And it only took him eight words to destroy any shred of credibility in his proposals.<\/p>\n<p>The prime minister&#8217;s crime plan will make <a href=\"https:\/\/assets.publishing.service.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/1006019\/Crime-plan-accessible.pdf\">enhanced stop-and-search powers<\/a>\u00a0under section 60 of the Criminal Justice and Public Order Act permanent.<\/p>\n<p>Johnson described the discriminatory power as:<\/p>\n<blockquote><p>a kind and a loving thing to do.<\/p><\/blockquote>\n<p>Unsurprisingly, people were quick to point out how detached the PM is from reality:<\/p>\n<p><span class=\"I9q0JyTN1DjSOpbipmtAsrkUFRyuHx8NHOwE9XavAMIdaP3oRnV8LcM60GWYqVKGsrT27eJjl35EC1tzC\"><\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Stop and search is not kind and loving it is discriminatory and very very disproportionate. It\u2019s a tool used to target black people and other ethnic minorities. Black people are on average ten times more likely than white people to be stopped.<\/p>\n<p>On the same morning that Johnson released his plan, Greater Manchester Police published its <a href=\"https:\/\/www.manchestereveningnews.co.uk\/news\/greater-manchester-news\/black-people-living-greater-manchester-21150987\">race equality report<\/a>, which found that Black people in Manchester are more likely to be stopped and searched, and more likely to be tasered by police.<\/p>\n<p>Furthermore, there is <a href=\"https:\/\/fullfact.org\/crime\/does-stop-search-work\/\">little evidence<\/a> stop and search has had a positive effect on crime figures historically. Stop and search is both ineffective and rooted in racism<a href=\"https:\/\/t.co\/Bn7iNZb7TW\">https:\/\/t.co\/Bn7iNZb7TW<\/a><\/p>\n<p>&mdash; Mike Bankole (@mxkes_) <a href=\"https:\/\/twitter.com\/mxkes_\/status\/1420005522405789731?ref_src=twsrc%5Etfw\">July 27, 2021<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/span><\/p>\n<h5>Section 60<\/h5>\n<p>Section 60 gives police officers the power to stop and search people without reasonable suspicion in designated areas if they anticipate serious violence. In 2014, then home secretary Theresa May issued <a href=\"https:\/\/www.gov.uk\/government\/publications\/best-use-of-stop-and-search-scheme\">guidance<\/a> to officers on how the powers should be used.<\/p>\n<p>But this guidance was reversed by Priti Patel, and a Section 60 expansion pilot was rolled out to <a href=\"https:\/\/www.gov.uk\/government\/news\/government-lifts-emergency-stop-and-search-restrictions\">43 police forces<\/a> in August 2019.<\/p>\n<p>Patel&#8217;s pilot essentially <a href=\"https:\/\/www.gov.uk\/government\/news\/government-lifts-emergency-stop-and-search-restrictions\">lifted the conditions<\/a> from the guidance, meaning Section 60 could be authorised by lower-ranking officers, and changed the wording to whether a serious incident &#8216;may&#8217; occur rather than &#8216;will&#8217; occur.<\/p>\n<p>It further allowed Section 60 orders to be in place for a longer period of time. I has nothing to do with tackling crime or making people safer. <a href=\"https:\/\/t.co\/HehSEgUJG2\">https:\/\/t.co\/HehSEgUJG2<\/a><\/p>\n<p>&mdash; Diane Abbott MP (@HackneyAbbott) <a href=\"https:\/\/twitter.com\/HackneyAbbott\/status\/1420024362187558927?ref_src=twsrc%5Etfw\">July 27, 2021<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/span><\/p>\n<p>And as Netpol coordinator Kevin Blowe told <em>The Canary<\/em>, the plan seems to be more about &#8216;appeasing&#8217; the police at a time when the government is <a href=\"https:\/\/www.theguardian.com\/uk-news\/2021\/jul\/22\/we-have-no-confidence-in-priti-patel-says-police-federation\">under fire<\/a> over police pay:<\/p>\n<blockquote><p>This is a cynical attempt by the government to appease the police at a time when the Police Federation says it has no confidence in Priti Patel over pay.<\/p>\n<p>It gives the police permission to intensify their use of already racialised and discriminatory stop and search powers and will make a bad situation even worse. It is young Black people who will feel the impact and who the government has thrown under a bus to play politics with policing.<\/p><\/blockquote>\n<p>Not only are Johnson&#8217;s comments ludicrous, they&#8217;re an insult to every person who&#8217;s ever experienced the humiliation of being stopped and searched or had to <a href=\"https:\/\/www.thecanary.co\/uk\/2018\/09\/24\/the-met-polices-gang-database-is-ineffective-humiliating-and-racist-2\/\">deal<\/a> with the mental health impacts of being targeted by the police.
