Jes Cochran, a key member of PETA's Community Animal Project (CAP), goes out into underserved areas of Virginia and North Carolina to save dogs left outside on a chain. His ten-year-old love story with a dog named Edith, is captured in the new documentary, \"Breaking the Chain,\" executive produced by Anjelica Huston.
