Shutting down commerce and local economies while paying people to stay home is the only way to&nbsp;<a href=\"https:\/\/www.wsws.org\/en\/articles\/2021\/01\/30\/pers-j30.html\"  rel=\"noreferrer noopener\">realistically curb<\/a>&nbsp;the spread of COVID-19&nbsp;and its mutations. Masks and social distancing should be used on top of those to&nbsp;further limit the spread when people must leave their homes, for example to purchase food, medicine, or supplies&nbsp;to&nbsp;keep on living.&nbsp;<a href=\"https:\/\/www.businessinsider.com\/countries-offering-direct-payments-or-basic-income-in-corona-crisis-2020-4?op=1#spain-is-set-to-establish-a-permanent-basic-income-for-poorer-residents-1\"  rel=\"noreferrer noopener\">Many countries<\/a>&nbsp;issued recurring monthly payments or temporary basic incomes to most of their citizens.&nbsp;&nbsp;<\/p>\n\n\n\n<p>The US&nbsp;notably did not and has not. This is a bipartisan failure. GOP are, as always,&nbsp;obstructionists to what the people need and&nbsp;any&nbsp;life-saving policy. Yet, despite all their platitudes, so,&nbsp;too,&nbsp;are the Democrats.&nbsp; From Senator-turned-VP Harris co-proposing 2,000 a month in May 2020, to Speaker Pelosi&nbsp; killing Trump\u2019s pre-election deal with another $1200, and Biden, Warnock, and&nbsp;Ossoff&nbsp;all promising to send&nbsp;2,000 checks immediately if the Democrats win Georgia, to #BidenMath of <a rel=\"noreferrer noopener\" href=\"https:\/\/realprogressives.org\/democrats-survival-checks-now\/\" >Biden $1400 checks plus Trump\u2019s $600 checks<\/a> somehow equals the promised $2000 Biden checks and now Biden proposing bipartisanship and working with GOP who want no more than $1000 to go out, Democrats predictability govern essentially the same.&nbsp;&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-gallery columns-3 is-cropped\"><ul class=\"blocks-gallery-grid\"><li class=\"blocks-gallery-item\"><figure><img width=\"810\" height=\"553\" income is a necessary policy and good idea, it&nbsp;is only one part of the larger necessary policy response. That larger policy response needs to include universal, not-for-profit healthcare. While Medicare For All is a great step, it is just that: a step. We should be pushing for&nbsp;PatriotCare, an American NHS.&nbsp;<\/p>\n\n\n\n<p>Using 2020 Green Party and&nbsp;<a href=\"https:\/\/realprogressives.org\/small-band-of-radical-parties\/\"  rel=\"noreferrer noopener\">SPUSA<\/a>&nbsp;Presidential Candidate Howie Hawkins\u2019&nbsp;<a href=\"https:\/\/howiehawkins.us\/the-hawkins-healthcare-plan-medicare-for-all-as-a-community-controlled-national-health-service\/\"  rel=\"noreferrer noopener\">community-controlled Medicare for all as an NHS model,<\/a>&nbsp;I\u2019ve created&nbsp;PatriotCare&nbsp;as an integral part of my congressional platform. The problem with the original model is&nbsp;it&nbsp;was not&nbsp;inherently MMT-friendly. Despite Howie Hawkins\u2019 openness to MMT,&nbsp;<a href=\"https:\/\/realprogressives.org\/mmt-green-party\/\"  rel=\"noreferrer noopener\">he and the&nbsp;Greens still use outdated economic concepts<\/a>&nbsp;and deficit politics to a large degree.&nbsp;&nbsp;<\/p>\n\n\n\n<p>While Howie Hawkins\u2019 policy budget uses&nbsp;<a href=\"https:\/\/howiehawkins.us\/the-ecosocialist-green-new-deal-budget\/\"  rel=\"noreferrer noopener\">taxes on the rich to pay for spending<\/a>, mine weaponizes the deficit in favor of the working class. As the&nbsp;<a href=\"https:\/\/realprogressives.org\/freedom-the-burden-of-accountability-part-1\/\"  rel=\"noreferrer noopener\">New Deal Era proves<\/a>, federal spending and huge deficits, when done&nbsp;correctly, benefit the common American. Let me reiterate: Federal taxes do not fund federal spending. They exist to create demand for the US dollar, to check inflation, and to delete wealth. The last of those reasons for federal taxes was last used effectively to promote economic growth and opportunity under Republican President Eisenhower who had a 93% upper marginal tax rate.&nbsp;<\/p>\n\n\n\n<p>In 2018 dollars, the&nbsp;93% tax rate meant for people earning over&nbsp;$2 million a year individually or&nbsp;$4 million&nbsp;jointly every&nbsp;dollar after the 2-millionth dollar&nbsp;would be taxed at 93%. Marginal tax rates are like pockets, they are not a flat tax. Such a high tax rate was a carrot and stick approach: Either invest in the community and your businesses directly to get tax deductions and credits, or Uncle Sam will delete your wealth and do it for you.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Again, federal taxes&nbsp;do not&nbsp;pay for federal spending. That method of federal economics&nbsp;was&nbsp;<a href=\"https:\/\/realprogressives.org\/taxes-for-revenue-are-obsolete\/\"  rel=\"noreferrer noopener\">outmoded<\/a>&nbsp;during the New Deal Era.&nbsp;&nbsp;<\/p>\n\n\n\n<p><strong>So, now that we have covered how to pay for it, what is&nbsp;PatriotCare?<\/strong>&nbsp;<\/p>\n\n\n\n<p>From&nbsp;my&nbsp;<a href=\"https:\/\/phelan4congress.com\/platform\/#healthcare\"  rel=\"noreferrer noopener\">congressional platform:<\/a>&nbsp;<\/p>\n\n\n\n<p>THE BEST HEALTHCARE FOR EVERY AMERICAN: PATRIOTCARE<\/p>\n\n\n\n<p><span data-contrast=\"auto\">Phase 1: Introduce a not-for-profit universal health insurance that covers every American.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<ul>\n<li data-leveltext=\"\uf0b7\" data-font=\"Symbol\" data-listid=\"1\" aria-setsize=\"-1\" data-aria-posinset=\"1\" data-aria-level=\"1\"><span data-contrast=\"auto\">This service will cover all medically necessary services, including drugs, therapies, mental health, specialist care, and surgeries with\u00a0<\/span><span data-contrast=\"auto\">no<\/span><span data-contrast=\"auto\">\u00a0out of pocket cost.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/li>\n<\/ul>\n<ul>\n<li data-leveltext=\"\uf0b7\" data-font=\"Symbol\" data-listid=\"1\" aria-setsize=\"-1\" data-aria-posinset=\"1\" data-aria-level=\"1\"><span data-contrast=\"auto\">Any American can seek medical care at any facility via any doctor and get the care they need.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/li>\n<li data-leveltext=\"\uf0b7\" data-font=\"Symbol\" data-listid=\"1\" aria-setsize=\"-1\" data-aria-posinset=\"2\" data-aria-level=\"1\"><span data-contrast=\"auto\">This kind of system will save 68,000+ American lives per year and save the country trillions over the next ten years compared to our current system.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/li>\n<\/ul>\n<p><span data-contrast=\"auto\">Phase 2: Transition to community controls.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<ul>\n<li data-leveltext=\"\uf0b7\" data-font=\"Symbol\" data-listid=\"1\" aria-setsize=\"-1\" data-aria-posinset=\"0\" data-aria-level=\"1\"><span data-contrast=\"auto\">Implement community-controlled health boards that are elected to serve their own communities by steering the health system in that region.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/li>\n<li data-leveltext=\"\uf0b7\" data-font=\"Symbol\" data-listid=\"1\" aria-setsize=\"-1\" data-aria-posinset=\"1\" data-aria-level=\"1\"><span data-contrast=\"auto\">This is achieved through using the model of municipal governments to create healthcare accountability. Think of the health board like a school board or city council.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/li>\n<\/ul>\n<p><span data-contrast=\"auto\">Phase 3: Transition to public ownership.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<ul>\n<li data-leveltext=\"\uf0b7\" data-font=\"Symbol\" data-listid=\"1\" aria-setsize=\"-1\" data-aria-posinset=\"1\" data-aria-level=\"1\"><span data-contrast=\"auto\">By year 5, this new community-controlled federal healthcare system will acquire or purchase all health facilities and make all health workers salaried employees, with pay based on seniority, experience, and other factors.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/li>\n<\/ul>\n\n\n\n<p>Implementing this would lead to better health outcomes for every American,&nbsp;especially working Americans for far less cost than our current system. Transitioning to universal healthcare under this model makes&nbsp;good&nbsp;business&nbsp;sense for the nation.\u201d&nbsp;<\/p>\n\n\n\n<p>Before the COVID-19 era began to ravage the world, the Phase 1 of this model, which is essentially Medicare For All in function, would&nbsp;have&nbsp;<a href=\"https:\/\/www.msn.com\/en-us\/money\/insurance\/study-medicare-for-all-would-save-450-billion-and-68-000-lives\/ar-BB108wyL\"  rel=\"noreferrer noopener\">saved 68,000 American lives every single year<\/a>. Not that it matters as much now that we understand the collection of economic science known as&nbsp;<a href=\"https:\/\/realprogressives.org\/mmt-basics\/\"  rel=\"noreferrer noopener\">Modern Monetary Theory<\/a>, it also saves the government money&nbsp;compared to the&nbsp;<a href=\"https:\/\/www.npr.org\/sections\/itsallpolitics\/2015\/10\/23\/451200436\/mitt-romney-finally-takes-credit-for-obamacare\"  rel=\"noreferrer noopener\">Heritage Foundation\u2019s&nbsp;RomneyCare<\/a>, I mean the Affordable Care Act, I mean&nbsp;Obamacare.&nbsp;&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img width=\"1024\" height=\"581\" src=\"https:\/\/realprogressives.org\/wp-content\/uploads\/2021\/02\/image-4.jpg\" alt=\"\" class=\"wp-image-39008\" srcset=\"https:\/\/realprogressives.org\/wp-content\/uploads\/2021\/02\/image-4.jpg 1024w, https:\/\/realprogressives.org\/wp-content\/uploads\/2021\/02\/image-4-300x170.jpg 300w, https:\/\/realprogressives.org\/wp-content\/uploads\/2021\/02\/image-4-150x85.jpg 150w, https:\/\/realprogressives.org\/wp-content\/uploads\/2021\/02\/image-4-768x436.jpg 768w, https:\/\/realprogressives.org\/wp-content\/uploads\/2021\/02\/image-4-600x340.jpg 600w, https:\/\/realprogressives.org\/wp-content\/uploads\/2021\/02\/image-4-106x60.jpg 106w, https:\/\/realprogressives.org\/wp-content\/uploads\/2021\/02\/image-4-159x90.jpg 159w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p><strong>Furthermore, in our COVID-19 ravaged world, we\u2019ve had nearly two months of daily deaths greater than 9\/11\u2019s death toll in the US alone.<\/strong>&nbsp;<\/p>\n\n\n\n<p>As the&nbsp;PatriotCare&nbsp;mobilization rolls out, it would create an American NHS. Given the insurance concepts of&nbsp;<a href=\"https:\/\/www.investopedia.com\/articles\/personal-finance\/081616\/behind-law-large-numbers-insurance-industry.asp\"  rel=\"noreferrer noopener\">the law of large numbers<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/www.fincash.com\/l\/insurance\/risk-pooling\"  rel=\"noreferrer noopener\">risk pooling<\/a>, bringing everyone under the same, not-for-profit, universal, and accountable system would further drive down costs. Again, the cost to the federal government is not the key, it\u2019s the lives saved and the better health outcomes&nbsp;PatriotCare&nbsp;would provide us that are key.&nbsp;<\/p>\n\n\n\n<p>Because the US is far larger than the UK, those concepts&nbsp;make&nbsp;it&nbsp;so an American NHS has the potential to be far better, cheaper, and more efficient than the UK\u2019s.&nbsp;America beat the Brits to become the pre-eminent democracy of the world,&nbsp;<a href=\"https:\/\/realprogressives.org\/regime-os-the-american-constitution\/\"  rel=\"noreferrer noopener\">although our model isn\u2019t very functional<\/a>,&nbsp;so&nbsp;let\u2019s beat the Brits at their own game and have the best healthcare in the world, for once.
