class=\"\">Written by: Steve Lalla<\/p><p class=\"\">The citizens of Ecuador will go to the polls on February 7 and elect their new president, four years after Len\u00edn Moreno won the position, reneged on his campaign promises, and turned the country inside out. <\/p><p class=\"\">Following his election in 2017, Moreno sold out his predecessor and supporter Rafael Correa and double-crossed their PAIS Alliance party. As a result, Moreno\u2019s approval rating plummeted to between 7 percent (<a href=\"https:\/\/twitter.com\/AmericaElige\/status\/1307741847335268352\">CEDATOS<\/a>, September 2020) and 16 percent (<a href=\"https:\/\/twitter.com\/AmericaElige\/status\/1344756538435653632\">Atlas Intel<\/a>, December 2020), and he won\u2019t be seeking re-election. <em>Corre\u00edsta <\/em>(pro-Correa) members jumped ship to the newly formed coalition Union for Hope (UNES) and presented 35-year-old economist Andr\u00e9s Arauz as presidential candidate.<\/p><p class=\"\">Arauz\u2019s electoral victory in February is likely as recent polls give him an advantage of 7 percentage points (<a href=\"https:\/\/twitter.com\/ElectsWorld\/status\/1350917000244187140\">Market<\/a>, January 10) to 18 points (<a href=\"http:\/\/www.pichinchacomunicaciones.com.ec\/andres-arauz-ganaria-elecciones-en-primera-vuelta-segun-perfiles-de-opinion\/\">Perfiles de Opinion<\/a>, January 5). For an outright win he needs 40 percent of the vote and 10 percent more than the runner-up, otherwise a runoff is held. Perfiles de Opinion\u2019s poll eliminating undecided respondents gives Arauz 43 percent. Guillermo Lasso, polling second, was runner-up in 2013 and 2017\u2019s presidential elections. Lasso is candidate of the right, and a <a href=\"https:\/\/en.wikipedia.org\/wiki\/Guillermo_Lasso\">self-declared enemy<\/a> of 21st century socialism.<\/p><p class=\"\">Regardless, observers must be on high alert. Moreno and government bodies, including the National Electoral Council (CNE), erected numerous hurdles for UNES. They tried to delay the election in the face of COVID-19, to block the formation of the new party, to block Arauz\u2019s candidacy, and they successfully forbade Correa from running as Arauz\u2019s vice president. International observers, including those from the European Parliament, are <a href=\"https:\/\/twitter.com\/Ecuador_On_Q\/status\/1349742368669511680\">still waiting<\/a> for their requests to be officially approved. <\/p><p class=\"\">\u201cArauz will win unless they steal it from him,\u201d wrote Steve Ellner, historian and associate managing editor of the journal&nbsp;<em>Latin American Perspectives<\/em>. \u201cAfter all, Correa had a 60 percent favorable rating when he left office. Moreno is completely discredited, and Lasso has been around too long to be considered a new face for business in politics\u2014and in addition is associated with global capital.\u201d<\/p><p class=\"\">The key questions posed by the election are the following: What are Arauz\u2019s policies\u2014will Correa\u2019s Citizens\u2019 Revolution continue? If elected, will Arauz turn his back on his constituents as Moreno did? Finally, what will Arauz\u2019s election mean for the region and for the advance of socialism in Latin America? Before we answer those questions, let\u2019s review Ecuador\u2019s recent history and Canada\u2019s involvement.<\/p><p class=\"\"><strong>&nbsp;<\/strong><\/p><p class=\"\"><span><strong>The Promises of Past Presidents<\/strong><\/span><\/p><p class=\"\">Len\u00edn Moreno\u2019s betrayal of his campaign promises was nothing new for an Ecuadorian leader, nor was his decision not to re-run. Rafael Correa (2007-2017) was the first president of Ecuador to be re-elected since the restoration of civilian rule in 1982, and the only one to finish his term since 1996. <\/p><p class=\"\">Correa wasn\u2019t universally adored but he enjoyed great popularity because he largely honored his anti-neoliberal and anti-imperialist rhetoric. Under his leadership Ecuador joined the Bolivarian Alliance for the Peoples of Our America (ALBA), intentionally defaulted on \u201cillegitimate\u201d foreign debts in 2008, spurned the International Monetary Fund (IMF), closed the US Air Force base at Manta in 2009, and carried out nationalizations and expropriations that increased state control over extraction industries. <a href=\"https:\/\/www.commondreams.org\/views\/2012\/01\/21\/could-ecuador-be-most-radical-and-exciting-place-earth\">A 2010 law<\/a> expanded \u201cthe government's share from 13% to 87% of gross oil revenues,\u201d for example. Under Correa poverty was <a href=\"https:\/\/www.coha.org\/ecuadors-accomplishments-under-the-10-years-of-rafael-correas-citizens-revolution\/\">reduced<\/a> from 37 percent to 22 percent while public spending on healthcare and education increased astronomically.<\/p><p class=\"\">In February 2019 Moreno <a href=\"https:\/\/www.wsj.com\/articles\/imf-development-banks-agree-to-10-2-billion-bailout-for-ecuador-11550769283\">took<\/a> a $10 billion loan from multilateral agencies, including $4.2 billion from the IMF, and at their insistence implemented spending cuts to healthcare (amounting to <a href=\"https:\/\/twitter.com\/Ecuador_On_Q\/status\/1340806819476885512\">64 percent<\/a>) and education. In April 2019 Moreno annulled Julian Assange\u2019s asylum and left him at the mercy of the UK courts. He pulled Ecuador out of ALBA and the Union of South American Nations (UNASUR). Decisively, he <a href=\"https:\/\/oxfordre.com\/politics\/view\/10.1093\/acrefore\/9780190228637.001.0001\/acrefore-9780190228637-e-1523\">reversed<\/a> Correa\u2019s laws and \u201copened up the oil sector to private operators.\u201d Widespread <a href=\"https:\/\/en.wikipedia.org\/wiki\/2019_Ecuadorian_protests\">protests<\/a> resulted, quelled temporarily by COVID-19. Amid fear of the \u201cparting gifts\u201d Moreno may bestow upon the nation, Ecuador\u2019s largest labor union has called for a general strike on January 28,<a href=\"https:\/\/morningstaronline.co.uk\/article\/w\/ecuador-largest-trade-union-call-for-national-general-strike-against-privatisation-attacks-on-workers-rights\"> warning<\/a> that Moreno is trying to privatize \u201coil, communications, energy and mining sectors\u201d before he steps down as president on May 24. <\/p><p class=\"\">Moreno also terminated Ecuador\u2019s agreement with Cuban doctors. As COVID-19 struck, Ecuador\u2019s hospitals and morgues reached capacity, and in April international media <a href=\"https:\/\/www.aljazeera.com\/news\/2020\/4\/13\/police-collect-nearly-800-bodies-from-ecuadors-virus-epicentre\">broadcast chilling reports<\/a> of hundreds of bodies left out in the street. The nation\u2019s death rate is one of the world\u2019s worst\u2014about 60 times that of Cuba.<\/p><p class=\"\">\u201cI think Len\u00edn Moreno is a Shakespearean traitor in a number of ways,\u201d <a href=\"https:\/\/www.thecanary.co\/exclusive\/2019\/09\/21\/lenin-moreno-is-a-shakespearean-traitor-former-ecuadorian-foreign-minister-discusses-the-betrayal-of-julian-assange\/\">said <\/a>former Minister of Foreign Affairs Guillaume Long. \u201cHe betrayed Correa, he betrayed his party, he betrayed his electorate. He actually said a few weeks after being elected and being sworn into power that he hated the people who voted for him\u2026&nbsp;I think there are a number of reasons why he did this: one of the fundamental reasons is realignment in the US sphere of influence.\u201d<\/p><p class=\"\">Moreno <a href=\"https:\/\/jacobinmag.com\/2019\/09\/rafael-correa-jean-luc-melenchon-lawfare-ecaudor-france-insoumise\">stacked<\/a> the supreme court with his supporters and launched criminal proceedings against Correa and his entourage. Cabinet ministers resigned in droves, including Long, Finance Minister Carlos de la Torre, Foreign Minister Jos\u00e9 Valencia, Minister of Culture and Heritage Juan Fernando Velasco, and Vice Presidents Mar\u00eda Vicu\u00f1a and Otto Sonnenholzner. Moreno\u2019s first Vice President, Jorge Glas, was stripped of his office and imprisoned on corruption charges. Glas had <a href=\"https:\/\/www.dw.com\/en\/ecuadors-president-strips-vice-president-of-all-functions\/a-39959562\">described<\/a> Moreno as a \u201cperson who has continually attacked our revolutionary project.\u201d <\/p><p class=\"\">Moreno\u2019s betrayal doesn\u2019t constitute a coup as Bolivia suffered in late 2019, but was a significant setback for Latin American socialism and a failure of democracy. Ecuadorians, after all, did not receive the candidate they voted for. Similar perversions of democracy aren\u2019t exceptional, but typical in the \u201cbackyard\u201d of the US, and among nations historically exploited by imperialism and transnational capital. A victory for Arauz will constitute a reversal in Ecuador nearly as substantial as that of Bolivia\u2019s in October 2020, when Movement for Socialism\u2019s (MAS) Luis Arce was elected.<\/p><p class=\"\">&nbsp;<\/p><p class=\"\"><span><strong>The Canada file<\/strong><\/span><\/p><p class=\"\">Canada\u2019s mining industry is foremost among those gorging on Moreno\u2019s neoliberal stratagems. Egged on by the demands of the IMF, and perpetrated under the cover of a national health crisis, the looting of Ecuador\u2019s valuable mineral resources for the profit of transnational corporations expanded with Moreno\u2019s privatizations. Canadian companies <a href=\"https:\/\/miningwatch.ca\/blog\/2019\/10\/7\/canadian-mining-companies-part-problem-repression-indigenous-and-social-movements\">represent<\/a> the primary threat posed by mining extraction, with a dozen Canadian companies operating over 40 projects in Ecuador.<\/p><p class=\"\">While Reuters praised Moreno\u2019s destructive and highly unpopular moves as \u201cmarket friendly,\u201d Canadian mining giant Lundin <a href=\"https:\/\/www.reuters.com\/article\/us-ecuador-mining\/ecuador-opens-first-large-scale-gold-mine-with-canadas-lundin-idUSKBN1XO2W1\">inaugurated<\/a> a silver and gold mine in the heart of the Amazon rainforest, at a cost of $2.7 billion <\/p><p class=\"\">Working with Canadian corporations to impose neoliberalism, the IMF pressures Ecuador\u2014and other loan recipients\u2014into opening up their pristine lands to similar exploitative schemes. \u201cBy demonstrating that they have \u2018strategic mining projects\u2019 which will generate foreign currency, the government has been able to&nbsp;renegotiate the debt,\u201d detailed Mining Watch. <\/p><p class=\"\">These companies face off against land defenders from the country\u2019s Indigenous population who, in confrontations reminiscent of those between Wet'suwet'en or Six Nations and the RCMP, are overpowered by Ecuador\u2019s military acting on behalf of capital. Following protests against his IMF deal Moreno enacted a State of Emergency, which then allowed him to deploy the military on Indigenous people in Morona-Santiago, in the Amazon rainforest. <\/p><p class=\"\">\u201cAs havoc, panic, and fear caused by COVID-19 continues to sweep through the Ecuadorian Amazon,\u201d <a href=\"https:\/\/miningwatch.ca\/blog\/2020\/8\/4\/indigenous-shuar-arutam-government-ecuador-calls-out-canadian-mining-company-s-sham\">wrote<\/a> Professor Joesfina Tunki, \u201cCanadian company Solaris Resources&nbsp;celebrated its new listing&nbsp;on the Toronto Stock Exchange\u2019s Venture Exchange (TSX-V). It then proceeded to launch a two-week Twitter campaign championing its successful community alliances around its Warintza copper-gold project, and their successes with the \u2018novel consultation process\u2019 with Indigenous Shuar Warints and Yawi communities.\u201d The local government of the Shuar Arutam people denounced mining company employees for bringing the virus into the rainforest, and <a href=\"https:\/\/miningwatch.ca\/blog\/2019\/10\/7\/canadian-mining-companies-part-problem-repression-indigenous-and-social-movements\">declared<\/a> their territory as a mining-free zone.<\/p><p class=\"\">In June 2020 over 50 Ecuadorian organizations <a href=\"https:\/\/miningwatch.ca\/news\/2020\/6\/19\/canadian-ambassador-ecuador-called-out-promoting-covid-19-opportunity-mining?__cf_chl_jschl_tk__=9bcfdab4f95fa5b2e8cf558b14e6baaabdfb9a86-1611263666-0-AaBgluGj5fRUrGca_cYD12bjPulGD95RlbclY-DDFzNXcfrMUkqrxoWLcVg8LfYU7ZOy9oGQWPJZcgzmM8En7W32DyX-2mvkwZLs0cxCMOgrB4Jkf-IBQ45V4Ayhfu7rZX_nqvAwSbtJwTfNtZakXSXgEzbJQ8xZulzBETWO3VI9Ec_UE-HlEWEFoEi55jJ0etlu41quC2wyn2S1GVufMTiTEDs8wuPRQBMdckhMQ8GrCpr94hPYpUW1Jaj3ldNDxkpih3aiWdDQeFuIT2Rr2oN7tA3RhRgddWtyoGYzVkvlXUM_RnAvnzOPfS9E0Kwa6MwRmsiNT5IjmU2b87WAuLpTPyDtd0HSv82wphPTfvIfjhGfKdJVA6y3ttLWZgvFIv-hZ_NG8nZMNBxHfo-8iwmfAj7Kxcq1hq9NdARbuk2T\">criticized<\/a> Canada for weaponizing COVID-19 to advance mining interests: \u201cThe representatives of the Canadian government have found an opportunity in this global pandemic, a pandemic which has produced irreparable damage and tragedy in Ecuador, to promote your country\u2019s economic interests.\u201d<\/p><p class=\"\">&nbsp;<\/p><p class=\"\"><span><strong>What are Arauz\u2019s policies\u2014will Correa\u2019s Citizens\u2019 Revolution continue?<\/strong><\/span><\/p><p class=\"\">Arauz is committed to continuing Correa\u2019s Citizens\u2019 Revolution. Arauz is <a href=\"https:\/\/www.ft.com\/content\/276b1718-0707-4308-a2e6-77ae5ebd3f12\">campaigning<\/a> on the promises of rolling back Moreno\u2019s privatizations, standing firm against the IMF and international corporations, increasing public spending on education and healthcare, and restricting capital flight. He promises to reinstate Assange\u2019s Ecuadorian citizenship, and to assert Ecuador\u2019s sovereignty in international affairs.<\/p><p class=\"\">Arauz\u2019s alignment with Correa could not be more explicit. After being banned from standing as Arauz\u2019s vice president, Correa was <a href=\"https:\/\/www.telesurtv.net\/news\/ecuador-campana-electoral-atraso-20210103-0010.html\">designated<\/a> as an \u201caccompanier\u201d of his campaign, and Arauz <a href=\"https:\/\/www.eluniverso.com\/noticias\/2021\/01\/04\/nota\/9267190\/elecciones-presidenciales-ecuador-2021-andres-arauz-unes\">indicates<\/a> openly that Correa will be one of his principal advisors. The official title of Arauz\u2019s party is the Commitment to the Citizens\u2019 Revolution, and campaign ads\u2014<a href=\"https:\/\/twitter.com\/OVargas52\/status\/1349391076520570884\">censored<\/a> by the CNE\u2014feature Correa endorsing Arauz. <\/p><p class=\"\">The Citizens\u2019 Revolution should be kept in perspective. Correa embodied socialism more radically than Kirchnerism or Lula\u2019s Brazil, but not as boldly as Venezuela or Cuba. <em>Corre\u00edsmo<\/em> has found itself at odds with Indigenous organizations in particular. Though Arauz has <a href=\"https:\/\/correodelalba.org\/2021\/01\/04\/exclusivo-%E2%94%82-andres-arauz-nuestra-prioridad-en-el-cortisimo-plazo-es-recuperarnos-de-la-situacion-economica-devastadora\/\">indicated<\/a> that he will build \u201calliances with strong organized sectors in Ecuador, which include a good part of the Indigenous movement,\u201d he is an economist, a leftist technocrat like Correa, who privileges \u201ceconomism\u201d\u2014the rescue of Ecuador\u2019s finances from the depredations of foreign capital and neoliberalism\u2014over a revolutionary restructuring of society. <\/p><p class=\"\">&nbsp;<\/p><p class=\"\"><span><strong>If elected, will Arauz turn his back on his constituents as Moreno did? <\/strong><\/span><\/p><p class=\"\">\u201cThere is always a risk\u2026 always,\u201d responded political analyst Jes\u00fas Rodr\u00edguez-Espinoza. \u201cBut from reading between the lines in Correa's interviews and Arauz\u2019s statements, it doesn't seem possible. Correa's coalition was too broad, and full of opportunists, but it also would be very bad for Correa to repeat a miscalculation like the one he committed with Moreno.\u201d<\/p><p class=\"\">Right-wing outlet Americas Quarterly is confident that Arauz will stay the course. In 2017, following Moreno\u2019s victory Americas Quarterly <a href=\"https:\/\/www.americasquarterly.org\/article\/its-showtime-for-president-lenin-moreno-in-ecuador\/\">encouraged<\/a> him to \u201cbreak from his predecessor,\u201d and tellingly described Moreno\u2019s campaign as \u201csignaling to the international community and Correa\u2019s opponents that he will implement much needed reforms to restore fiscal discipline.\u201d Arauz, on the other hand, was portrayed in a <a href=\"https:\/\/www.americasquarterly.org\/article\/andres-arauz-correa-proxy-or-new-leadership-for-ecuador\/\">recent article<\/a> as a staunch <em>corre\u00edsta<\/em> and \u201cvery ideological\u201d \u2014music to the ears of socialists. \u201cI think if Arauz is elected, it won\u2019t be him who governs,\u201d said a think-tank researcher in the same article, \u201cit\u2019ll be Correa.\u201d<\/p><p class=\"\">Arauz is committed to Keynesian anti-austerity politics,\u201d opines Steve Ellner. \u201cI believe he will follow through on that. But what isn\u2019t clear is where the money is going to come from. The main issue is whether he will force the IMF to provide Ecuador better terms, much the way Nestor Kirchner did when he came to office. Being a dollarized economy, which he says he will not alter\u2014even though he, like Correa, thinks it was a mistake in the first place\u2014his options are limited. Let\u2019s see how this plays out.\u201d<\/p><p class=\"\">&nbsp;<\/p><p class=\"\"><span><strong>What will Arauz\u2019s election mean for the region and for the advance of socialism in Latin America?<\/strong><\/span><\/p><p class=\"\">Internationally, the election of Arauz all but guarantees that Ecuador will return to the orbit of Latin America\u2019s socialist nations, joining Venezuela, Bolivia, Cuba, Nicaragua, and\u2014arguably\u2014Argentina and Mexico in a powerful and more radical resurgence of the so-called pink tide.<\/p><p class=\"\">Arauz\u2019s candidacy is <a href=\"https:\/\/www.telesurenglish.net\/news\/ecuadors-leftists-launch-presidential-campaign-20210103-0001.html\">endorsed<\/a> by Evo Morales, Argentina\u2019s Alberto Fernandez and Christina Kirchner, and by the Puebla Group that includes Bolivia\u2019s Vice President David Choquehuanca, former Brazilian Presidents Dilma Rousseff and Lula, Paraguay\u2019s Lugo, and Uruguay\u2019s Mujica.
