The<span>\u00a0<\/span><a href=\"https:\/\/www.sydney.edu.au\/news-opinion\/news\/2020\/04\/16\/COVID-19-statement-professor-edward-holmes-sars-cov-2-virus.html\"  rel=\"noopener\">scientific<\/a><span>\u00a0<\/span><a href=\"https:\/\/www.thelancet.com\/journals\/lancet\/article\/PIIS0140-6736(20)30418-9\/fulltext\"  rel=\"noopener noreferrer\">consensus<\/a><span><a href=\"https:\/\/www.dni.gov\/index.php\/newsroom\/press-releases\/item\/2112-intelligence-community-statement-on-origins-of-covid-19\"> has been<\/a> that the virus likely occurred naturally and developed in bats before transferring to humans, either directly or through another animal. But scientists say more investigation is needed, including into theories that there could have been an accidental laboratory leak, either of a naturally occurring virus or a lab-enhanced one.\u00a0<\/span><\/p>\n<p><span>The virus is indeed similar to bat coronaviruses. The World Health Organization <a href=\"https:\/\/cdn.factcheck.org\/UploadedFiles\/WHO-2019-nCoV-FAQ-Virus_origin-2020.1-eng-2.pdf\"  rel=\"noopener\">explains<\/a>\u00a0that SARS-CoV-2 is \u201cclosely related genetically to coronaviruses isolated from bat populations.\u201d Researchers in\u00a0<a href=\"https:\/\/www.nature.com\/articles\/s41586-020-2012-7\"  rel=\"noopener\">China<\/a>\u00a0have said the virus shares 96%\u00a0of its genome with a bat virus.<\/span><\/p>\n<p>As the Centers for Disease Control and Prevention<span>\u00a0<\/span><a href=\"https:\/\/www.cdc.gov\/coronavirus\/2019-ncov\/cdcresponse\/about-COVID-19.html\"  rel=\"noopener\">says<\/a>, typically an animal coronavirus doesn\u2019t infect people, but this transfer from animals to humans \u2014 called zoonotic transfer \u2014 occurred with two other coronavirus outbreaks,<span>\u00a0<\/span><a href=\"https:\/\/www.who.int\/csr\/sars\/en\/\"  rel=\"noopener\">SARS<\/a><span>\u00a0<\/span>in 2003 and<span>\u00a0<\/span><a href=\"https:\/\/www.who.int\/news-room\/fact-sheets\/detail\/middle-east-respiratory-syndrome-coronavirus-(mers-cov)\">MERS<\/a><span>\u00a0<\/span>in 2012.<\/p>\n<p>An<span>\u00a0<\/span><a href=\"https:\/\/www.nature.com\/articles\/s41591-020-0820-9\"  rel=\"noopener noreferrer\">article<\/a><span>\u00a0<\/span>published in<span>\u00a0<\/span><em>Nature Medicine<\/em><span>\u00a0<\/span>in March 2020 found that SARS-CoV-2 \u201cis not a laboratory construct or a purposefully manipulated virus.&#8221; The authors, who analyzed genomic data, said that the virus likely originated through \u201cnatural selection in an animal host before zoonotic transfer,\u201d or \u201cnatural selection in humans following zoonotic transfer.\u201d<\/p>\n<p>The authors said an accidental laboratory release of the naturally occurring virus can\u2019t be ruled out, but they \u201cdo not believe that any type of laboratory-based scenario is plausible.\u201d<\/p>\n<p>But on May 14, 2021, the journal\u00a0<em>Science\u00a0<\/em><a href=\"https:\/\/science.sciencemag.org\/content\/372\/6543\/694.1\">published a letter<\/a>\u00a0from 18 scientists calling for \u201cmore investigation\u201d to determine the pandemic\u2019s origin. \u201cTheories of accidental release from a lab and zoonotic spillover both remain viable,\u201d they wrote. \u201cKnowing how COVID-19 emerged is critical for informing global strategies to mitigate the risk of future outbreaks.\u201d<\/p>\n<p><span>The earliest\u00a0<\/span><a href=\"https:\/\/www.thelancet.com\/journals\/lancet\/article\/PIIS0140-6736(20)30183-5\/fulltext\"  rel=\"noopener noreferrer\"><span>known human cases<\/span><\/a><span>\u00a0of the disease occurred in late 2019 in\u00a0<a href=\"https:\/\/www.washingtonpost.com\/world\/2020\/01\/23\/wuhan-chinese-mega-city-center-coronavirus-outbreak\/\">Wuhan, China<\/a>.\u00a0<\/span><span>Chinese officials\u00a0<\/span><a href=\"https:\/\/web.archive.org\/web\/20200128190509\/https:\/\/www.who.int\/emergencies\/diseases\/novel-coronavirus-2019\"  rel=\"noopener noreferrer\"><span>reported<\/span><\/a><span>\u00a0an outbreak of mysterious pneumonia cases to the WHO on Dec. 31, 2019.<\/span><\/p>\n<p><em>Updated, May 21: We updated this item to add that some scientists say more investigation is needed into the origin.\u00a0<\/em><\/p>\n              <p><a href=\"https:\/\/www.factcheck.org\/scicheck_digest\/what-do-we-know-about-the-origins-of-sars-cov-2\/\" class=\"small\">Link to this<\/a><\/p>\n            <\/div>\n          <\/div>\n        <\/div>\n      <\/div>\n\n    \n      <!-- Button trigger modal -->\n      <button type=\"button\" class=\"btn btn--rwjf-qanda-modal btn-block\" data-toggle=\"modal\" data->\n        <div class=\"container\">\n          <div class=\"row\">\n                          <div class=\"col-2\">\n                  <img class=\"d-none d-sm-flex rwjf-svg\" src=\"https:\/\/cdn.factcheck.org\/UploadedFiles\/rwjf-icon-treatment-01-.png\" alt=\"\" \/>\n              <\/div>\n                        <div class=\"col\">\n              What treatments are available for COVID-19? So far, only a few evidence-based treatments are available.<\/p>\n<p>One is the antiviral drug <a href=\"https:\/\/www.gilead.com\/science-and-medicine\/medicines\"  rel=\"noopener\"><span>remdesivir<\/span><\/a>, which received <a href=\"https:\/\/www.fda.gov\/news-events\/press-announcements\/fda-approves-first-treatment-covid-19\">approval<\/a> from the Food and Drug Administration in October for COVID-19 patients requiring hospitalization. The FDA based its approval on randomized, controlled clinical trials that found faster recovery times and statistically significant odds of improving conditions among patients with mild to severe COVID-19 who received the drug, compared with those who got a placebo plus standard care.<\/p>\n<p>That&#8217;s the only FDA-approved treatment, but the agency has granted <a href=\"https:\/\/www.fda.gov\/emergency-preparedness-and-response\/mcm-legal-regulatory-and-policy-framework\/emergency-use-authorization#coviddrugs\">emergency use authorization<\/a> to others. For instance, it has authorized the use of <a href=\"https:\/\/www.fda.gov\/emergency-preparedness-and-response\/coronavirus-disease-2019-covid-19\/donate-covid-19-plasma\">convalescent plasma<\/a> &#8212; which is plasma, the part of blood that contains antibodies, from people who have recovered from COVID-19. In a March 9 letter, the FDA <a href=\"https:\/\/www.fda.gov\/media\/141477\/download\">said<\/a> the EUA was for the use of convalescent plasma with a high level of antibodies &#8220;for the treatment of hospitalized patients with COVID-19, early in the course of disease.&#8221; It noted &#8220;the clinical evidence supporting this EUA remains limited&#8221; and encouraged health care providers to enroll patients in ongoing clinical trials.<\/p>\n<p>The FDA also <a href=\"https:\/\/www.fda.gov\/media\/145801\/download\">has granted<\/a> EUAs to <a href=\"https:\/\/www.fda.gov\/media\/145610\/download\">monoclonal antibody treatments<\/a>, which are <a href=\"https:\/\/www.factcheck.org\/2020\/10\/trump-overstates-status-of-covid-19-antibody-drugs\/\">synthetic antibodies<\/a>, for patients with mild to moderate disease who are &#8220;at high risk for progressing to severe COVID-19 and\/or hospitalization.&#8221; The EUAs said it was &#8220;reasonable to believe&#8221; the treatments &#8220;may be effective,&#8221; based on ongoing randomized, controlled clinical trials.<\/p>\n<p>And, the agency <a href=\"https:\/\/www.fda.gov\/news-events\/press-announcements\/coronavirus-covid-19-update-fda-authorizes-drug-combination-treatment-covid-19\">has issued an EUA<\/a> for the use of baricitinib, a drug used to treat rheumatoid arthritis, in combination with remdesivir in hospitalized patients who require ventilation or supplemental oxygen. That decision was based on a randomized, controlled clinical trial that found faster recovery times and better odds of improvement with the drug combination.<\/p>\n<p><span>Also, a <\/span><span>randomized controlled trial in the U.K. found that the steroid dexamethasone provided a mortality benefit in hospitalized COVID-19 patients who were ventilated or receiving supplemental oxygen. The finding was <\/span><a href=\"https:\/\/www.recoverytrial.net\/news\/low-cost-dexamethasone-reduces-death-by-up-to-one-third-in-hospitalised-patients-with-severe-respiratory-complications-of-covid-19\"  rel=\"noopener noreferrer\"><span>announced<\/span><\/a><span>\u00a0in June 2020. Hanacek\/NIST<\/figcaption><\/figure>\n<p><a href=\"https:\/\/www.cdc.gov\/coronavirus\/2019-ncov\/more\/masking-science-sars-cov2.html\"  rel=\"noopener\">Multiple<\/a> <a href=\"https:\/\/jamanetwork.com\/journals\/jama\/fullarticle\/2776536\"  rel=\"noopener\">lines<\/a> of evidence back the use of face masks to limit the spread of the coronavirus.<\/p>\n<p>Lab tests, for example, show that masks can partially block exhaled respiratory droplets, which are thought to be the <a href=\"https:\/\/www.cdc.gov\/coronavirus\/2019-ncov\/prevent-getting-sick\/how-covid-spreads.html\"  rel=\"noopener\">primary way<\/a> the virus spreads. Analyses of people who came into contact with those with COVID-19 have also found mask-wearing to be associated with a <a href=\"https:\/\/wwwnc.cdc.gov\/eid\/article\/26\/11\/20-3003_article\"  rel=\"noopener\">reduced<\/a> <a href=\"https:\/\/gh.bmj.com\/content\/5\/5\/e002794\"  rel=\"noopener\">risk<\/a> of contracting the virus. Numerous studies similarly document an association between <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S2589750020302934\"  rel=\"noopener\">self-reported mask wearing<\/a> and control of the virus in a community or the implementation of a <a href=\"https:\/\/www.cdc.gov\/mmwr\/volumes\/69\/wr\/mm6947e2.htm\"  rel=\"noopener\">mask mandate<\/a> and a <a href=\"https:\/\/www.cdc.gov\/mmwr\/volumes\/69\/wr\/mm6940e3.htm\"  rel=\"noopener\">subsequent<\/a> <a href=\"https:\/\/www.healthaffairs.org\/doi\/10.1377\/hlthaff.2020.00818\"  rel=\"noopener\">decline<\/a> in COVID-19 cases.<\/p>\n<p>While each of these study types has its limitations, collectively, most experts agree that masks are likely to reduce transmission of the coronavirus and should be used by members of the public when around other people. <a href=\"https:\/\/www.cdc.gov\/coronavirus\/2019-ncov\/more\/masking-science-sars-cov2.html\"  rel=\"noopener\">Some research<\/a> also indicates face masks can protect the wearer as well.<\/p>\n<p>Masks, however, should not be viewed as fool-proof, as no mask is thought to offer complete protection to the wearer or to others. For optimal performance, the Centers for Disease Control and Prevention <a href=\"https:\/\/www.cdc.gov\/coronavirus\/2019-ncov\/prevent-getting-sick\/mask-fit-and-filtration.html\"  rel=\"noopener\">recommends<\/a> that people select masks that are well-fitting and multi-layered. BuzzFeed News also<span>\u00a0<\/span><a href=\"https:\/\/assets.documentcloud.org\/documents\/20793561\/leopold-nih-foia-anthony-fauci-emails.pdf\"  rel=\"noopener\">posted<\/a><span>\u00a0<\/span>all of the 3,234 pages of the emails it got on a separate site.<\/p>\n<p>Conservative pundits and viral social media posts have now mischaracterized some of those emails in an effort to discredit Fauci.<span> We&#8217;ll look at three issues: what Fauci was told about the origins of the coronavirus, what he knew about the drug hydroxychloroquine and what he said about the use of face masks.\u00a0<\/span><\/p>\n<h2 style=\"text-align: center;\">Email Shows &#8216;Scientific Process&#8217;<\/h2>\n<p>Social media posts and a conservative TV host have highlighted one email to Fauci from <a href=\"https:\/\/www.scripps.edu\/faculty\/andersen\/\"  rel=\"noopener noreferrer\">Kristian G. Andersen<\/a>, a professor of immunology and microbiology at Scripps Research. Andersen has studied the origins of SARS-CoV-2.<\/p>\n<p><img loading=\"lazy\" class=\"alignleft size-full wp-image-92225\" src=\"https:\/\/cdn.factcheck.org\/UploadedFiles\/SciCHECKsquare_4-e1430162915812.png\" alt=\"\" width=\"243\" height=\"219\" \/>The posts and commentary point to <a href=\"https:\/\/cdn.factcheck.org\/UploadedFiles\/Andersen-Jan-31-email-to-Fauci.png\">the Jan. 31, 2020, email<\/a> as proof that\u00a0&#8220;Fauci knew the virus was likely engineered,&#8221; as <a href=\"https:\/\/www.facebook.com\/edelys.brian\/posts\/4286457151373087\">one Facebook post<\/a> puts it, or that something suspicious happened regarding an analysis published by Andersen and other scientists weeks later, concluding that &#8220;SARS-CoV-2 is not a laboratory construct or a purposefully manipulated virus.&#8221; PolitiFact <a href=\"https:\/\/www.politifact.com\/factchecks\/2021\/jun\/02\/facebook-posts\/no-emails-fauci-dont-show-early-agreement-virus-wa\/\">wrote<\/a> about another Facebook post, which is no longer available, that claimed: &#8220;Fauci&#8217;s fellow scientist could tell early on that the (coronavirus) looked manufactured.&#8221;<\/p>\n<p>But Andersen said the email shows &#8220;a clear example of the scientific process.&#8221; In his <a href=\"https:\/\/twitter.com\/K_G_Andersen\/status\/1399852467873927173\">June 1 tweet<\/a>, Andersen said, &#8220;As I have said many times, we seriously considered a lab leak a possibility. However, significant new data, extensive analyses, and many discussions led to the conclusions in our paper.&#8221;<\/p>\n<p>Let&#8217;s start with the Jan. 31 email. Andersen wrote to Fauci: &#8220;On a phylogenetic tree the virus looks totally normal and the close clustering with bats suggest that bats serve as the reservoir. The unusual features of the virus make up a really small part of the genome (&lt; 0.1 %) so one has to look really closely at all the sequences to see that some of the features (potentially) look engineered.&#8221;<\/p>\n<p>He continued: &#8220;We have a good team lined up to look very critically at this, so we should know much more at the end of the weekend. I should mention that after discussions earlier today, Eddie, Bob, Mike, and myself all find the genome inconsistent with expectations from evolutionary theory. But we have to look at this much more closely and there are still further analyses to be done, so those opinions could still change.&#8221;<\/p>\n<p>So, Andersen said that there were &#8220;unusual features&#8221; of &#8220;a really small part of the genome&#8221; of the coronavirus that &#8220;(potentially) look engineered.&#8221; But he said that more analysis was necessary and his opinions &#8220;could still change.&#8221;<\/p>\n<p>That&#8217;s exactly what happened, Andersen said on Twitter.<\/p>\n<p>On March 17, 2020, <em>Nature Medicine<\/em> <a href=\"https:\/\/www.nature.com\/articles\/s41591-020-0820-9\">published an article<\/a> by Andersen and other scientists on the origins of the coronavirus. &#8220;Here we review what can be deduced about the origin of SARS-CoV-2 from comparative analysis of genomic data,&#8221; they wrote.<\/p>\n<p>They determined the virus likely originated through \u201cnatural selection in an animal host before zoonotic transfer,\u201d or \u201cnatural selection in humans following zoonotic transfer.\u201d They said they \u201cdo not believe that any type of laboratory-based scenario is plausible,&#8221; because they &#8220;observed all notable SARS-CoV-2 features &#8230; in related coronaviruses in nature.&#8221;<\/p>\n<p>But Andersen and his colleagues noted that &#8220;it is currently impossible to prove or disprove&#8221; the theories of origin they described. &#8220;More scientific data could swing the balance of evidence to favor one hypothesis over another. Obtaining related viral sequences from animal sources would be the most definitive way of revealing viral origins.&#8221;<\/p>\n<p>Fox News host Laura Ingraham highlighted the Jan. 31 email on her <a href=\"https:\/\/video.foxnews.com\/v\/6257330353001\/\">June 2 show<\/a>, adding that there was a phone call between Andersen, Fauci and others (the emails indicate there were a &#8220;series of calls&#8221; including one on Feb. 1) and that Andersen thanked Fauci before the <em>Nature Medicine<\/em> article was published. (In a March 6 email, Andersen sent Fauci and others a draft of the paper, writing, &#8220;Thank you again for your advice and leadership as we have been working through the SARS-CoV-2 &#8216;origins&#8217; paper.&#8221;)<\/p>\n<p>Ingraham then says: &#8220;Now, mysteriously, Andersen&#8217;s article debunking the lab leak theory and also signed by the other colleagues of course was a 180-degree turn from what he told Fauci in January,&#8221; saying that Fauci &#8220;influenced it.&#8221;<\/p>\n<p>But Andersen said there was nothing mysterious about the change of his earlier opinion, nor was it a &#8220;massive cover-up&#8221; as one Australian journalist alleged on Twitter. &#8220;It&#8217;s just science. Boring, I know, but it&#8217;s quite a helpful thing to have in times of uncertainty,&#8221; Andersen <a href=\"https:\/\/twitter.com\/K_G_Andersen\/status\/1400182670458384384\">said<\/a>.<\/p>\n<p>We don&#8217;t know what Fauci may have said to Andersen and his colleagues on that Feb. 1 phone call. Among the emails obtained by BuzzFeed News, there are several about the call, some of which appear to be notes and observations sent afterward, but they are heavily redacted.<\/p>\n<p>Andersen <a href=\"https:\/\/twitter.com\/K_G_Andersen\/status\/1400892933130256384\/photo\/1\">posted<\/a> a detailed answer to two questions raised by his email to Fauci: What about the virus looked engineered to him? And what made him change his mind? The June 4 Twitter post includes details about certain features of the virus that \u201cdid not seem to have an obvious immediate evolutionary precursor,\u201d he wrote. But, after his email to Fauci, more data was released, including the full genome for a bat coronavirus that is <a href=\"https:\/\/www.nature.com\/articles\/s41586-020-2012-7\">96% similar<\/a> to SARS-CoV-2.<\/p>\n<p>Andersen said the researchers conducted \u201cmuch more extensive investigations,\u201d including looking at the literature from the Wuhan lab and research techniques used there, and performing analyses of SARS-CoV-2. He said much was done in \u201ca matter of days\u201d leading the researchers to \u201crelatively quickly reject our preliminary hypothesis that SARS-CoV-2 might have been engineered.\u201d<\/p>\n<p>\u201cThis is a textbook example of the scientific method where a preliminary hypothesis is rejected in favor of a competing hypothesis as more data become available and analyses are completed,\u201d he said.<\/p>\n<p>As <a href=\"https:\/\/www.factcheck.org\/2021\/05\/the-wuhan-lab-and-the-gain-of-function-disagreement\/\">we&#8217;ve written recently<\/a>, while scientists have found SARS-CoV-2 is similar to bat coronaviruses, the exact origins of SARS-CoV-2 remain unknown. The zoonotic transfer theory, which Fauci <a href=\"http:\/\/transcripts.cnn.com\/TRANSCRIPTS\/2106\/03\/nday.05.html\">says<\/a> he believes is &#8220;most likely,&#8221; hasn\u2019t been proven, nor have theories of a lab accident.<\/p>\n<p>But there have been many calls for more investigation, including by Fauci himself.<\/p>\n<div>\n<h2 style=\"text-align: center;\">Baseless Claim About Hydroxychloroquine<\/h2>\n<p>Another narrative circulating online baselessly suggests that the emails prove Fauci \u201clied\u201d to the public about hydroxychloroquine &#8212; an antimalarial drug<span>\u00a0<\/span><a href=\"https:\/\/www.factcheck.org\/2020\/05\/trump-misleads-on-hydroxychloroquine-again\/\">touted<\/a><span>\u00a0<\/span>by former President Donald Trump in 2020.<\/p>\n<p>A story on the Gateway Pundit,<span>\u00a0<\/span><a href=\"https:\/\/cdn.factcheck.org\/UploadedFiles\/Screen-Shot-2021-06-04-at-2.33.07-PM.png\">shared<\/a><span>\u00a0<\/span>on Facebook more than 8,500 times,<span>\u00a0<\/span><a href=\"https:\/\/archive.is\/kgwEx\">declared<\/a>: \u201cSMOKING GUN: FAUCI LIED, MILLIONS DIED \u2014 Fauci Was Informed of Hydroxychloroquine Success in Early 2020 But Lied to Public Instead Despite the Science.\u201d<\/p>\n<p>The story points to<span>\u00a0<\/span><a href=\"https:\/\/www.documentcloud.org\/documents\/20793561-leopold-nih-foia-anthony-fauci-emails#document\/p153\">a Feb. 29, 2020, email<\/a><span>\u00a0<\/span>sent to former Vice President Mike Pence and copied to Fauci, in which two doctors suggest the drug could be effective against COVID-19 and suggest the U.S. government conduct or fund studies. Fauci forwarded the email to a<span>\u00a0<\/span><a href=\"https:\/\/www.niaid.nih.gov\/about\/division-microbiology-infectious-diseases-director-contacts\">deputy director<\/a><span>\u00a0<\/span><span>who works in microbiology and infectious diseases, writing:\u00a0<\/span><span>\u201cPlease take a look and respond to them. Thanks.\u201d<\/span><\/p>\n<p>In another February<span>\u00a0<\/span><a href=\"https:\/\/www.documentcloud.org\/documents\/20793561-leopold-nih-foia-anthony-fauci-emails#document\/p456\">2020 email<\/a>, a pharmacologist at the Food and Drug Administration inquired<span>\u00a0<\/span><span>with Fauci on whether there was \u201cany indication\/data to substantiate this claim from China (attached publication) that chloroquine\/<\/span><span>hydroxychloroquine can decrease COVID-19 infections and lung disease?\u201d<\/span><\/p>\n<p>\u201cThere are no data in this brief report and so I have no way of evaluating their claim,\u201d Fauci wrote back, noting that there were similar claims going around. \u201cI would love to see their data.\u201d<\/p>\n<p>The pharmacologist then made reference to \u201cdata from 2005 showing inhibition of SARS infection.\u201d<span>\u00a0<\/span><a href=\"https:\/\/www.cdc.gov\/sars\/about\/fs-sars.html\">SARS<\/a><span>\u00a0<\/span>is the disease caused by SARS-CoV-1, a different coronavirus that caused an outbreak in 2003. We\u2019ve\u00a0<a href=\"https:\/\/www.factcheck.org\/2020\/07\/in-viral-video-doctor-falsely-touts-hydroxychloroquine-as-covid-19-cure\/\"  rel=\"noopener noreferrer\" data-auth=\"NotApplicable\" data-linkindex=\"2\">explained before<\/a>\u00a0that a\u00a0<a href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC1232869\/\"  rel=\"noopener noreferrer\" data-auth=\"NotApplicable\" data-linkindex=\"3\">2005 study<\/a>\u00a0found the drug prevented spread of that virus in cell culture \u2014 which is different than\u00a0proving it works in humans, against a different virus.<\/p>\n<p>Fauci still forwarded the email thread to an<span>\u00a0<\/span><a href=\"https:\/\/www.niaid.nih.gov\/about\/chief-staff-contacts\">adviser<\/a><span>\u00a0<\/span>at NIAID, writing, \u201cLet us discuss.\u201d<\/p>\n<p>It\u2019s worth noting that the government did<span>\u00a0<\/span><a href=\"https:\/\/www.nih.gov\/news-events\/news-releases\/hydroxychloroquine-does-not-benefit-adults-hospitalized-covid-19\">fund<\/a><span>\u00a0<\/span>a study evaluating the drug\u2019s efficacy for patients hospitalized with the disease. That and a<span>\u00a0<\/span><a href=\"https:\/\/www.nejm.org\/doi\/full\/10.1056\/NEJMoa2012410\"  rel=\"noopener noreferrer\"><span>string<\/span><\/a><span>\u00a0<\/span><a href=\"https:\/\/www.bmj.com\/content\/369\/bmj.m1844.short\"  rel=\"noopener noreferrer\"><span>of<\/span><\/a><span>\u00a0<\/span><a href=\"https:\/\/www.who.int\/news-room\/q-a-detail\/coronavirus-disease-covid-19-hydroxychloroquine\"  rel=\"noopener\"><span>other<\/span><\/a><span>\u00a0<\/span><a href=\"https:\/\/www.recoverytrial.net\/news\/statement-from-the-chief-investigators-of-the-randomised-evaluation-of-covid-19-therapy-recovery-trial-on-hydroxychloroquine-5-june-2020-no-clinical-benefit-from-use-of-hydroxychloroquine-in-hospitalised-patients-with-covid-19\"  rel=\"noopener\"><span>studies<\/span><\/a>,<span> including other randomized controlled trials &#8212; the gold standard in science &#8212; <\/span>did not find it helped hospitalized COVID-19 patients.<\/p>\n<p>The Food and Drug Administration also<span>\u00a0<\/span><a href=\"https:\/\/www.fda.gov\/media\/136534\/download\">issued<\/a><span>\u00a0<\/span>an emergency use authorization for hydroxychloroquine and chloroquine in<span>\u00a0March 2020 &#8212;\u00a0<a href=\"https:\/\/www.factcheck.org\/2020\/06\/azar-trump-mislead-on-fdas-hydroxychloroquine-decision\/\">allowing<\/a>\u00a0adult and some adolescent patients hospitalized with COVID-19 to obtain the drugs from the Strategic National Stockpile \u201cwhen clinical trials are not available, or participation is not feasible.\u201d But it\u00a0<a href=\"https:\/\/www.fda.gov\/news-events\/press-announcements\/coronavirus-covid-19-update-fda-revokes-emergency-use-authorization-chloroquine-and\">revoked<\/a>\u00a0that authorization in June, finding that it was\u00a0<\/span><span>\u201cunlikely to be effective in treating COVID-19 for the authorized uses in the EUA,\u201d and that the \u201cknown and potential benefits\u201d of the drugs \u201cno longer outweigh\u201d the risks.<\/span><\/p>\n<p>In short, the emails cited as a \u201cSMOKING GUN\u201d about hydroxychloroquine simply show that some people wrote to Fauci expressing the possibility that the drug could be effective against COVID-19. His responses show he engaged with the emails, at least to some degree. They don\u2019t prove that hydroxychloroquine was an effective treatment against COVID-19 &#8212; or that Fauci hid it from the public.<\/p>\n<p>Fauci\u2019s brief comments on the subject in the emails aren\u2019t inconsistent with what he was saying publicly last year.<\/p>\n<p>In March 2020, he said at a<span>\u00a0<\/span><a href=\"https:\/\/www.rev.com\/blog\/transcripts\/donald-trump-coronavirus-task-force-march-20-press-conference-transcript-trump-spars-with-reporters-in-fiery-briefing\">press briefing<\/a><span>\u00a0<\/span>that reports of hydroxychloroquine&#8217;s promise in relation to COVID-19 were \u201c<span>anecdotal evidence\u201d and that analyses to determine if it was safe and effective were underway.\u00a0<\/span>In early April 2020, Fauci was also<span>\u00a0<\/span><a href=\"https:\/\/www.cbsnews.com\/news\/transcript-dr-anthony-fauci-discusses-coronavirus-on-face-the-nation-april-5-2020\/\">asked<\/a><span>\u00a0<\/span>on CBS News\u2019 \u201cFace the Nation\u201d whether it was effective; he said that \u201cthe data are really just at best suggestive. There have been cases that show there may be an effect \u2014<span>\u00a0<\/span><span>and there are others to show there\u2019s no effect.\u201d<\/span><\/p>\n<p><span>One\u00a0<a href=\"https:\/\/cdn.factcheck.org\/UploadedFiles\/Screen-Shot-2021-06-03-at-2.22.18-PM.png\">Facebook post<\/a><\/span><span>\u00a0took the false hydroxychloroquine narrative even further, suggesting Fauci secretly endorsed the drug for those close to him while telling the public it didn\u2019t work.<\/span><\/p>\n<p><span>\u201cAccording to new emails to and from Fauci, not only did Fauci admit that MASKS DON\u2019T WORK, he also said that Hyroxychloriquine is effective and he recommended it to his own family and close friends,\u201d the post, shared nearly 500 times before it was deleted, claimed.<\/span><\/p>\n<p>Included in the post was a screenshot of one page of a lengthy email in which the author stated as much. But in reality<span>\u00a0<\/span><a href=\"https:\/\/www.documentcloud.org\/documents\/20793561-leopold-nih-foia-anthony-fauci-emails#document\/p2008\">that email<\/a><span>\u00a0<\/span>was sent<span>\u00a0<\/span><em>to<\/em><span>\u00a0<\/span>Fauci &#8212; not from him, as the post falsely said.<\/p>\n<h2 style=\"text-align: center;\">Misrepresenting Mask Guidance<\/h2>\n<p>Face masks have generated controversy and falsehoods throughout the pandemic &#8212; we&#8217;ve written more than a <a href=\"https:\/\/www.factcheck.org\/issue\/face-masks\/page\/3\/\"  rel=\"noopener\">dozen stories<\/a> debunking various claims about them.<\/p>\n<p>So it&#8217;s no surprise that one of the most widespread claims to have developed from Fauci&#8217;s emails is about masks.<\/p>\n<p>Republican Rep. Lauren Boebert, of Colorado, for example, <a href=\"https:\/\/twitter.com\/RepBoebert\/status\/1400105539854606339\"  rel=\"noopener\">tweeted<\/a>, &#8220;Fauci lied,&#8221; with a screenshot of one of the emails.<\/p>\n<p>The conservative outlet <a href=\"https:\/\/www.mrctv.org\/about\"  rel=\"noopener\">MRCTV<\/a> posted a <a href=\"https:\/\/archive.is\/rc2pX\"  rel=\"noopener\">video<\/a> claiming that the emails reveal that Fauci lied, face masks don&#8217;t work, and &#8220;Now millions of people are just supposed to line up in droves and stick out their arms for a vaccine being peddled by some of the same people who just got caught lying through their teeth in order to manipulate public behavior.&#8221;<\/p>\n<p>These claims are based on an <a href=\"https:\/\/www.documentcloud.org\/documents\/20793561-leopold-nih-foia-anthony-fauci-emails#document\/p3027\"  rel=\"noopener\">email<\/a> that Fauci sent on Feb. 5, 2020, before the Centers for Disease Control and Prevention had begun recommending the use of face masks for the general public.<\/p>\n<p>At that point, early in the pandemic, the CDC<span>\u00a0<\/span><a href=\"https:\/\/web.archive.org\/web\/20200308000225\/https:\/www.cdc.gov\/coronavirus\/2019-ncov\/faq.html\"  rel=\"noopener noreferrer\" data-auth=\"NotApplicable\">recommended<\/a><span> face masks for health care workers and those who had COVID-19 and were showing symptoms.<\/span><\/p>\n<p>So, when Fauci responded to a question from\u00a0<a href=\"https:\/\/obamawhitehouse.archives.gov\/blog\/author\/secretary-sylvia-mathews-burwell\"  rel=\"noopener\">Sylvia Burwell<\/a>, the former secretary of the Department of Health and Human Services, he gave her advice that was consistent with public guidance at the time.<\/p>\n<blockquote><p><strong>Fauci, Feb. 5, 2020:<\/strong> Masks are really for infected people to prevent them from spreading infection to people who are not infected rather than protecting uninfected people from acquiring infection. The typical mask you buy in the drug store is not really effective in keeping out virus, which is small enough to pass through the material. It might, however, provide some slight benefit in keep out gross droplets if someone coughs or sneezes on you. I do not recommend that you wear a mask, particularly since you are going to a vey low risk location.<\/p><\/blockquote>\n<p>While he wasn&#8217;t wrong &#8212; masks are most effective in slowing the spread of the virus because they help to contain the respiratory droplets from infected individuals, as we&#8217;ve <a href=\"https:\/\/www.factcheck.org\/2020\/07\/video-misrepresents-the-science-behind-face-masks\/\"  rel=\"noopener\">written<\/a> &#8212; the guidance about the use of masks changed. O<span>n April 3, the CDC reversed its <a href=\"https:\/\/web.archive.org\/web\/20200308000225\/https:\/www.cdc.gov\/coronavirus\/2019-ncov\/faq.html\"  rel=\"noopener noreferrer\" data-auth=\"NotApplicable\">earlier position<\/a><\/span><span> and announced that it would <a href=\"https:\/\/twitter.com\/cdcgov\/status\/1246208617377906688?lang=en\"  rel=\"noopener noreferrer\" data-auth=\"NotApplicable\">recommend<\/a> that people <a href=\"https:\/\/www.factcheck.org\/2020\/04\/covid-19-face-mask-advice-explained\/\"  rel=\"noopener noreferrer\" data-auth=\"NotApplicable\">wear face coverings<\/a>\u00a0in public, citing new studies on the transmission of the virus that causes COVID-19.<\/span><\/p>\n<p><span>&#8220;We now know from <a href=\"https:\/\/www.cdc.gov\/coronavirus\/2019-ncov\/prevent-getting-sick\/cloth-face-cover.html#studies\"  rel=\"noopener noreferrer\" data-auth=\"NotApplicable\">recent studies<\/a>\u00a0that a significant portion of individuals with coronavirus lack symptoms (&#8216;asymptomatic&#8217;) and that even those who eventually develop symptoms (&#8216;pre-symptomatic&#8217;) can transmit the virus to others before showing symptoms,&#8221; the CDC said in its\u00a0<a href=\"https:\/\/www.house.gov\/feature-stories\/2020-3-10-coronavirus-information-and-faqs\"  rel=\"noopener noreferrer\">announcement<\/a>. &#8220;In light of this new evidence, CDC recommends wearing cloth face coverings in public settings where other social distancing measures are difficult to maintain (e.g., grocery stores and pharmacies) especially in areas of significant community-based transmission.&#8221;<\/span><\/p>\n<p>This change in guidance from the CDC illustrates, too, how the understanding of <a href=\"https:\/\/www.factcheck.org\/2021\/03\/scicheck-the-evolving-science-of-face-masks-and-covid-19\/\"  rel=\"noopener\">science evolves<\/a> and can change the recommendations.<\/p>\n<p>Similarly, Fauci&#8217;s second sentence in the email &#8212; about the size of the virus &#8212; isn&#8217;t wrong, but the understanding of the efficacy of face masks in that regard changed.<\/p>\n<p>Some <a href=\"https:\/\/www.instagram.com\/p\/CPoxE1RA2xu\/\"  rel=\"noopener\">social media<\/a> posts have highlighted that section, in particular.<\/p>\n<p>&#8220;E<span>arly on in the pandemic, prevention messaging was coming primarily from infectious disease experts who have little to no training in aerosol science,&#8221; <a href=\"https:\/\/science.du.edu\/about\/faculty-directory\/alex-alexander-huffman\"  rel=\"noopener\">Alex Huffman<\/a>, an aerosol scientist at the University of Denver, told us in an email. &#8220;As the pandemic discussion has become more multidisciplinary, scientists and medical professionals of all descriptions have learned from one another, and realized that the narrow, disciplinary perspectives they may have started with were often insufficient to properly address the airborne nature of this particular disease.&#8221;<\/span><\/p>\n<p>That includes <span>aerosol scientists, who were able to add their expertise to the broader public health debate.<\/span><\/p>\n<p>So, as Huffman explained to us, it&#8217;s true that the virus might be 0.1 or 0.2 microns and a paper or cloth mask wouldn&#8217;t filter something that small. But &#8220;viruses don&#8217;t fly out of your mouth by themselves. They are encased in droplets,&#8221; he said. Those droplets come from the lungs, nose or mouth and include proteins, salts and some viruses.<\/p>\n<p>&#8220;It doesn&#8217;t matter how big the virus is, it matters how big the droplet is,&#8221; Huffman said.<\/p>\n<p><span>While that may not have been widely understood by public health officials at the beginning of the pandemic, &#8220;to Dr. Fauci\u2019s great credit,&#8221; Huffman said, &#8220;he changed his perspective, learned a little about aerosol physics, and started listening to a broader audience of experts, including aerosol scientists.&#8221;<\/span><\/p>\n<p><em>Editor\u2019s note:<span>\u00a0<\/span><a href=\"https:\/\/www.factcheck.org\/covid-misconceptions\/\"  rel=\"noopener\">SciCheck\u2019s COVID-19\/Vaccination Project<\/a><span>\u00a0<\/span>is made possible by a grant from the Robert Wood Johnson Foundation.
