.”

    There were no reports of reaction from the Jakarta authorities.

    With Indonesia preparing for elections next week, Human Rights Watch has sought answers from the three groups vying for the presidency on how they would resolve human rights violations.

    Two of the three Indonesian presidential and vice-presidential candidates responded to a questionnaire on key human rights issues.

    The presidential candidates Anies Baswedan and Ganjar Pranowo submitted responses on their policy before the February 14 vote, but Prabowo Subianto Djojohadikusumo, did not.

    In response to the question: “What is your policy on government restrictions on access to West Papua by foreign journalists and international human rights monitors?”

    Baswedan’s stance is that the issue of justice is at the heart of the security problems in Papua.

    According to his response, there are three problems to deal with the situation.

    “Resolving all human rights violations in Papua by strengthening national human rights institutions to investigate and resolve human rights violations in Papua, as well as encouraging socio-economic recovery for victims of human rights violations in Papua.

    “Preventing the recurrence of violence by ensuring justice through; 1) sustainable infrastructure development by respecting special autonomy and customary rights of indigenous communities, 2) realising food security through local food production with indigenous communities as the main actors, 3) reducing logistics costs, 4) the presence of community health centers and schools throughout the Papua region, and 5) empowering talents from Papua to be actively involved in Indonesia’s development in various sectors and institutions.

    “Carrying out dialogue with all comprehensively in ways that mutually respect and appreciate all parties, especially Indigenous Papuans.”

    For Pranowo, he said he would “focus on the issue of fiscal policy and asymmetric development for Papua’.

    This would be done through “Reducing socio-economic disparities due to internal differences growth, development, and access to resources between regions through resource redistribution, infrastructure investment, tax incentives, or special financial support for Papua in order to achieve more equitable economic growth, reduce poverty, and improve the standard of living of citizens to those who need it most.

    “We also committed a special approach to preventing corruption and degradation of natural resources in Papua, especially in newly expanded provinces,” he said.

    A service for Indonesians
    Human Rights Watch’s Elaine Pearson says the two teams that responded had done Indonesian voters a service by sharing their views on the critically important human rights issues affecting the country.

    She said voters should be able to go beyond the rhetoric to compare actual positions, and hold the candidates to their word if they are elected.

    The questionnaire contained 16 questions focused on women’s rights, children’s rights to education, the rights of lesbian, gay, bisexual, and transgender (LGBT) people, labour rights, media freedom, and freedom of expression.

    Other questions included policies on disability rights, protection of Indonesian migrant workers, and Indonesia’s foreign policy in Southeast Asia and the Pacific.

    There were also questions on policies that would address accountability for past violations including the mass killings in 1965, atrocities against ethnic Madurese on Kalimantan Island, sectarian violence in the Malukus Islands, the conflict in Aceh, the Lake Poso violence, the crackdown against student activists in 1998, and killings in East Timor.

    All three teams have submitted their vision and mission statements ahead of the election, which are available with the General Election Commission.

    A pro-independence militant West Papuan group says it will release a New Zealand pilot it has held hostage for a year via the United Nations, reports Reuters.

    It was unclear when the 38-year-old pilot, Philip Mehrtens, who was kidnapped exactly a year ago yesterday when he landed a small commercial plane in a rugged mountainous area, would be released.

    Terianus Satto of the West Papua National Liberation Army (TPNPB), one of several groups fighting for Papua’s independence from Indonesia, said in a statement that Mehrtens would be released to “protect humanity and . . . human rights”.

    “TPNPB will return the pilot Philip Max Martherns [sic] to his family through the jurisdiction of the Secretary-General of the United Nations,” he said.

    A spokesperson for Foreign Minister Winston Peters said: “New Zealand continues to work with all parties on securing Mr Mehrtens’ safe release. The Minister of Foreign Affairs has no further comment at this time.”

    A low-level but increasingly deadly struggle for independence has been waged in the resource-rich western half of the island of Papua since it was brought under Indonesian control in a vote overseen by the United Nations in 1969 but rejected as flawed by most West Papuans.

    Papuans are indigenous Melanesians like their neigbouring islanders in the independent state of Papua New Guinea.

    Negotiations over pilot
    Indonesia’s government and military, which have struggled against the pro-independence movement, have said they were in negotiations to free the pilot.

    However, Asia Pacific Report says West Papuan activists are wary of negotiations with Indonesian authorities.

    A statement last week by another faction seeking independence, the government of the “Federal Republic of West Papua”, declared that Indonesian authorities had been resisting diplomatic moves to free the pilot and negotiations had reached a “stalemate”.

    The statement signed by the self-styled president Yoab Syatfle said: “The people of West Papua are of Pacific race and have closer affinity and share common customs and  traditions with the people of Papua New Guinea, Solomon Islands, Vanuatu, Fiji, New Caledonia, Australia, Cook Islands, Federal States of Micronesia, Kiribati, Nauru, New Zealand, Niue, Palau, Republic of Marshall Islands, Samoa, Tonga and Tuvalu.”

    Seeking negotiations for an independent future for West Papua, Syatfle said that since Mehrtens had been kidnapped, “60 innocent people had been killed, Indonesia had banned and closed access from air and land, closed 14 districts, closed 33 villages, and closed 39 churches [in the Nduga Regency].”

    Indigenous people had had to move to other safe places and the Indonesian military controlled everything, the statement said.

    “The Indonesian military never reached the location of the kidnappers [in a year] because it was a Papuan stronghold and because of the challenges of the mountains.”

    The New Zealand government is again calling on the West Papua National Liberation Army (TPNPB) to release the kidnapped pilot Phillip Mehrtens.

    Tomorrow will mark one year since the 38-year-old New Zealander was taken hostage in Papua by independence fighters in the Nduga Regency province.

    Mehrtens was taken hostage a year ago on February 7 in Paro, Papua, while providing vital air links and supplies to remote communities.

    In a statement yesterday, Foreign Minister Winston Peters strongly urged the West Papuan pro-independence fighters holding Mehrtens to release him immediately without harm.

    Peters said his continued detention served nobody’s interests.

    “We strongly urge those holding Phillip to release him immediately and without harm,” he said.

    For the last year, a wide range of New Zealand government agencies has been working extensively with Indonesian authorities and others towards securing Mehrtens release.

    The response, led by the Ministry of Foreign Affairs and Trade, has also been supporting his family.

    The Foreign Minister said they knew Mehrtens was able to contact some friends and family just before Christmas to assure them that he was alive and well.

    He said he had spoken with the Mehrtens family recently and assured them the government was exploring all avenues to bring the pilot home.

    Pacific protesters were prominent in the 17th week of Aotearoa New Zealand solidarity demonstrations for Palestine and a ceasefire in Israel’s genocidal war on Gaza in Auckland today.

    Flags of Fiji, Tonga and West Papua were featured alongside the sea of Palestinian banners and at least one group declared themselves as “Tongans for Palestine – Long live the intifada”.

    The rally in Auckland’s Te Komititanga — also known as Britomart Square, an urban transport hub — drew a large crowd in the heart of New Zealand’s largest city shopping precinct.

    Thousands of people have been taking part in the weekly protest rallies and marches across New Zealand since the war on Gaza began after a deadly attack on Israel last October 7 following 75 years of repression and occupation since the Nakba — the “catastrophe” — in 1948.

    South Africa has warned that Israel is ignoring the World Court’s “on notice” genocidal orders about its war on Gaza.

    The death toll is now more than 27,000 — and more than 900 Palestinians have been killed since the ICJ (International Court of Justice) ruled that Israel must take steps to prevent civilian deaths.

    Speakers in Auckland today drew parallels between the Zionist settler colonial project in Palestine and NZ’s colonial history, saying the Waitangi Treaty was now under threat from NZ’s most rightwing government in history.

    The protest came just two days before Waitangi Day — 6 February 1840 — the national holiday marking the signing of the foundational Treaty of Waitangi between the British Crown and 500 traditional Māori chiefs.

    “There are many things we can do in Aotearoa to stand on the right side of history,” said one of the organisers, Josie Sims of Solidarity Action Network Aotearoa (SANA).

    “We’re calling on the NZ Defence Force to refuse their orders to go to Yemen. We’re asking for the expulsion of the Israeli ambassador, and we’re asking that this government takes a clear position on an immediate ceasefire.”

    A leading West Papuan advocate has welcomed this week’s launch of the Brussels Declaration in the European Parliament, calling on MPs to sign it.

    “The Declaration is an important document, echoing the existing calls for a UN High Commissioner for Human Rights visit to West Papua made by the Pacific Islands Forum (PIF), the Organisation of African, Caribbean, and Pacific States (OACPS), and the Melanesian Spearhead Group (MSG),” said United Liberation Movement for West Papua (ULMWP) president Benny Wenda.

    “I ask all parliamentarians who support human rights, accountability, and international scrutiny to sign it.”

    The Brussels Declaration, organised by the International Parliamentarians for West Papua (IPWP), has also launched a new phase in the campaign for a UN visit.

    European parliamentarian Carles Puigdemont, formerly president of the state of Catalonia that broke away illegally from Spain in 2017 and an ex-journalist and editor, said during the meeting that the EU should immediately halt its trade negotiations with Indonesia until Jakarta obeyed the “will of the international community” and granted the UN access.

    “Six years have now passed since the initial invite to the High Commissioner was made — six years in which thousands of West Papuans have been killed and over 100,000 displaced,” said Wenda.

    “Indonesia has repeatedly demonstrated that words of condemnation are not enough. Without real pressure, they will continue to act with total impunity in West Papua.”

    ‘Unified call’
    Wenda said the call to halt European trade negotiations with Indonesia was not just being made by himself, NGOs, or individual nations.

    “it is a unified call by nearly half the world, including the European Commission, for international investigation in occupied West Papua,” he said.

    “If Indonesia continues to withhold access, they will merely be proving right all the academics, lawyers, and activists who have accused them of committing genocide in West Papua.

    “If there is nothing to hide, why all the secrecy?”

    Since 2001, the EU has spent millions of euros funding Indonesian rule in West Papua through the controversial colonial “Special Autonomy” law.

    “This money is supposedly earmarked for the advancement of ‘democracy, civil society, [and the] peace process’,” Wenda said.

    “Given that West Papua has instead suffered 20 years of colonialism, repression, and police and military violence, we must question where these funds have gone.

    ‘Occupied land’
    “West Papua is occupied land. We have never exercised our right to self-determination, which was cruelly taken from us in 1963.

    “States and international bodies, including the EU, should not invest in West Papua until this fundamental right has been realised. Companies and corporations who trade with Indonesia over our land are directly funding our genocide.”

    Wenda added “we cannot allow Indonesia any hiding place on this issue — West Papua cannot wait any longer”.

    The pro-independence United Liberation Movement for West Papua (ULMWP) has declared a boycott of the Indonesian elections next month and has called on Papuans to “not bow down to the system or constitution of your Indonesian occupier”.

    The movement’s president Benny Wenda and prime minister Edison Waromi have announced in a joint statement rejecting the republic’s national ballot scheduled for February 14 that: “West Papuans do not need Indonesia’s elections — [our] people have already voted.”

    They were referring to the first ULMWP congress held within West Papua last November in which delegates directly elected their president and prime minister.

    “You also have your own constitution, cabinet, Green State Vision, military wing, and government structure,” the statement said.

    “We are reclaiming the sovereignty that was stolen from us in 1963.”

    At the ULMWP congress, more than 5000 Papuans from the seven customary regions and representing all political formations gathered in the capital Jayapura to decide on their future.

    “With this historic event we demonstrated to the world that we are ready for independence,” said the joint statement.

    Necessary conditions met
    According to the 1933 Montevideo Convention, four necessary conditions are required for statehood — territory, government, a people, and international recognition.

    “As a government-in-waiting, the ULMWP is fulfilling these requirements,” the statement said.

    “As we continue to mourn the death of Governor Lukas Enembe — just as we have been mourning the mass displacement and killing of Papuans over the last five years — we ask all West Papuans to honour his memory by refusing participation in the system that killed him.

    “Governor Lukas was killed by Indonesia because he was a firm defender of West Papuan culture and national identity.

    “He rejected the colonial ‘Special Autonomy’ law, which was imposed in 2001 in a failed attempt to suppress our national ambitions.

    “But the time for bowing to the will of the colonial master is over. Did West Papuan votes for Jokowi [current President Joko Widodo] stop Indonesia from stealing our resources and killing our people?

    “Indonesia’s illegal rule over our mountains, forests, and sacred places must be rejected in the strongest possible terms.”

    ‘Respect mourning’ call
    The statement urged all people living in West Papua, including Indonesian transmigrants, to respect the mourning of the former governor and his legacy.

    “West Papuans are a peaceful people – we have welcomed Indonesian migrants with open arms, and one day you will live among your Melanesian cousins in a free West Papua.

    “But there must be no provocations of the West Papuan landowners while we are grieving [for] the governor.”

    The statement also appealed to the Indonesian government seeking “your support for Palestinian sovereignty to be honoured within your own borders”.

    “The preamble to the Indonesian constitution calls for colonialism to be ‘erased from the earth’. But in West Papua, as in East Timor, you are a coloniser and a génocidaire [genocidal].

    “The only way to be truthful to your constitution is to allow West Papua to finally exercise its right to self-determination. A free West Papua will be a good and peaceful neighbour, and Indonesia will no longer be a human rights pariah.

    Issue no longer isolated
    Wenda and Waromi said West Papua was no longer an isolated issue.

    “We sit alongside our occupier as a member of the MSG [Melanesian Spearhead Group], and nearly half the world has now demanded that Indonesia allow a visit by the UN High Commissioner for Human Rights.

    “Now is the time to consolidate our progress: support the congress resolutions and the clear threefold agenda of the ULMWP, and refuse Indonesian rule by boycotting the upcoming elections.”

  • The usually festive Christmas season in West Papua was marred by the death of beloved Papua Governor and Chief Lukas Enembe in an Indonesian military hospital on Boxing Day. The author personally witnessed the emotional village scenes of his burial and accuses the Indonesian authorities of driving him to his death through draconian treatment. Today is one year from when Enembe was “kidnapped” by authorities from his home and most Papuans believe the governor never received justice.

    Papuans regard December as both the most sacred and toughest month of the year.

    December holds great significance in West Papua for two distinct reasons. First, the date  December 1 signifies a pivotal national moment for Papuans, symbolising the birth of their nationhood.

    Second, on December 25, the majority of Christian Papuans celebrate the birth of Christ.

    This date embodies the spirit of Christmas every year, characterised by warmth, family gatherings, and the commemoration of Jesus’ birth, which is profoundly revered among Papuans.

    The festive ambiance is heightened by the overlap with the celebration of Papuan independence on December 1, creating a doubly important month for the people.

    Papuans raise the Morning Star flag on December 1 every year to commemorate the birth of a new nation statehood, marked originally in 1961. The month of December is a time of celebration and hope — but it is also tragedy and betrayal, making it psychologically and emotionally the most sensitive month for Papuans.

    If there were an evil force aiming to target and disrupt the heart of Papuan collective identity, December would be the ideal time for such intentions.

    Jakarta accomplished this on 26 December 2023 — Boxing Day as it is known in the West.

    Instead of offering a Christmas gift of redemption and healing to the long-suffering Papuans, who have endured torment from the Indonesian elites for more than 60 years, Jakarta tragically presented them with yet another loss — the death of their beloved leader, former Papua Governor and Chief Lukas Enembe.

    Enembe died at the Indonesian military hospital in Jakarta at 10 am local time.

    In the early hours of Tuesday, December 26, Enembe asked visiting family members to help him stand up from his hospital bed. The next thing he asked was for someone close to him to hug and embrace him.

    Before taking his last breath, Enembe looked around and kissed a family member on the cheek. He died while standing and being embraced by his family.

    A doctor was immediately summoned to attend Chief Enembe. Tragically, it was too late to save him. He was pronounced dead shortly after.

    Since October, he had been receiving treatment at the Indonesian military hospital. He fought courageously both legally and clinically for his life after he was “kidnapped” from his home by the Indonesian Corruption Commission (KPK) and Indonesian security forces on 10 January 2023.

    During his prolonged trial, he was severely ill and in and out of courtrooms and military hospitals. Some weeks after falling in KPK’s prison bathroom, he was rushed to hospital but brought straight back to his prison cell.

    Court hearings were sometimes cancelled due to his severe illness, while at other times, he briefly appeared online. At times, hearings took hours due to insufficient or lack of evidence, or the complexity of the case against him.

    Eventually, Chief Judge Rianto Adam Pontoh and other judges read out the verdict on 19 October 2023, in which he was sentenced to eight years in prison and fined Rp500 million for bribery and gratification related to infrastructure projects in Papua.

    One month after the ruling became legally binding, the judge also enforced an extra fine of Rp19.69 billion.

    He continued to maintain his innocence until the day he died.

    Throughout the proceedings, Enembe asserted that he had never received any form of illicit payment or favour from either businessman cited in the allegations.

    Enembe and his legal team emphasised that none of the testimony of the 17 witnesses called during the trial could provide evidence of their involvement in bribery or gratuities in connection with Lukas Enembe.

    “During the trial, it was proven very clearly that no witness could explain that I received bribes or gratuities from Rijatono Lakka and Piton Enumbi,” Enembe said through his lawyer Pattyona during the hearing.

    In addition to asking for his release, Enembe also asked the judge to unfreeze the accounts of his wife and son which had been frozen when the legal saga began. He said his wife (Yulce Wenda) and son (Astract Bona Timoramo Enembe) needed access to their funds to cover their daily expenses.

    This request remains answered until today.

    Enembe asked that no party criminalise him anymore. He insisted that he had never laundered money or owned a private jet, as KPK had claimed. Enembe’s lawyer also requested that his client’s honour be restored to prevent further false accusations from emerging.

    As Enembe appealed the verdict for justice, he became seriously ill and was admitted to military hospital on October 23. He could nit secure the justice he sought, nor did he receive the medical care he persistently pleaded for.

    Singaporean medical specialist tried to save him
    Within a week of being admitted to the military hospital, his health rapidly deteriorated.

    Upon an emergency family request, Dr Francisco (a senior consultant nephrologist) and Dr Ang (a senior consultant cardiologist from Singapore Royalcare, heart, stroke and cancer) visited Chief Lukas on October 28.

    Under his Singaporean doctors’ supervision, Enembe underwent successful dialysis the next day.

    Enembe’s family requested a second visit on November 15 in carry out treatment for further dialysis and other complications..

    A third visit was scheduled for next week after the doctors were due to return from their holidays. Doctors were in the process of requesting that the chief be transported to Singapore for a kidney transplant.

    The doctors were shocked when they learned of the death of their patient — a unique and strong human being they had come to know over the years — when they returned from holiday.

    In her tribute to the former governor, Levinia Michael, centre manager of the Singapore medical team, said:

    “Mr Governor left us with a broken heart, but he is at eternal peace now. I think he was totally exhausted fighting this year battle with men on earth.”

    Requests for immediate medical treatment rejected
    There have been numerous letters of appeal sent from the chief himself, the chief’s family, lawyers, and his medical team in Singapore to the KPK’s office, the Indonesian president, and the Indonesian human rights commission, all requesting that Enembe be treated before going on trial. They were simply ignored.

    Before his criminalisation in 2022 and subsequent kidnapping in 2023, the torment of this esteemed Papuan leader had already begun, akin to a slow torture like that of a boiling frog.

    He confided to those near him that Jakarta’s treatment was a consequence of his opposition to numerous West Papua policies. His staunch pro-Papuan stance, similar to other leaders before him, ultimately sealed his fate.

    The real cause of the death of this Papuan leader and many others who died mysteriously in Jakarta will never be known, as Indonesian authorities are unlikely to allow an independent autopsy or investigative analysis to determine the real cause of death.

    This lack of accountability and lack of justice only fuels Papuan grievances and strengthens their unwavering commitment to fight for their rights.

    Emotional Papuan responses
    On the morning of December 28, the governor’s body arrived in Port Numbay, the capital of West Papua, or Hollandia during the Dutch era. (Indonesia later renamed the city Jayapura, meaning “city of victory”.)

    As the coffin of the beloved Papuan leader and governor began to exit the airport corridor, chaos erupted. Mourning and upset Papuans attacked the Papua police chief, and the acting governor of Papua, Ridwan Rumasukun’s face was smashed with rocks.

    Papuan tribes of the highland village of Mamit, from where Chief Eneme originates, have asked all Indonesian settlers to pack their belongings and return home. His village’s airstrip was closed and there was a threat to burn an aircraft.

    Thousands marched while burning Indonesian flags and rejecting Indonesian occupation.

    Jayapura and its surroundings completely changed upon his arrival. All shops, supermarkets, malls, and offices were closed. The red-and-white Indonesian flag was flown half-mast.

    The streets, usually heavily congested with traffic emptied. There were almost no Indonesian settlers visible on the streets. Armed soldiers and policemen were visible everywhere, anticipating any possible uprising, creating an eerie atmosphere of dread and uncertainty.

    Despite this, thousands of Papuans commenced their solemn journey, carrying the coffin on foot from Sentani to Koya while flying high West Papua’s Morning Star flag.

    Papuan mourners said goodbye to their governor with a mixture of sorrow and pride — a deep sense of sorrow for his tragic death, but also a sense of pride for what he stood for.

    Papuan mothers, fathers, and youth stood along roadsides waving, holding posters, and bidding farewell. They addressed him as “goodbye son”, “goodbye father”, “good rest chief of Papuan people”, “father of development”, “father of education”, and “most honest and loved leader of Papuan people”.

    The setting mirrored Jesus’ entry into Jerusalem, greeted with palm leaves and resounding hosannas, only to face an unjust trial and execution on a Roman cross.

    At midnight, thousands of Papuans carried the coffin by foot to the chief’s home, and the funeral continued until the next day. About 20,000 people gathered, and not a single Indonesian settler or high Indonesian or security forces official was visible.

    Hundreds of flowers, posters with condolence messages from Indonesian’s highest offices, government departments, NGOs, individual leaders, governors, regencies, ministers, and even President Joko “Jokowi” Widodo himself flooded the chief’s home — which was displayed everywhere from the streets to the walls and fences.

    Finally, on the December 29, Governor and Chief Lukas Enembe was buried next to the massive museum he had built dedicated to West Papua and Russia in honour of his favourite 19th century Russian scientist, anthropologist and humanist, Nicholas Miklouho-Maclay, who sought to save Papuans from European racism and savagery in the Papua New Guinea north-eastern city of Madang in the 1870s.

    Thousands of TikTok videos, YouTube videos, Facebook posts, and other social media outlets have been flooded with many of his courageous speeches, remarks, and other observations made during his leadership.

    Papuans carry leaders’ coffins as sign of respect
    West Papua has had only four other Papuan leaders besides Chief Enembe who have been carried on foot by thousands of Papuans as a sign of honour and respect since Indonesian occupation began in 1963.

    They were Thomas Wainggai in 1996, a prominent West Papua independence advocate; Theys Eluay (2001), killed by Indonesian special forces; Neles Tebay, a Papuan leader who actively sought a peaceful resolution of conflict in West Papua through his Catholic faith and network; and Filep Karma, a prominent West Papuan independence leader and governor.

    When Papuans carry their dead leader by foot chanting, singing, dancing with a Morning Star flag, it means these leaders understood the deepest desire and prayers for Papuans people and that desire and prayer is freedom and independence to West Papua.

    Chief Lukas Enembe’s uniqueness lies in the fact that he was the only Indonesian colonial governor to receive such honour and respect from Papuans. While the other four honoured were not governors, they were active participants in the independence movement in West Papua.

    ‘Act of revenge’ by Jakarta against a courageous Papuan leader
    Jakarta finally accomplished what it had set out to accomplish for decades when Enembe became a threat to Jakarta’s grip on West Papua — to engineer his death.

    A direct assault on Lukas Enembe posed too much risk for Jakarta. Instead, Jakarta systematically criminalised, abducted, subjected him to legal processes, and clinically tortured him until his death on December 26.

    Regardless of how vile and malicious a criminal is in Western nations, if they are injured during their illegal acts, are captured alive or half alive, police, paramedics, and ambulances immediately transport them to a hospital to be treated until they are physically and mentally capable of standing a fair trial.

    This is protected under the western central legal doctrine — a person must be fit for trial.

    Governor and Chief Lukas Enembe was evidently unfit for trial or imprisonment. However, the Indonesian government, using its corruption-fighting institution (KPK), detained an ailing man in prison until he died.

    While Indonesians may see his death as a consequence of kidney failure, to Papuans he was tortured to death like a “boiling frog” much as Jakarta is doing to Papuans in West Papua as a whole.

    In less than 20-50 years from now, indigenous Papuans will be reduced to a point where they will be unable to reclaim their land. The Papuans themselves must unite and fight for their land.

    If the outside world fails to intervene, the fate of the Papuans will be like that of the original indigenous First Nation peoples of Australia, Canada, New Zealand and the United States.

    A door of hope for reclaiming their land is becoming narrower and narrower as Jakarta employs every trick to divide them, control them and eliminate them.

    The Indonesian government is using highly sophisticated means to exterminate Papuans without the Papuans even being aware of it. Those who are aware are being eliminated.

    Chief Lukas Enembe was one of the few leaders who realised Papuans may face this bleak fate.

    On 1 December each year, in cities across Australia and New Zealand, a small group of West Papuan immigrants and refugees and their supporters raise a flag called the Morning Star in an act that symbolises their struggle for self-determination.

    Doing the same thing in their homeland is illegal.

    This year is the 62nd anniversary of the flag being raised alongside the Dutch standard in 1961 as The Netherlands prepared their colony for independence.

    Formerly the colony of Dutch New Guinea, Indonesia controversially took control of West Papua in 1963 and has now divided the Melanesian region into seven provinces.

    In the intervening years, brutal civil conflict is thought to have claimed hundreds of thousands of lives through combat and deprivation, and Indonesia has been criticised internationally for human rights abuses.

    The Morning Star will fly in Ronny Kareni’s adopted hometown of Canberra and will also be raised across the Pacific region and around the world.

    “It brings tears of joy to me because many Papuan lives, those who have gone before me, have shed blood or spent time in prison, or died just because of raising the Morning Star flag,” Kareni, the Australian representative of the United Liberation Movement of West Papua (ULMWP) in Australia told SBS World News.

    ‘Our right to self-determination’
    “Commemorating the anniversary for me demonstrates hope and also the continued spirit in fighting for our right to self-determination and West Papua to be free from Indonesia’s brutal occupation.”

    Indonesia’s diplomats regularly issue statements criticising the act, including when the flag was raised at Sydney’s Leichhardt Town Hall, as “a symbol of separatism” that could be “misinterpreted to represent support from the Australian government”.

    “It’s a symbol of an aspiring independent state which would secede from the unitary Indonesian republic, so the flag itself isn’t particularly welcome within official Indonesian political discourse,” says Professor Vedi Hadiz, an Indonesian citizen and director of the Asia Institute at the University of Melbourne.

    “The raising of the flag is an expression of the grievances they hold against Indonesia for the way that economic and political governance and development has taken place over the last six decades.

    “But it’s really part of the job of Indonesian officials to make a counterpoint that West Papua is a legitimate part of the unitary republic.”

    The history of the Morning Star
    After World War II, a wave of decolonisation swept the globe.

    The Netherlands reluctantly relinquished the Dutch East Indies in 1949, which became Indonesia, but held onto Dutch New Guinea, much to the chagrin of President Sukarno, who led the independence struggle.

    In 1957, Sukarno began seizing the remaining Dutch assets and expelled 40,000 Dutch citizens, many of whom were evacuated to Australia, in large part over The Netherlands’ reluctance to hand over Dutch New Guinea.

    The Dutch created the New Guinea Council of predominantly elected Papuan representatives in 1961 and it declared a 10-year roadmap to independence, adopted the Morning Star flag, the national anthem – “Hai Tanahku Papua” or “Oh My Land Papua” – and a coat-of-arms for a future state to be known as “West Papua”.

    The West Papua flag was inspired by the red, white and blue of the Dutch but the design can hold different meanings for the traditional landowners.

    “The five-pointed star has the cultural connection to the creation story, the seven blue lines represent the seven customary land groupings,” says Kareni.

    The red is now often cited as a tribute to the blood spilt fighting for independence.

    Attending the 1961 inauguration were Britain, France, New Zealand and Australia — represented by the president of the Senate Sir Alister McMullin in full ceremonial attire — but the United States, after initially accepting an invitation, withdrew.

    Cold War in full swing
    The Cold War was in full swing and the Western powers were battling the Russians for influence over non-aligned Indonesia.

    The Morning Star flag was raised for the first time alongside the Dutch one at a military parade in the capital Hollandia, now called Jayapura, on 1 December.

    On 19 December, Sukarno began ordering military incursions into what he called “West Irian”, which saw thousands of soldiers parachute or land by sea ahead of battles they overwhelmingly lost.

    Then 20-year-old Dutch soldier Vincent Scheenhouwer, who now lives on Queensland’s Sunshine Coast, was one of the thousands deployed to reinforce the nascent Papua Volunteer Corps, largely armed with WW2 surplus, arriving in June 1962.

    “The groups who were on patrol found weapons, so modern it was unbelievable, and plenty of ammunition,” he said of Russian arms supplied to Indonesian troops.

    He did not see combat himself but did have contact with the local people, who variously flew the red and white Indonesian or the Dutch flag, depending on who controlled the ground.

    “I think whoever was supplying the people food, they belonged to them,” he said.

    He did not see the Morning Star flag.

    “At that time, nothing, totally nothing. Only when I came out to Australia (in 1970) did I find out more about it,” he said.

    Waning international support
    With long supply lines on the other side of the world and waning international support, the Dutch sensed their time was up and signed the territory over to UN control in October 1962 under the “New York Agreement”, which abolished the symbols of a future West Papuan state, including the flag.

    The UN handed control to Indonesia in May 1963 on condition it prepared the territory for a referendum on self-determination.

    “I’m sort of happy it didn’t come to a serious conflict (at the time), on the other hand you must feel for the people, because later on we did hear they have been very badly mistreated,” says Scheenhouwer.

    “I think Holland was trying to do the right thing but it’s gone completely now, destroyed by Indonesia.”

    The so-called Act Of Free Choice referendum in 1969 saw the Indonesian military round up 1025 Papuan leaders who then voted unanimously to become part of Indonesia.

    The outcome was accepted by the UN General Assembly, which failed to declare if the referendum complied with the “self-determination” requirements of the New York Agreement, and Dutch New Guinea was incorporated into Indonesia.

    “Rightly or wrongly, in the Indonesian imagination, unlike East Timor for example, Papua was always regarded as part of the unitary Indonesian republic because the definition of the latter was based on the borders of colonial Dutch East Indies, whereas East Timor was never part of that, it was a Portuguese colony,” says Professor Hadiz.

    “The average Indonesian’s reaction to the flag goes against everything they learned from kindergarten all the way to university.

    Knee-jerk reaction
    “So their reaction is knee-jerk. They are just not aware of the conditions there and relate to West Papua on the basis of government propaganda, and also the mainstream media which upholds the idea of the Indonesian unitary republic.”

    In 1971, the Free Papua Movement (OPM) declared the “republic of West Papua” with the Morning Star as its flag, which has gone on to become a potent binding symbol for the movement.

    The basis for Indonesian control of West Papua is rejected by what are today fractured and competing military and political factions of the independence movement, but they do agree on some things.

    “The New York Agreement was a treaty signed between the Dutch and Indonesia and didn’t involve the people of West Papua, which led to the so-called referendum in 1969, which was a whitewash,” says Kareni.

    “For the people, it was a betrayal and West Papua remains unfinished business of the United Nations.”

    Raising the flag also raises the West Papua issue on an international level, especially when it is violently repressed in the two Indonesian provinces where there are reportedly tens of thousands of troops deployed.

    “It certainly doesn’t depict Indonesia in very favourable terms,” Professor Vedi says.

    “The problem for the West Papua [independence] movement is that there’s not a lot of international support, whereas East Timor at least had a significant measure.

    ‘Concerns about geopolitical stability’
    “Concerns about geopolitical stability and issues such as the Indonesian state, as we know it now, being dismembered to a degree — I think there would be a lot of nervousness in the international community.”

    Australia provides significant military training and foreign aid to Indonesia and has recently agreed to further strengthen defence ties.

    Australia signed the Lombok Treaty with Indonesia in 2006 recognising its territorial sovereignty.

    “It’s important that we are doing it here to call on the Australian government to be vocal on the human rights situation, despite the bilateral relationship with Indonesia,” says Kareni.

    “Secondly, Australia is a member of the Pacific Islands Forum and the leaders have agreed to call for a visit of the UN Human Rights Commissioner to carry out an impartial investigation.”

    Events are also planned across West Papua.

    “It’s a milestone, 60 years, and we’re still waiting to freely sing the national anthem and freely fly the Morning Star flag so it’s very significant for us,” he says.

    “We still continue to fight, to claim our rights and sovereignty of the land and people.”

    The ULMWP held its first ever congress in Jayapura this week, which was attended by 5000 indigenous West Papuans from all seven regions.

    The congress was called in response to the ULMWP leaders’ summit in Port Vila where the leaders’ announcement that they had unilaterally dissolved the ULMWP provisional government angering many.

    “The ULMWP has officially restored the term ‘provisional government’ which had been removed through the unconstitutional process that took place at the ULMWP Summit-II in Port Vila, Vanuatu [in August],” UNMWP congress chairman-elect Buchtar Tabuni said.

    At the meeting, Reverend Edison Waromi was elected as prime minister and Diaz Gwijangge, S. Sos as head of the Judiciary Council.

    Tabuni said that the appointment of executive, legislative and judicial leadership as well as the formation of constitutional and ad hoc bodies would be for five years — from 2023 until 2028 — as stipulated in the ULMWP constitution.

    Honoured by election
    Wenda, who is based in the United Kingdom and well-known across the South Pacific, stepped down as ULMWP leader and Menase Tabuni was appointed as president.

    Menase Tabuni’s election was planned for ULMWP to maintain its presence and solidarity with the Papuan people on the ground.

    “We must do this from within West Papua as well as campaigning in the international community,” he said at the time.

    Wenda said he was honoured to have been elected as the ULMWP president at this “historic congress” in Port Numbay (Jayapura).

    He said he and Reverend Waromi took their mandate from the people very seriously and together they would continue to work to free their people.

    “I have always represented the people of West Papua, but true representation comes from election,” he said in a statement before the election.

    “The people are demanding a choice, and we must listen.”

    The referendum on the indigenous Voice in Australia last Saturday was an historic event. Australians were asked to vote on whether to recognise Aboriginal and Torres Strait Islander peoples as the First Peoples of Australia in the Constitution through an indigenous Voice.

    The voters were asked to vote “yes” or “no” on a single question:

    “A Proposed Law: to alter the Constitution to recognise the First Peoples of Australia by establishing an Aboriginal and Torres Strait Islander Voice.

    “Do you approve this proposed alteration?”

    The Voice was proposed as an independent, representative body for First Nations peoples to advise the Australian Parliament and government, giving them a voice on issues that affect them.

    Here are some key points:

    • The proposal was to recognise Indigenous Australians in the Constitution by creating a body to advise Parliament, known as the “Voice”.
    • The “Voice” would be an independent advisory body. Members would be chosen by First Nations communities around Australia to represent them.
    • The “Voice” would provide advice to governments on matters relating to Aboriginal and Torres Strait Islander people, such as health, education, and housing, in the hope that such advice will lead to better outcomes.
    • Under the Constitution, the federal government already has the power to make laws for Indigenous people. The “Voice” would be a way for them to be consulted on those laws. However, the government would be under no obligation to act on the advice.
    • Indigenous people have called for the “Voice” to be included in the Constitution so that it can’t be removed by the government of the day, which has been the fate of every previous indigenous advisory body. It is also the way indigenous people have said they want to be recognised in the constitution as the First Nations with a 65,000-year connection to the continent — not simply through symbolic words.

    It was necessary for a majority of voters to vote “yes” nationally, as well as a majority of voters in at least four out of six states, for the referendum to pass.

    Unfortunately, it was rejected by the majority with more than 60 percent with the vote still being counted. In all six states and the Northern Territory, a “No” vote was projected.

    According to the ABC, a majority of voters in all six states and the Northern Territory voted against the proposal.

    New South Wales
    81.2 percent counted, 1.81 million voted yes (40.5 percent) and 2.67M million voted no (59.5 percent).

    Victoria
    78.5 percent counted, 1.56 million voted yes (45.0 percent), and 1.91 million voted no (55.0 percent).

    Tasmania
    82.7 percent counted, 134,809 voted yes (40.5 percent), and 198,152 voted no (59.5 percent).

    South Australia
    79.1 percent counted, 355,682 voted yes (35.4 percent), 648,769 voted no (64.6 percent).

    Queensland
    74.3 percent counted, 835,159 voted yes (31.2 percent), 1.84 million voted no (68.8 percent).

    Western Australia
    75.3 percent counted, 495,448 voted yes (36.4 percent), and 866,902 voted no (63.6 percent).

    Northern Territory
    63.4 percent counted, 37,969 voted yes (39.5 percent), and 58,193 voted no (60.5 percent).

    ACT
    82.8 percent counted, 158,097 voted yes (60.8 percent), and 102,002 voted no (39.2 percent).

    In addition to being viewed as divisive along racial lines, concerns about how the Voice to Parliament would work (whether indigenous Australians would be given greater power) and uncertainties about how the new body would result in meaningful change for indigenous Australians contributed to the rejection.

    Australia has held 44 referendums since its founding in 1901. However, the referendum on the Indigenous Voice to Parliament in 2023 was the first of its kind to focus specifically on Indigenous Australians.

    As part of a broader push to establish constitutional recognition of Indigenous Australians, the Voice proposal was seen as a significant step towards reconciliation and was the result of decades of indigenous advocacy and work.

    A key turning point came in 2017 when 250 Aboriginal and Torres Strait Islander delegates from across the country met at Uluru for the First Nations’ National Constitutional Convention. The proposal, known as the Voice, sought to recognise Indigenous people in Australia’s constitution and establish a First Nations body to advise the government on issues affecting their communities.

    However, the Voice proposal was not unanimously accepted. In the course of the campaign, intense conflict and discussion ensued between supporters and opponents, resulting in what supporters viewed as a tragic outcome, while the victorious opponents celebrated their victory.

    The support of Oceania’s indigenous leaders
    Pacific Islanders expressed their views before the referendum on the Voice to Parliament.

    Henry Puna, Secretary-General of the Pacific Islands Forum, said that Australia’s credibility would be boosted on the world stage if the yes vote won the Indigenous voice referendum. He stated that it would be “wonderful” if Australia were to vote yes, because he believed it would elevate Australia’s position, and perhaps even its credibility, internationally.

    The former Foreign Minister of Vanuatu (nd current Climate Change Minister), Ralph Regevanu, warned Australia’s reputation would plummet among its allies in the Pacific if the Voice to Parliament was defeated.

    These views indicate the potential impact of the voice referendum on Australia’s relationship with Pacific Island nations, which it often refers to as “its own backyard”.

    Division, defeat and impact
    A tragic aspect of the Voice proposal is the fact that not only were Australian settlers divided about it, but even worse, indigenous leaders themselves, who were in a position to bring together a fragmented and tormented nation, were at odds with each other — including full-on verbal wars in media.

    While their opinions on the proposal were divided, some had practical and realistic ideas to address the problems faced by indigenous communities in remote towns. Others proposed a treaty between settlers and original indigenous people.

    There are also those who advocate for a strong political recognition within the nation’s constitutional framework.

    Despite these divisions among indigenous leaders, the referendum on Voice represents a significant milestone in the ongoing indigenous resistance that spans over 200 years.

    It is a resistance that began on January 26, 1788, when the invasion began (Pemulwuy’s War), and continued through various milestones such as the 1937 Petition for citizenship, land rights, and representation, the 1938 Day of Mourning, the 1963 Yirrkala bark petitions, the 1965 Freedom Rides, and the establishment of the Aboriginal Tent Embassy in Canberra in 1972.

    It further extended to 1990-2005 with the Aboriginal and Torres Strait Islander Commission (ATSIC), the 1991 Song Treaty by Yothu Yindi, Eddie Mabo overturning terra nullius in 1992, Kevin Rudd’s 2008 apology, and the Uluru Statement from the Heart until the recent defeat of the Voice Referendum in 2023.

    A dangerous settlers’ myth and its consequences
    The modern nation of Australia (aged 235 years) has been shaped by one of European myths: “Terra Nullius”, the Latin term for “nobody’s land”. This myth was used to describe the legal position at the time of British colonisation.

    Accordingly, the land had been deemed as terra nullius, which implies that it had belonged to no one before the British Crown declared sovereignty over it.

    Eddy Mabo: A Melanesian Hero
    An indigenous Melanesian, Eddy Mabo, overturned this myth in 1992, known as “the Mabo Case,” which recognised the land rights of the Meriam people and other indigenous peoples.

    The Mabo Case resulted in significant changes in Australian law in several areas. One of the most notable changes was the overturning of the long-standing legal fiction of “terra nullius,” which posited that Australia was unpopulated (no man’s land) at the time of British colonisation.

    In this decision, the High Court of Australia recognized the legal rights of Indigenous Australians to make claims to lands in Australia. It marked a historic moment, as it was the first time that the law acknowledged the traditional rights of Aboriginal and Torres Strait Islander peoples. In addition, the Mabo Case contributed directly to the establishment of the Native Title Act in 1993.

    Even though these changes are significant, debates persist regarding the state of indigenous Australians under colonial settlement.

    Indigenous leaders need to see a big picture
    The recent referendum on the Voice sparked heated debates on a topic that has long been a source of contention: the age-old battle of “my country versus your country, my mob versus your mob, I know best versus you know nothing.”

    While it’s important to celebrate and protect cultural diversity and the unique perspectives it brings, it’s equally important to recognise that British settlers didn’t just apply the myth of terra nullius to a select few groups or regions — they applied it to all areas inhabited by indigenous peoples, treating them as a single, homogenous entity.

    This means that any solution to indigenous issues must be rooted in a collective, unified voice, rather than a patchwork of fragmented groups.

    Indigenous leaders need to prioritise the creation of a unified front among themselves and mobilise their people before seeking support from Australians. Currently, they are engaging in competition, outdoing each other, and fighting over the same issue on mainstream media platforms, indigenous-run media platforms, and social media.

    This approach is reminiscent of the “divide, conquer, and rule” strategy that the British effectively employed worldwide to expand and maintain their dominion. This strategy has historically caused harm to indigenous nations worldwide, and it is now harming indigenous people because their leaders are fighting among themselves.

    It is important to note that this does not imply a rejection of every distinct indigenous language group, clan, or tribe. However, it is crucial to recognise that indigenous peoples throughout Oceania were viewed through a particular European lens, which scholars refer to as “Eurocentrism”.

    This “lens” is a double-edged sword, providing semantic definition and dissection power while also compartmentalising based on a hierarchy of values. Melanesians and indigenous Australians were placed at the bottom of this hierarchy and deemed to be of no historical or cultural significance.

    This realisation is of utmost importance for the collective attainment of redemption, unity and reconciliation.

    The larger Australian indigenous’ cause
    From Vasco Núñez de Balboa’s momentous crossing of the Isthmus of Panama to Ferdinand Magellan’s pioneering Spanish expedition across the Pacific Ocean in 1521, and Abel Janszoon Tasman’s remarkable exploration of Tasmania, Australia, New Zealand, and Fiji, to James Cook’s renowned voyages in the Pacific Ocean between 1768 and 1779, the indigenous peoples of Oceania have endured immense suffering and torment as a consequence of the European scramble for these territories.

    The indigenous peoples of Oceania were forever scarred by the merciless onslaught of European maritime marauders. When the race for supremacy over these unspoiled regions unfolded, their lives were shattered, and their communities torn asunder.

    The web of life in Australia and Oceania was severely disrupted, devalued, rejected, and subjected to brutality and torment as a result of the waves of colonisation that forcefully impacted their shores.

    The colonisers imposed various racial prejudices, civilising agendas, legal myths, and the Discovery doctrine, all of which were conceived within the collective conceptual mindset of Europeans and applied to the indigenous people.

    These actions have had a lasting and fatalistic impact on the collective indigenous population in Australia and Oceania, resulting in dehumanisation, enslavement, genocide, and persistent marginalisation of their humanity, leading to unwarranted guilt for their mere existence.

    The European collective perception of Oceania, exemplified by the notion of terra nullius, has resulted in numerous transgressions of indigenous laws, customs, and cosmologies, affecting every aspect of life within the entire landscape. These violations have led to the loss of land, destruction of language, erasure of memories, and imposition of British customs.

    Furthermore, indigenous peoples were forcibly relocated to concentration camps, missions, and reserves.

    The Declaration received support from a total of 144 countries, with only four countries (which have historically displaced indigenous populations through settler occupation) voting against it — Australia, Canada, New Zealand and the United States.

    However, all four countries subsequently reversed their positions and endorsed the Declaration. It should be noted that while the Declaration does not possess legal binding force, it does serve as a reflection of the commitments and responsibilities that states have under international law and human rights standards.

    The challenges and concerns confronting indigenous communities are undeniably more severe and deplorable than the current “yes or no” referendum. It is imperative for the entire nation, including indigenous leaders, to acknowledge the profound extent of the Indigenous human tragedy that extends beyond the divisive binary.

    Old and new imperial vultures
    Similar to the European vultures that once encircled Oceania centuries ago, partitioned its territories, subjugated its people, conducted bomb experiments, and eradicated its population in Tasmania, the present-day vultures from the Eastern and Western regions exhibit comparable behaviours.

    It is imperative for indigenous leaders hailing from Australia, Melanesia, Polynesia, and Micronesia to unite and demand that the colonial governments be held responsible for the multitude of crimes they have perpetrated.

    Message to divided indigenous leaders
    Simply assigning blame to already fragmented, tormented, and highly marginalised Indigenous communities, and endeavouring to empower them solely through a range of government handouts and community-based development programs, will not be adequate.

    Because the trust between indigenous peoples and settlers has been shattered over centuries of abuse, deeply impacting the core of Indigenous self-image, dignity, and respect.

    My personal experience in remote indigenous communities
    I am a Papuan who came to Australia over 20 years ago to study in the remote NSW town of Bourke. I lived, studied, and worked at a small Christian College called Cornerstone Community.

    During my time there, I was adopted by the McKellar clan of the Wangkumara Tribe in Bourke and worked closely with indigenous communities in Bourke, Brewarrina, Walgett, Cobar, Wilcannia, and Dubbo.

    Unfortunately, my experiences in these places left me traumatised.

    These communities have become so broken. I found myself succumbing to depression as a result of the distressing experiences I witnessed. It dawned upon me being “blackfella” — Papuan indigenous descent — was and still consistently subjected to similar mistreatment regardless of location.

    This realisation instilled within me a sense of guilt for my own identity, as I was constantly made feel guilty of who I was. Tragically, a significant number of the young indigenous whom I endeavoured to aid and guide through diverse community and youth initiatives have either been incarcerated or committed suicide.

    West Papua, my home country, is currently experiencing a genocide due to the Indonesian settler occupation, which is supported by the Australian government. This is similar to what indigenous Australians have endured under the colonial system of settlers.

    Indigenous Australians in every region, town, and city face a complex and diverse set of issues, which are unique, tragic, and devastating. These issues are a result of how the settler colony interacted with them upon their arrival in the country.

    Nevertheless, the indigenous people were not subjected to centuries of abuse and mistreatment solely based on their tribal affiliations. Rather, they were targeted by the settler government as a collective, disregarding the diversity among indigenous groups.

    This included the indigenous people from Oceania, who have endured dehumanisation and racism as a result of colonisation.

    It is imperative to acknowledge that the resolution of these predicaments cannot be attained by a solitary leader representing a particular group. The indigenous leaders need a unified vision and strategy to combat these issues.

    All indigenous individuals across the globe, including Australia, New Zealand, Oceania, and West Papua, are afflicted by the same affliction. The only distinguishing factor is the degree of harm inflicted by the virus, along with the circumstances surrounding its occurrence.

    A paradigm shift
    Imagine a world where indigenous peoples in Australia and Oceania reclaim their original languages and redefine the ideas, myths, and behaviours displayed on their land with their own concepts of law, morality, and cosmology. In this world, I am confident that every legal product, civilisational idea, and colonial moral code applied to these peoples would be deemed illegal.

    It is time to empower indigenous voices and perspectives and challenge the oppressive systems that have silenced them for far too long.

    Commence the process of renaming each island, city, town, mountain, lake, river, valley, animal, tree, rock, country, and region with their authentic local languages and names, thereby reinstating their original significance and worth.

    However, in order to accomplish this, it is imperative that indigenous communities are granted the necessary authority, as it is ultimately their power that will reinforce such transformation. This power does not solely rely on weapons or monetary resources, but rather on the determination to preserve their way of life, restore their self-image, and demand the recognition of their dignity and respect.

    Last Saturday’s No Vote tragedy wasn’t just about the majority of Australians rejecting it. It was a heartbreaking moment where indigenous leaders, who should have been united, found themselves fiercely divided.

    Accusations were flying left and right, targeting each other’s backgrounds, positions, and portfolios. This bitter divide ended up gambling away any chance of redemption and reconciliation that had reached such a high national level.

    It was a devastating blow to the hopes and aspirations for a better world for one of the most disadvantaged originals continues human on this ancient timeless continent — Australia.

    The state of civic space in Indonesia has been rated as “obstructed” in the latest CIVICUS Monitor report.

    The civic space watchdog said that ongoing concerns include the arrest, harassment and criminalisation of human rights defenders and journalists as well as physical and digital attacks, the use of defamation laws to silence online dissent and excessive use of force by the police during protests, especially in the Papuan region.

    In July 2023, the UN Special Adviser on the Prevention of Genocide, Alice Wairimu Nderitu, expressed concerns regarding the human rights situation in the West Papua region in her opening remarks during the 22nd Meeting of the 53rd Regular Session of the Human Rights Council in Geneva.

    She highlighted the harassment, arbitrary arrest and detention of Papuans, which had led to the appropriation of customary land in West Papua.

    She encouraged the Indonesian government to ensure humanitarian assistance and engage in “a genuine inclusive dialogue”.

    In August 2023, human rights organisations called on Indonesia to make serious commitments as the country sought membership in the UN Human Rights Council for the period 2024 to 2026.

    Among the calls were to ratify international human rights instruments, especially the International Convention for the Protection of All Persons from Enforced Disappearance (ICPPED), to provide details of steps it will take to implement all of the supported recommendations from the Universal Periodic Review (UPR) and to fully cooperate with the Special Procedures of the Council.

    Call to respect free expression
    The groups also called on the government to ensure the respect, protection and promotion of the rights to freedom of expression, peaceful assembly and association, for clear commitments to ensure a safe and enabling environment for all human rights defenders, to find a sustainable solution for the human rights crisis in Papua and to end impunity.

    In recent months, protests by communities have been met with arbitrary arrests and excessive force from the police.

    The arbitrary arrests, harassment and criminalisation of Papuan activists continue, while an LGBT conference was cancelled due to harassment and threats.

    Human rights defenders continue to face defamation charges, there have been harassment and threats against journalists, while a TikTok communicator was jailed for two years over a pork video.

    Ongoing targeting of Papuan activists
    Arbitrary arrests, harassment and criminalisation of Papuan activists continue to be documented.

    According to the Human Rights Monitor, on 5 July 2023, four armed plainclothes police officers arrested Viktor Makamuke, a 52-year-old activist of the United Liberation Movement for West Papua (ULMWP), a pro-independence movement.

    He was subsequently detained at the Sorong Selatan District Police Station where officers allegedly coerced and threatened Makamuke to pledge allegiance to the Unitary State of the Republic of Indonesia (NKRI).

    A week earlier, Makamuke and his friend had reportedly posted a photo in support of ULMWP full membership in the Melanesian Spearhead Group (MSG) — an intergovernmental organisation composed of the four Melanesian states.

    Shortly after the arrest, the police published a statement claiming that Makamuke was the commander of the West Papua National Liberation Army (TPNPB) — an armed group — in the Bomberai Region.

    The Human Rights Monitor reported that members of the Yahukimo District police arbitrarily arrested six activists belonging to the West Papua National Committee (KNPB) in the town of Dekai, Yahukimo Regency, on 6 July 2023.

    KNPB is a movement promoting the right to self-determination through peaceful action and is one of the most frequently targeted groups in West Papua.

    The activists organised and carried out a collective cleaning activity in Dekai. The police repeatedly approached them claiming that the activists needed official permission for their activity.

    Six KNPB activists arrested
    Subsequently, police officers arrested the six KNPB activists without a warrant or justifying the arrest. All activists were released after being interrogated for an hour.

    On 8 August 2023, three students were found guilty of treason and subsequently given a 10-month prison sentence by the Jayapura District Court.

    Yoseph Ernesto Matuan, Devio Tekege and Ambrosius Fransiskus Elopere were charged with treason due to their involvement in an event held at the Jayapura University of Science and Technology (USTJ) in November 2022, where they waved the Morning Star flag, a banned symbol of Papuan independence.

    Their action was in protest against a planned peace dialogue proposed by the National Commission on Human Rights (Komnas HAM).

    According to Amnesty International Indonesia, between 2019 and 2022 there have been at least 61 cases involving 111 individuals in Papua who were charged with treason.

    At least 37 supporters of the West Papua National Committee (KNPB) were arrested in relation to peaceful demonstrations to commemorate the 1962 New York Agreement in the towns Sentani, Jayapura Regency and Dekai, Yahukimo Regency, on 14 and 15 August 2023.

    Allegations of police ill-treatment
    There were also allegations of ill-treatment by the police.

    On 2 September 2023, police officers detained Agus Kossay, Chairman of the West Papua National Coalition (KNPB); Benny Murip, KNPB Secretary in Jayapura; Ruben Wakla, member of the KNPB in the Yahukimo Regency; and Ferry Yelipele.

    The four activists were subsequently detained and interrogated at the Jayapura District Police Station in Doyo Baru. Wakla and Yelipele were released on 3rd September 2023 without charge.

    Police officers reportedly charged Kossay and Murip under Article 160 and Article 170 of the Indonesian Criminal Code (KUHP) for “incitement”.

    The Indonesian People’s Front for West Papua (FRI-WP) and the Papuan Student Alliance (AMP) have denounced the Rome Agreement of 30 September 1962 as “illegal” during protest speeches marking the 61st anniversary last Saturday.

    The groups gathered at several places throughout Indonesia to hold peaceful protests and speeches.

    The protesters held a public discussion and protest in Yogyakarta, Lombok, West Nusa Tenggara, Ternate, East Java and North Maluku.

    Some protesters were met by hardliner groups of Indonesians who claimed they were supported and protected by the Indonesian police.

    The Facebook page of AMP reports that peaceful demonstrations were also scheduled for September 30 in Kupan city but were obstructed by Garuda reactionaries, known as ORMAS (Civic Organisation Group) and police officers.

    Some conversations were extremely racist, indicating that both the police and state are still maintaining a policy of racism.

    Protests such as these are not unusual. Papuan students and their Indonesian supporters do this annually in order to draw attention to Indonesia’s illegal occupation of West Papua, which violates international law and the UN Charters on self-determination and decolonisation.

    This time, the protest was over the Rome Agreement.

    In 2021, an attempt to stage a protest in front of the US Embassy in central Jakarta was also made, but 17 AMP Papuan students were arrested.

    What the protests are against
    These protests across Indonesia may be dismissed by mainstream media as insignificant. But for Papuans, they are actually most significant.

    The theme is protesting against what Papuans see as the “genesis” of a betrayal with lies, deceit, and manipulation by powerful international actors that sealed Papua’s fate with Indonesia.

    This set a stage of gross human rights violations and exploitation of West Papua’s natural resources, which has been going on since these agreements were signed.

    They were treaties, agreements, discussions, and decisions concerning West Papua’s future made by state and multinational actors without Papuan input — ultimately leading to West Papua’s “destruction”.

    According to the AMP, the agreement between the Netherlands, Indonesia, the United Nations (UN) and the United States was manipulated to gain control over Papua, reports Suara Kalbar.

    The AMP Papuan students and their Indonesian solidarity groups stated that the September 1962 Rome Agreement, followed by the signing of the New York Agreement on August 15, 1962, was reached without the involvement of any representatives of the Papuan people.

    The protesters’ highlighted these flaws of the Rome Agreement that:

    1. The Act of Free Choice to be delayed or cancelled;
    2. “Musyawarah” (a form of Indonesian consensus building) be used rather than one-person-one-vote;
    3. The UN report to the UNGA be accepted without debate;
    4. Indonesia would rule West Papua for 25 years after 1963;
    5. The US could exploit natural resources in partnership with Indonesian state companies; and
    6. The US would underwrite an Asian Development Bank grant for US$30 million and guarantee World Bank funds for a transmigration programme beginning in 1977.

    The agreement signed by Indonesia, the Netherlands and the United States was a very controversial with 29 articles stipulating the New York agreement, which regulates 3 things, where articles 14-21 regulate self-determination based on the international practice of one person one vote; and articles 12 and 13 governing the transfer of the administration from the United Nations Temporary Executive (UNTEA) to Indonesia.

    Thus, this agreement allowed Indonesia’s claim to the land of Papua, which had been carried out after the transfer of control of West Papua from Dutch to Indonesia through UNTEA on 1 May 1963.

    West Papua ‘conditioned’
    The student protesters argued that prior to 1963 Indonesia had already conditioned West Papua by conducting military operations and suppressing the pro-independence movement, reports Koran Kejora.

    Ironically, the protesters say, even before the process of self-determination was carried out on 7 April 1967, Freeport, the state-owned “mining company of American imperialism”, had signed its first contract with Indonesia.

    This meant that West Papua had already been claimed by Indonesia through Freeport’s first contract two years before the Act of Free Choice was conducted, reports Koran Kehora.

    The Act of Free Choice itself “was a sham”, only 1025 out of 809,337 Papuans with the right to vote had been quarantined or voted, and only 175 of them voiced their opinion, protesters said.

    Despite its undemocratic nature, terror, intimidation, manipulation, and gross human rights violations, with the implementation of the Act of Free Choice, Indonesia legitimised its illegal claim to West Papua.

    Igin Kogoya, a coordinator for AMP and Indonesian supporters in Malang, said in a media release that Indonesia did not carry out the agreement in accordance with the New York Agreement, reports Jubi.

    Instead, Indonesia uses a variety of military operations to condition the region and suppress the independence movement of West Papuans.

    “Therefore, before the self-determination process was carried out in 1969, Freeport, the imperialist state-owned mining company of the United States, signed its first contract of work with the Indonesian government illegally on 7 April 1967.”

    Early Freeport mine deal
    Naldo Wasiage of AMP Lombok and Benjos of FRI-WP Lombok claimed colonial Indonesia had made claims to the West Papua region with Freeport’s first contract two years before the Act of Free Choice was passed.

    Today, Indonesia’s reform, terror, intimidation, and incarceration, as well as the shootings and murders of Papuans, still occurring.

    The human rights of the Papuan people are insignificant and hold no value for Indonesia.

    The Military Operation Area was implemented throughout West Papua before and after the illegal Act of Free Choice. This clearly demonstrates that Indonesia’s desire to colonise West Papua until the present.

    When asked about the Rome Agreement, Andrew Johnson, an Australian who has been researching international documents and treaties related to West Papua’s “betrayal”, said:

    In order to invest billions of dollars in looting West Papua, Freeport would need assurances that Indonesia would be able to deliver access to the region. A Rome Agreement-type document would provide this assurance.

    Victor Yeimo: Unveiling the atrocities
    After being released from the Indonesian legal system and prison on 23 September 2023, Victor Yeimo addressed thousands of Papuans in Waena Jayapura by saying:

    The Papuan people have long suffered under a dehumanising paradigm, which denies our inalienable rights to be human in our own land.

    Yeimo said that the Papuan people in West Papua were systematically excluded from any decision-making processes that shaped their own future.

    Jakarta’s oppressive control led to arbitrary policies and laws imposed on West Papuans, disregarding their voices and aspirations. This exclusion highlighted the colonisers’ desire to maintain control and dominance, he said.

    The ratification of Special Autonomy, Volume II, serves as an example of Jakarta’s deception. The Papuan People’s Council (MRP), entrusted with representing the special autonomy law, was sidelined, rendering their role meaningless.

    Jakarta’s military intervention further emphasised the denial of Papuan rights.

    The expansion of five new autonomous provinces in West Papua deepens the marginalisation of indigenous Papuans. This move reinforces the grip of Indonesian colonialism, eroding the cultural identity of the Papuan people.

    Jakarta’s tactics, supported by state intelligence and collaboration with local elites, legitimised its oppressive control, Yeimo said.

    The state intelligence agency (BIN) in Jakarta manipulated conflict between Papuan groups and tribes to perpetuate hostility and division. By sowing seeds of discord, the colonisers sought to weaken the collective strength of the Papuan people and divert their attention away from their own oppressive actions.

    Under Indonesian colonial rule, property, wealth and position held little significance for the Papuan people, Yeimo said.

    Relying on hollow promises and pseudo-offers from the oppressors would never lead to justice, welfare, or peace. It was time to reject the deceptive allure of colonialism and focus on reclaiming autonomy and dignity, Yeimo told his people.

    Embracing nationalistic ideals was crucial in the Papuan struggle for liberation. Indigenous Papuans must question their own participation in Indonesian colonialism.

    Working for the colonisers as bureaucratic elites or bourgeois elites does not uphold their humanity or dignity. It is time to reclaim their autonomy and fight for their freedom.

    Director Latifah Anum Siregar of the Democracy Alliance for Papua (ALDP) has emphasised the importance of raising awareness about human rights violations in Papua during a discussion at the launch of five Jubi Documentary films.

    The event took place at the St. Nicholaus Ambassador of Peace Study House in Jayapura City last Wednesday.

    Jubi Documentary released five new films about Papua at the end of last month —  When the Microphone Turns On; Pepera 1969: Democratic Integration?; Black Pearl of the Field General; My Name is Pengungsi; and Voices from the Grime Valley.

    They were launched in three cities at once in Jayapura, Yogyakarta, and Jakarta.

    Siregar said these documentaries were not meant for mere entertainment but should serve as a platform for everyone, especially young students, to speak out against human rights violations in Papua.

    Former football giant Persipura captain Fernando Fairyo, who was also present at the launch event, said how emotionally impactful the documentary Black Pearl of the Field General was for him.

    He shed tears while watching the film, which highlighted the history of Persipura’s journey and invoked mixed emotions of joy and sadness.

    Creative funding search
    Fairyo said there was a need for Persipura to focus on strengthening the team, and he urged creative management to find funds beyond sponsorship from PT Freeport Indonesia and Bank Papua.

    The five documentaries were produced over two years by Jubi Documentary, a branch of Jubi media based in Jayapura City. These films share a common theme of humanity and the repercussions of human rights violations in Papua.

    Watchdoc, an audio-visual production house founded by Andhy Panca Kurniawan and Dandhy Dwi Laksono in 2009, supervised the production of the films.

    Watchdoc is renowned for its social justice-themed documentaries and received the 2021 Ramon Magsaysay Award in the “Emergent Leadership” category.

    Voices from the Grime Valley, directed by Angela Flassy, explores the social consequences of forest clearing for oil palm plantations in Keerom Regency and Jayapura Regency, both located in Papua Province.

    Black Pearl of the Field General, directed by Maurids Yansip, narrates the story of the Persipura football team as a symbol of pride and identity for Papuans, its achievements, and its current struggle to regain a spot in League 1.

    The launch event included discussions with the filmmakers and experts, providing a platform for in-depth exploration of the documentary topics.

    The Indonesia Art Movement has collaborated with the Monj Hen Wani Community and environmental advocates in Papua to organise the “Arumbay Tonotwiyat” — the Women’s Forest People’s Party.

    The event took place beneath the lush canopy of Enggros village’s mangrove forest Abepura District, Jayapura City last weekend.

    Arumbay Tonotwiyat was a multifaceted celebration that blended art, culture and environmental conservation.

    This gathering was a tribute to nature and the preservation of cultural heritage.

    It was also a commitment to fostering harmony between humanity and the natural world.

    Rumah Bakau Jayapura, Kampung Dongeng Jayapura, Forum Indonesia Muda Jayapura, Sangga Uniyap, and representatives from Cenderawasih University and ISBI Tanah Papua, and Papua Natural Resources Conservation Agency (BKSDA) supported the event.

    The “forest party” engaged a wide range of participants, including children, teenagers, and adults.

    Beach clean-up
    The event started with a beach clean-up initiative at Cibery Beach, organised by Petronela.

    This cleanup effort was a “demonstration of environmental love”, said the organisers.

    It acknowledged the persistent issue of marine debris washing ashore during the rainy season.

    Following the cleanup, participants were treated to a tour of Youtefa Bay, where they witnessed a performance by children from Tobati-Enggros village.

    This performance depicted the story of a mangrove forest tainted by garbage and waste originating from Nafri Village, Hamadi Beach, and the Acai River.

    Subsequently, the participants were guided to the Women’s Forest in Enggros, an area accessible only to women.

    Here, women sought food sources to meet their household needs while also sharing their domestic concerns.

    Women’s Forest ‘off-limits’
    The Women’s Forest is off-limits to men and any breach of this custom incurs penalties, typically in the form of jewelry or other items.

    Mama Ani — “Mother Ani” — explained that men were not permitted to enter the forest while women were foraging for food, as women in the forest swam naked.

    Within the mangrove forest, women typically gathered clams, crabs, shrimps, and fish as sources of sustenance.

    However, men can enter the forest in the absence of women, usually in search of dried mangrove wood for firewood.

    Orgenes Meraudje, the former head of Enggros Village and a prominent community leader, said women also visited the Women’s Forest to share their domestic experiences.

    However, these stories remained within the forest, not to be brought back home.

    For the women of Enggros-Tobati beach, the forest holds sacred significance, and they foraged unclothed for their household necessities.

    Protecting Women’s Forest
    Yehuda Hamokwarong, a lecturer at Cenderawasih University who attended the event, stressed the importance of protecting the Women’s Forest.

    “The forest served as an educational hub, imparting knowledge and survival skills to Enggros-Tobati women, encompassing practical skills, ethics, and morals,” she said.

    “The Women’s Forest represented not only the lungs of the world but also a profound emblem of feminine identity.”

    In addition to the Women’s Forest, there is a designated area called “para-para”, a sort of hall exclusive for men, and women were prohibited from entering.

    Any woman entering this area would face customary fines.

    Members of Indonesia’s Nduga District Police and the Damai Cartenz Police Task Force have raided a residential house and the local head office of the Papuan Tabernacle Church (Kingmi Papua) in the town of Kenyam, Nduga Regency, Papua Pegunungan Province, reports Human Rights Monitor.

    Before raiding the Kingmi Papua office on September 17, the police officers arbitrarily arrested Melince Wandikbo, Indinwiridnak Arabo, and Gira Gwijangge in their home in Kenyam.

    They were tortured and forced to reveal the names of people who had attended a recent burial of several members of the West Papua National Liberation Army (TPNPB).

    After one of the suspects mentioned the name of Reverend Urbanus Kogeya, the police officers searched the Kingmi Papua Office in Kenyam.

    They arrested three other Papuans without showing a warrant. Police officers reportedly beat them during arrest and subsequent detention at the Nduga District police headquarters.

    Everybody detained were later released due to lack of evidence.

    Local Kingmi Papua church leaders and congregation members slept inside the Kingmi head office that night because they were preparing for a church event.

    Around 11:30 pm, the police officers forcefully entered the office, breaking the entrance door.

    Excessive force
    According to the church leaders, the officers used excessive force against the suspects and the office facilities during the raid. Nine people suffered injuries as a result of police violence during the raid at the Kingmi Papua office — including an 85-year-old man and four women.

    As Reverend Nataniel Tabuni asked the officers why they had come at night and broken the entrance door, a police officer approached him and punched him three times in the face.

    According to Reverend Tabuni, one of the police officers ssaid: “You are the Church of Satan, the Church of Terrorists! You are supporting Egianus Kogeya [TPNPB Commander in Nduga] under the pretext of praying.”

    The acts of torture were witnessed by the head of Nduga Parliament (DPRD), Ikabus Gwijangge.

    He reached the Kingmi Papua Office around 11:45 pm after hearing people shouting for help.

    As Gwijangge saw the police officers beating and kicking suspects, he protested the use of excessive force and called on the officers to follow procedure.

    ‘I’ll come after you’
    A Damai Cartenz officer reportedly pointed his finger at Gwijangge and threatened him, saying: “Stupid parliamentarian. I’ll come after you! Wherever you go, I will find out where you are. I’ll chase you!”

    Another police officer pushed Gwijangge outside the building to prevent him from witnessing the police operation. After that, the police officers searched all the office rooms and broke another office door.

    The Nduga police chief (Kapolres), Commissioner Vinsensius Jimmy, has apologised to the local church leaders for the misconduct of his men.

    The victims demanded that the perpetrators be processed according to the law.

    Congregation members in Kenyam carried out a spontaneous peaceful protest against the police raid and violence against four Kingmi Papua pastors.

    Former Papuan Governor Lukas Enembe has presented his case for the defence, denying the corruption and bribery charges against him, with the end of the controversial and lengthy trial at the Tipikor Court of Jakarta Central District Court this week. The verdict is due on October 9.

    During the hearing, Enembe and his legal team argued there was no evidence to support the allegations made by the Anti-Corruption Commission (KPK) prosecutor.

    The two-term Papuan governor and his legal team firmly stated that the KPK prosecutors had no evidence in the indictment against him.

    In a statement presented by his lawyer, Petrus Bala Pattyona, Enembe strongly denied the allegations of receiving bribes and gratuities from businessmen Rijatono Lakka and Piton Enumbi.

    Enembe emphasised that the accusations made against him were “baseless and lacked substantial evidence”.

    Enembe maintains innocence
    He stated that his case was straightforward, as he was being accused of accepting a staggering amount of 1 billion rupiahs (NZ$100,000) from Rijatono Lakka, along with a hotel valued at 25.9 billion rupiahs (NZ$2,815,000) and a number of physical developments and money amounting to Rp 10,413,929,500.00 or 10.4 billion rupiahs (NZ$1,131,000) from Piton Enumbi, lawyer Pattyona said during the reading, reports Kompas.com.

    Enembe maintained his innocence throughout the proceedings and asserted that he had never received any form of illicit payments or favours from either businessman.

    The simplicity of Lukas’ case, as stated by his lawyer, Petrus Bala Pattyona, lay in the clarity of the accusations made against his client.

    Enembe and his legal team emphasised that none of the testimony of the 17 witnesses called during the trial could provide evidence of their involvement in bribery or gratuities in connection with Lukas Enembe, reports National.okenews.com.

    “During the trial, it was proven very clearly that no witness could explain that I received bribes or gratuities from Rijatono Lakka and Piton Enumbi,” Enembe said through his lawyer Pattyona during the hearing, reports Kompas.com.

    “I ask that the jury of pure hearts and minds, who have tried my case, may decide on the basis of the truth that I am innocent and therefore acquit me of all charges,” Enembe said.

    In addition to asking for his release, Enembe also asked the judge to unfreeze the accounts of his wife and son that were frozen by the authorities when this legal saga began last year.

    He claimed his wife (Yulce Wenda) and son (Astract Bona Timoramo Enembe) needed access to their funds to cover daily expenses.

    Ex-Governor Enembe also discussed gold confiscated by the KPK, calling on judges to allow its return.

    Enembe asked that no party criminalise him anymore. He insisted he had never laundered money or owned a private jet, as KPK had claimed.

    Enembe’s lawyer also requested that his client’s honour be restored to prevent further false accusations from emerging.

    KPK prosecutor’s demands
    However, the public prosecutors of the KPK considered Lukas Enembe legally and conclusively guilty of corruption in the form of accepting bribes and gratuities when he served as Governor of Papua from 2013 to 2023.

    The prosecutors alleged that there was evidence that Lukas Enembe had violated Article 12 letter A and Article 12B of the Law of the Republic of Indonesia No. 31 of 1999 concerning the Eradication of Corruption Criminal Acts and Article 55 paragraph. (1) of I of the Criminal Code jo Article 65, clause (1), of the Criminal Code, reports Beritasatu.com.

    In addition to corporal crime, the two-term governor of Papua was fined Rp 1 billion. He was also ordered to pay Rp 47,833,485,350 or 47.9 billion rupiah (NZD$5,199,000) in cash, accusing him of accepting bribes totalling Rp 45.8 billion and gratitude worth 1 billion, reports Kompas.com.

    A verdict date is set
    The Jakarta Criminal Corruption Court panel of judges is scheduled to read the verdict in the case against Enembe on 9 October 2023.

    “We have scheduled Monday, October 9, 2023, for the reading of the verdict against the defendant Lukas Enembe,” said presiding judge Rianto Adam Pontoh yesterday at the Central Jakarta District Court after undergoing a hearing of the readings, reports CNN.com.

    The date marks an important milestone in the trial as it will bring clarity to the charges against Enembe. The outcome of the judgement will have a profound impact on Enembe’s future and the public perception of his integrity and leadership, and most importantly, his deteriorating health.

    Former Governor’s health
    Previously, the KPK prosecutor had requested a sentence of 10 years and six months in prison.

    Enembe’s senior lawyer, Professor OC Kaligis, argued that imprisonment of Enembe for more than a decade would be tantamount to the death penalty due to the worsening of his illness, calling it “brutal demands” of the KPK prosecutors.

    “The defendant’s health condition when examined by doctors at Gatot Soebroto Army Central Hospital (RSPAD) showed an increasingly severe illness status. So we, legal counsel, after paying attention to the KPK Public Prosecutor’s concern for the defendant’s illness, from the level of investigation to investigation, concluded that the KPK Public Prosecutor ignored the defendant’s human rights for maximum treatment.

    “With such demands, the KPK Public Prosecutor expects the death of Lukas Enembe in prison,” said Professor Kaligis, reports mambruks.com.

    Lukas Enembe’s life
    Former Governor Lukas Enembe was born on 27 July 1967 in Mamit village, Kembu Tolikara, Papua’s highlands. He graduated from Sam Ratulangi University, Manado, in 1995, majoring in socio-political science.

    After returning to West Papua, he began his public service career in the civil service of Merauke district.

    Enembe studied at Christian Cornerstone College in Australia from 1998 to 2001. In 2001, he returned to West Papua and ran for the regency election, becoming the deputy regent of Puncak Jaya.

    In 2007, he was elected as the regent of Puncak Jaya.

    Enembe served as the Governor of Papua from 2013 to 2018 and was re-elected for a second term from 2018 to 2023.

    His tenure focused on infrastructure development and cultural unity in West Papua, leading to landmark constructions such as a world-class stadium and a massive bridge.

    He also introduced a scholarship scheme, empowering hundreds of Papuan students to pursue education both locally and abroad — such as in New Zealand which he visited in 2019.

    Enembe’s achievement as the first Highlander from West Papua to become governor is a groundbreaking milestone that challenged long-held cultural taboos.

    His success serves as an inspiration and symbolises the potential for change and unity in the region.

    His ability to break cultural barriers has significantly impacted the development of West Papua and the collective mindset of its people, turning what was once regarded as impossible into possibilities through his courage and bravery.

    The fact that he is still holding on despite serious health complications that he has endured for a long time under Indonesian state pressure is widely regarded as a “miracle”.

    One could argue that West Papua’s predicament as a whole is mirrored in Enembe’s story of struggle, perseverance, pain, suffering, and a will to live despite all odds.

    The Melanesian Spearhead Group (MSG) has adopted a fresh approach in addressing the longstanding and sensitive West Papuan issue, says Solomon Islands Prime Minister Manasseh Sogavare.

    Upon his return yesterday from the United Nations General Assembly meeting in New York last week, he clarified to local media about why he had left out the West Papuan issue from his discussions at the UN.

    “We have agreed during our last MSG meeting in Port Vila not to pursue independence for West Papua,” he said.

    “Pursuing independence at the MSG level has historically led to unnecessary human rights violations against the people of West Papua, as it becomes closely linked to the independence movement.”

    His statement drew criticism from Opposition Leader Matthew Wale over the “about face” over West Papua, likening Sogavare to the betrayal of “Judas the Iscariot”.

    Sogavare highlighted that MSG’s new strategy as involving the initiation of a dialogue with the Indonesian government.

    The focus was on treating the people of West Papua as part of Melanesia and urging the government of Indonesia to respect them accordingly.

    ‘Domestic matter’
    “The issue of independence and self-determination is a domestic matter that West Papua needs to address internally,” he said.

    “The United Nations (C-24) has established a process allowing them the right to determine their self-determination.”

    The United Nations C-24, known as the Special Committee on Decolonisation, was established in 1961 to address decolonisation issues.

    This committee, a subsidiary of the UN General Assembly, is dedicated to matters related to granting independence to colonised countries and peoples.

    Prime Minister Sogavare’s statements underscore the MSG’s commitment to a diplomatic approach and dialogue with Indonesia, aiming for a respectful and inclusive resolution to the West Papuan issue.

    However, Opposition leader Wale expressed his disappointment with Sogavare’s statement on the right to self determination at the UN.

    Sogavare had stated that Solomon Islands reaffirmed the right to self-determination as enshrined under the UN Charter.

    New Caledonia, Polynesia highlighted
    But while New Caledonia and French Polynesia were highlighted, Wale said it was sad that the plight of West Papua had not been included.

    The opposition leader said both the FLNKS (Kanak and Socialist National Liberation Front) and West Papuans were Melanesian peoples and both desired independence.

    He said West Papua had been under very oppressive “schematic and systematic Indonesian colonial rule” — far worse than anything New Caledonia had suffered.

    “We are Melanesians and we should always stand hand in hand with our brothers and sisters in West Papua,” he said.

    Wale said diplomacy and geopolitics should never cloud “solidarity with our Melanesian people of West Papua”.

    The opposition leader said it was sad that Sogavare, who had used to be a strong supporter of the West Papuan cause, had changed face.

    ‘Changed face’
    “The Prime Minister was once a strong supporter of West Papua, a very vocal leader against the human rights atrocities, even at the UNGA and international forums in the past.

    “For sure, he has been bought for 30 pieces of silver and has clearly changed face,” Wale said.

    He also reiterated his call to MSG leaders to rethink their stand on West Papua.

    “The Prime Minister should have maintained Solomon Islands stand on West Papua like he used to,” Wale said.

    “Sogavare is no different to Judas the Iscariot.”

    An Australian advocacy group supporting West Papuan self-determination has appealed to Foreign Minister Penny Wong to press Indonesia to halt all military operations in the region following new allegations of Indonesian atrocities reported in The Guardian newspaper.

    In a letter to the senator yesterday, the Australia West Papua Association (AWPA) protested against the report of torture and killing of civilians in West Papua.

    According to an investigative report by Mani Cordell in The Guardian on Monday, Indonesian security forces tortured and burned to death a 17-year-old high school student, Wity Unue.

    Quoting Raga Kogeya, a West Papuan human rights activist, the report said:

    “Wity had been interrogated and detained along with three other boys and two young men under suspicion of being part of the troubled region’s rebel army.

    “They were taken by special forces soldiers who rampaged through the West Papuan village of Kuyawage, burning down houses and a church and terrorising locals.

    “Transported by helicopter to the regional military headquarters 100km away, the group were beaten and burnt so badly by their captors that they no longer looked human.

    “Kogeya says Wity died a painful death in custody. The other five were only released after human rights advocates tipped off the local media.

    “‘The kids had all been tortured and they’d been tied up and then burned,’ says Kogeya, who saw the surviving boys’ injuries first-hand on the day of their release.”

    The AWPA letter by spokesperson Joe Collins said: “Numerous reports have documented the ongoing human rights abuses in West Papua, the burning of villages during military operations and the targeting of civilians including children.”

    The most recent cited report was by Human Rights Monitor titled “Destroy them first… discuss human rights later” (August 2023), “brings to attention the shocking abuses that are ongoing in West Papua and should be of concern to the Australian government”.

    Quoting from that report, the letter stated:

    “This report provides detailed information on a series of security force raids in the Kiwirok District, Pegunungan Bintang Regency, Papua Pegunungan Province (until 2022 Papua Province) between 13 September and late October 2021.

    “Indonesian security forces repeatedly attacked eight indigenous villages in the Kiwirok District, using helicopters and spy drones. The helicopters reportedly dropped mortar grenades on civilian homes and church buildings while firing indiscriminately at civilians.

    “Ground forces set public buildings as well as residential houses on fire and killed the villagers’ livestock.”

    The AWPA said Indonesian security force operations had also created thousands of internal refugees who have fled to the forests to escape the Indonesian military.

    “It has been estimated that there are up to 60,000 IDPs in the highlands living in remote shelters in the forest and they lacking access to food, sanitation, medical treatment, and education,” the letter stated.

    In light of the ongoing human rights abuses in the territory, the AWPA called on Senator Wong to:

    • urge Jakarta to immediately halt all military operations in West Papua;
    • urge Jakarta to supply aid and health care to the West Papuan internal refugees by human rights and health care organisations trusted by the local people; and to
    • rethink Australia cooperation with the Indonesian military until the Indonesian military is of a standard acceptable to the Australian people who care about human rights.

    A New Zealand advocacy group has also called for an immediate government response to the allegations of torture of children in West Papua.

    “The New Zealand government must speak out urgently and strongly against this child torture and the state killing of children by Indonesian forces in West Papua this week,” said the West Papua Action Aotearoa network spokesperson Catherine Delahunty.

    Prominent West Papuan independence activist Victor Yeimo was yesterday released from prison in Jayapura, Indonesia’s occupied capital of West Papua, sparking a massive celebration among thousands of Papuans.

    His release has ignited a spirit of unity among Papuans in their fight against what they refer to as racism, colonialism, and imperialism.

    His jailing was widely condemned by global human rights groups and legal networks as flawed and politically motivated by Indonesian authorities.

    “Racism is a disease. Racism is a virus. Racism is first propagated by people who feel superior,” Yeimo told thousands of supporters.

    He described racism as an illness and “even patients find it difficult to detect pain caused by racism”.

    “Remember the Papuan people, my fellow students, because racism is an illness, and even patients find it difficult to detect pain caused by racism.

    “Racism has been historically upheld by some scientists, beginning in Europe and later in America. These scientists have claimed that white people are inherently more intelligent and respectful than black people based on biological differences.

    “This flawed reasoning has been used to justify colonialism and imperialism in Africa, Asia, and the Pacific, with researchers misguidedly asserting genetic and ecological superiority over other races.

    “Therefore, there is a prejudice against other nations and races, with the belief that they are backward, primitive people, belonging to the lower or second class, who must be subdued, colonised, dominated, developed, exploited, and enslaved.

    “Racism functions like a pervasive virus, infecting and spreading within societies. Colonialism introduced racism to Africa, Asia, and the Pacific, profoundly influencing the perspectives and beliefs of Asians, Indonesians, and archipelago communities.

    “It’s crucial to acknowledge that the enduring impact of over 350 years of racist ideology from the Dutch East Indies has deeply ingrained in generations, shaping their worldview in these regions due to the lasting effects of colonialism.

    “Because racism is a virus, it is transmitted from the perpetrator to the victim. Colonised people are the victims.

    “After Indonesia became independent, it succeeded in driving out colonialism, but failed to eliminate the racism engendered by European cultures against archipelago communities.

    “Currently, racism has evolved into a deeply ingrained cultural phenomenon among the Indonesian population, leaving them with a sense of inferiority as a result of their history of colonisation.

    “Brothers and sisters, I must tell you that it was racism that influenced Sukarno [the first President of Indonesia] to say other races and nations, including the Papuans, were puppet nations without political rights.

    “It is racist prejudice.

    “There is a perception among people from other nations, such as Javanese and Malays, that Papuans have not advanced, that they are still primitives who must be subdued, arranged, and constructed.

    “In 1961, the Papuans were building a nation and a state, but it was considered an impostor state with prejudice against the Papuans. It is important for fellow students to learn this.

    “It is imperative that the Papuan people learn that the annexation of this region is based on racist prejudice.

    “The 1962 New York Agreement, the 1967 agreement between Indonesia and the United States regarding Freeport’s work contract, and the Act of Free Choice in 1969 excluded the participation of any Papuans.

    “This exclusion was rooted in the belief that Papuans were viewed as primitive and not deserving of the right to determine their own political fate. The decision-making process was structured to allow unilateral decisions by parties who considered themselves superior, such as the United States, the Netherlands, and Indonesia.

    “In this arrangement, the rightful owners of the nation and homeland, the Papuan people, were denied the opportunity to determine their own political destiny. This unequal and biased treatment exemplified racism.”

    Victor Yeimo’s imprisonment
    According to Jubi, a local West Papua media outlet, Victor Yeimo, international spokesperson of the West Papua Committee National (KNPB), was unjustly convicted of treason because he was deemed to have been involved in a demonstration protesting against a racism incident that occurred at the Kamasan III Papua student dormitory in Surabaya, East Java, on 16 August 2019.

    He was accused of being a mastermind behind riots that shook West Papua sparked by the Surabaya incident, which led to his arrest and subsequent charge of treason on 21 February 2022.

    However, on 5 May 2023, a panel of judges from the Jayapura District Court ruled that Victor Yeimo was not guilty of treason.

    Nevertheless, the Jayapura Court of Judges found Yeimo guilty of violating Article 155, Paragraph (1) of the Criminal Code.

    The verdict was controversial because Article 155, Paragraph (1) of the Criminal Code was never the charge against Victor Yeimo.

    The article used to sentence Victor Yeimo to eight months in prison had even been revoked by the Constitutional Court.

    On 12 May 2023, the Public Prosecutor and the Law Enforcement and Human Rights Coalition for Papua, acting as Victor Yeimo’s legal representatives, filed appeals against the Jayapura District Court ruling.

    On 5 July 2023, a panel of judges of the Jayapura High Court, led by Paluko Hutagalung SH MH, together with member judges, Adrianus Agung Putrantono SH and Sigit Pangudianto SH MH, overturned the Jayapura District Court verdict, stating that Yeimo was proven to have committed treason, and sentenced him to one year in imprisonment.

    Jubi.com stated that the sentence ended, and at exactly 11:17 WP, he was released by the Abepura Prerequisite Board.

    International response
    Global organisations, such as Amnesty International and Human Rights Watch have condemned the Indonesian government’s treatment of Papuans and called for immediate action to address the issue of racism.

    They have issued statements, conducted investigations, and raised awareness about the plight of Papuans, urging the international community to stand in solidarity with them.

    Yeimo’s release brings new hope and strengthens their fight for independence.

    His release has not only brought about a sense of relief and joy for his people and loved ones but has also reignited the flames of resistance against the Indonesian occupation.

    At the Waena Expo Arena in Jayapura City yesterday, Yeimo was greeted by thousands of people who performed traditional dances and chanted “free West Papua”, displaying the region’s symbol of resistance and independence — the Morning Star flag.

    Thousands of Papuans have united, standing in solidarity, singing, dancing, and rallying to advocate for an end to the crimes against humanity inflicted upon them.

    Victor Yeimo’s bravery, determination and triumph in the face of adversity have made him a symbol of hope for many. He has inspired them to continue fighting for justice and West Papua’s state sovereignty.

    Papuan communities, including various branches of KNPB offices represented by Victor Yeimo as a spokesperson, as well as activists, families, and friends from seven customary regions of West Papua, are joyfully celebrating his return.

    Many warmly welcome him, addressing him as the “father of the Papuan nation”, comrade, and brother, while others express gratitude to God for his release.

    Academics at Papuan tertiary institutions have accused Indonesian authorities of a new “indigenous marginalisation” programme through the establishment of the autonomous regions of Papua that poses a “significant threat” to the local population.

    The dean of the Faculty of Social Science at Okmin University of Papua, Octaviaen Gerald Bidana, said the new autonomous regions (DOB) established by the central government was a deliberate strategy aimed at sidelining the Indigenous Papuan population.

    This strategy involved the establishment of entry points for large-scale transmigration programmes.

    Bidana made these remarks during an online discussion titled “Demography, Expansion, and Papuan Development” organised by the Papua Task Force Department of the Catholic Youth Center Management last week.

    He said that the expansion effectively served as a “gateway for transmigration”, with indigenous Papuans being enticed by promises of welfare and development that ultimately would turn out to be deceptive.

    Echoing Bidana’s concerns, Nguruh Suryawan, a lecturer of Anthropology at the State University of Papua, said that the expansion areas had seen an uncontrolled influx of immigrants.

    This unregulated migration, he argued, posed a significant threat to the indigenous Papuan population, leading to their gradual marginalisation.

    Riwanto Tirtosudarmo, an Indonesian political demographer, analysed the situation from a demographic perspective.

    He said that with the establishment of DOBs in Papua, the Papuan population was likely to become a minority in their own homeland due to the increasing number of immigrants.

    The central government’s stated objective for expansion in Papua was to promote equitable and accelerated development in eastern Indonesia.

    However, the participants in this online discussion expressed scepticism, saying that the reality on the ground told “a different story”.

    The discussion was hosted by Alfonsa Jumkon Wayap, chair of the Women and Children Division of the Catholic Youth Central Board, and was part of a regular online discussion series organised by the Papua Task Force Department of the Catholic Youth Central Board.

    Papuan demographics
    Pacific Media Watch reports that the 2020 census revealed a population of 4.3 million in the province of Papua of which the majority were Christian.

    However, the official estimate for mid-2022 was 4.4 million prior to the division of the province into four separate provinces, according to Wikipedia.

    The official estimate of the population in mid-2022 of the reduced province of Papua (with the capital Jayapura) was 1.04 million.

    The interior is predominantly populated by ethnic Papuans while coastal towns are inhabited by descendants of intermarriages between Papuans, Melanesians and Austronesians, including other Indonesian ethnic groups.

    Migrants from the rest of Indonesia also tend to inhabit the coastal regions.

    An Australian human rights advocacy group for West Papuans has condemned the killing of 5 youths found dead in Dekai, capital of Yahukimo Regency, and have challenged Canberra to reconsider government ties with Indonesian security forces.

    Criticising the latest deaths, Australia West Papua Association (AWPA) spokesperson Joe Collins said: “While West Papuans are being killed by the Indonesian security forces, we have Australia and Indonesia sitting down at the ninth bilateral consultation to discuss
    bolstering anti-terror cooperation”.

    Antara News reports that Indonesia and Australia have committed to continue “anti-terrorism” cooperation through dialogue at bilateral, regional, and multilateral forums, as well as technical cooperation.

    Collins said it was time that the Australian Defence Department and DFAT (Department of Foreign Affairs and Trade) “seriously looked at their ties with the Indonesian security forces” and the affect their aid and training had on West Papuans.

    The five civilians who were found dead at the mouth of the Brasa River were aged between 15-18 and were members of the Kingmi Papua Church.

    According to church officials, the five youths usually delivered food to the village after buying it at Dekai.

    Sebby Sambom, a spokesperson for the West Papua National Liberation Army (TPNPB) fighting for independence from Indonesia, was reported to have said that the five victims found dead on Friday were not members of the TPNPB.

    ‘Not ours’ says TPNPB
    “They’re not our members. They were purely civilians who wanted to return to their villages and were shot and bombed by the Indonesian military,” he was quoted as saying by the Papuan news outlet Jubi.

    The chair of the Yahukimo Church Fellowship (PGGY), Pastor Atias Matuan, named the five dead civilians as Darnius Heluka, Musa Heluka, Man Senik, Yoman Senik and Kaраі Payage.

    On Friday, PGGY accompanied the family to collect the bodies at the Yahukimo Regional General Hospital (RSUD).

    “Their bodies had gunshot wounds to the stomach, chest and legs,” Pastor Matuan said.

    The pastor also reported that TNI officers had a guard post at the Dekai urban boundary, and residents wanting to travel from Dekai were required to report there.

    “Residents must report to the security post. If they don’t, they’re considered part of the TPNPB, even though they don’t carry military equipment,” he said.

    Victims buried
    The five victims were buried at the Kilo Enam Public Cemetery, Dekai, on Friday.

    Joe Collins of AWPA said there appeared to be a “total lack of trust” between the security forces and local people in the region.

    Pastor Matuan said that his party “had difficulty mediating in the armed conflict because he felt that the Indonesian security forces did not trust the Servant of God”.

    The Free Papua Organisation (Organisasi Papua Merdeka-OPM) has sent an open letter to the United Nations leadership demanding that “decolonisation” of the former Dutch colony of West New Guinea, the Indonesian-administered region known across the Pacific as West Papua, be initiated under the direction of the UN Trusteeship Council.

    The letter accuses the UN of being a “criminal accessory to the plundering of the ancestral lands” of the Papuans, a Melanesian people with affinity and close ties to many Pacific nations.

    According to the OPM leader, chairman-commander Jeffrey Bomanak, West Papuans had been living with the expectation for six decades that the UN would “fulfill the obligations regarding the legal decolonisation of West Papua”.

    Alternatively, wrote Bomanak, there had been an expectation that there would be an explanation “to the International Commission of Jurists if there are any legal reasons why these obligations to West Papua cannot be fulfilled”.

    The open letter was addressed to UN Secretary-General António Guterres, General Assembly President Csaba Kőrösi and Trusteeship Council President Nathalie Estival-Broadhurst.

    Bomanak also accused the UN of “gifting” West Papua and Indonesia and the US mining conglomerate Freepost-McMoRan at Grasberg in 1967.

    ‘Guilty’ over annexation
    “The United Nations is guilty of annexing West New Guinea on Sept 21, 1962, as a trust territory which had been concealed by the UN Secretariat from the Trusteeship Council.”

    Indonesia has consistently rejected West Papuan demands for self-determination and independence, claiming that its right to sovereignty over the region stems from the so-called Act of Free Choice in 1969.

    But many West Papuans groups and critics across the Pacific and internationally reject the legitimacy of this controversial vote when 1025 elders selected by the Indonesian military were coerced into voting “unanimously” in favour of Indonesian rule.

    A sporadic armed struggle by the armed wing of OPM and peaceful lobbying for self-determination and independence by other groups, such as the United Liberation Movement for West Papua (ULMWP), have continued since then with persistent allegations of human rights violations with the conflict escalating in recent months.

    In 2017, the UN’s Decolonisation Committee refused to accept a petition signed by 1.8 million West Papuans calling for independence, saying West Papua’s cause was outside the committee’s mandate.

    “The UN is a criminal accessory to the plundering of our ancestral lands and to the armament exports from member nations to our murderers and assassins — the Indonesian government,” claimed Bomanak in his letter.

    “West Papua is not a simple humanitarian dilemma. The real dilemma is the perpetual denial of West Papua’s right to freedom and sovereignty.”

    Bomanak alleges that the six-decade struggle for independence has cost more than 500,000 lives.

    West Papua case ‘unique’
    In a supporting media release by Australian author and human rights advocate Jim Aubrey, he said that the open letter should be read “by anyone who supports international laws and governance and justice that are applied fairly to all people”.

    “West Papua’s case for the UN to honour the process of decolonisation is a unique one,” he said.

    “Former Secretary General U Thant concealed West Papua’s rights as a UN trust territory for political reasons that benefited the Republic of Indonesia and the American mining company Freeport-McMoRan.

    “West Papua was invaded and recolonised by Indonesia. The mining giant Freeport-McMoRan signed their contract to build the Mt Grasberg mine with the mass murderer Suharto in 1967.

    “The vote of self-determination in 1969 was, for Suharto and his commercial allies, already a foregone conclusion in 1967.”

    Aubrey said that West Papuans were still being “jailed, tortured, raped, assassinated [and] bombed in one of the longest ongoing acts of genocide since the end of the Second World War”.

    Western countries accused
    He accused Australia, European Union, UK, USA as well as the UN of being “accessories to Indonesia’s illegal invasion and landgrab”.

    About Australia’s alleged role, Aubrey said he had called for a Royal Commission to investigate but had not received a reply from Governor-General David Hurley or from Attorney-General Mark Dreyfus.

    A Radio New Zealand Pacific journalist has alleged that an Indonesian official attempted to both bribe and intimidate him following an interview at the Melanesian Spearhead Group (MSG) leaders’ summit in the Vanuatu capital of Port Vila last month.

    The International Federation of Journalists (IFJ) and its affiliates, the Media Association Vanuatu (MAV) and the Alliance of Independent Journalists (AJI) Indonesia, have condemned the attempted bribery and harassment of the journalist and urged the relevant authorities to thoroughly investigate the incident.

    On August 23, RNZ Pacific journalist Kelvin Anthony reported that a representative of the Indonesian government, Ardi Nuswantoro, attempted to bribe him outside Port Vila’s Holiday Inn Resort after Anthony conducted an exclusive interview with Indonesia’s Australian ambassador, Dr Siswo Pramono.

    According to Anthony, Nuswantoro had previously expressed the Indonesian government’s displeasure at RNZ’s coverage of ongoing independence efforts in West Papua, reported the IFJ in a statement.

    The journalist had advised him of the outlet’s mandate to produce “balanced and fair” coverage and was invited to the hotel for the interview, where he questioned Dr Pramono on a broad range of pertinent topics, including West Papua.

    Following the interview, Anthony was escorted from the hotel by at least three Indonesian officials. After repeatedly inquiring as to how the journalist was going to return to his accommodation, Nuswantoro then offered him a “gift” of an unknown amount of money, which Anthony refused.

    Anthony reported that he felt harassed and intimidated in the days following, with Nuswantoro continuing to message, call, and follow him at the conference’s closing reception.

    Interview not aired
    RNZ chose not to air the interview with Dr Pramno due to the incident.

    In response to the claims of bribery and intimidation sent to the Indonesian government by RNZ, Jakarta’s Ministry of Foreign Affairs, Asia Pacific and African Affairs director-general Abdul Kadir Jailani said, “bribery has never been our policy nor approach to journalists . . . we will surely look into it.”

    In a September 6 interview, New Zealand Prime Minister Chris Hipkins reiterated his government’s commitment to press freedom, stating the importance of free and independent media.

    Journalists and civil society in West Papua have faced increasing threats, restrictions and violence in recent years. Indonesian media has disproportionately reflected state narratives, with state intervention resulting in the censorship of independent outlets and effective barring of local or international journalists from Indonesian-administered Papua.

    In February, renowned Jubi journalist Victor Mambor was subject to a bombing attack outside his Jayapura home.

    MAV said: “The Media Association of Vanuatu (MAV) is concerned about an alleged bribery attempt by foreign officials at a Melanesian Spearhead Group regional meeting.

    MAV president Lillyrose Welwel denounces such actions and urges MAV members to adhere to the Code of Ethics, as journalism is a public service. She encourages international journalists to contact the association when in the country, as any actions that do not reflect MAV’s values are not acceptable.”

    AJI calls for ‘safety guarantee’
    AJI said:“AJI Indonesia urges the Indonesian government to investigate the incident with transparency. This action must be followed by providing guarantees to any journalist to work safely in Papua and outside.

    “The Indonesian government must also guarantee the protection of human rights in Papua, including for civilians, human rights defenders, and journalists.”

    The IFJ said: “Government intervention in independent and critical reporting is highly concerning, and this incident is one in an alarming trend of intimidation against reporting on West Papua.

    “The IFJ urges the Indonesian government to thoroughly investigate this incident of alleged bribery and harassment and act to ensure its commitment to press freedom is upheld.”

    Pacific Media Watch condemnation
    Pacific Media Watch also condemned the incident, saying that it was part of a growing pattern of disturbing pressure on Pacific journalists covering West Papuan affairs.

    “West Papua self-determination and human rights violations are highly sensitive issues in both Indonesia and the Pacific. Journalists are bearing the brunt of a concerted diplomatic push by Jakarta in the region to undermine Pacific-wide support for West Papuan rights. It is essential that the Vanuatu authorities investigate this incident robustly and transparently.”

    According to a CNN Indonesia report on September 6, Indonesian authorities denied the attempted bribery and harassment allegation.
