A plan to create three new provinces in the Papua region highlights how Jakarta\u2019s development approach has failed to resolve a long-running conflict.<\/p>\n

In April of this year, Indonesia\u2019s Parliament approved a plan to create three new provinces in Papua, the easternmost region of the archipelago.<\/p>\n

Government officials have described the creation of the new administrative units as an effort to accelerate the development of the outlying region, which has long lagged behind the other more densely populated islands.<\/p>\n
